We express our gratitude to the presence of
God Almighty, for His mercy and grace, for the
publication of the Master Plan for the National
Tourism Destinations of Borobudur-Yogyakarta-
Prambanan. With this book, we hope to be able to
contribute ideas to relevant stakeholders both in
the Ministry of PUPR, as well as related Ministries/
Institutions, as well as Regional Governments,
so that later they can be used as a reference for
developing sectoral programs to support the
development of competitive and sustainable
tourism.
The Regional Infrastructure Development Agency
is carrying out the preparation of technical
policies and integrated plans for infrastructure
development programs based on a regional
development approach.
The preparation of this document has involved
all relevant stakeholders, hopefully the tourism
development, especially in the Borobudur-
Yogyakarta-Prambanan area, would contribute
to the integrated development of the national
economic recovery.
Finally, we would like to thank all parties who has
contributed to the preparation, discussion, and
completion of this plan.
 Foreword

With the preparation process that has involved all

relevant stakeholders, the Borobudur-Yogyakarta-
Prambanan area shall make a major contribution
to the economic recovery and development. The
Borobudur Temple Complex is one of the UNESCO’s
World Heritage Sites, consisting of the main building
of the Borobudur Temple, and two small temples
nearby (Mendut Temple and Pawon Temple). In
2018, the number of visitors reached almost 4
million, foreign tourists accounted for around 6% to
8% of the total visitor arrivals at Borobudur Temple.

Various agencies are involved in the management

of the Borobudur Temple Complex. However, they Ir. Kuswardono, MCP

do not have a same vision and clear mechanism, Head of Center for Public Works
especially in utilizing the Borobudur Temple as Infrastructure Development
conservation-based tourism development. The Region II
development of tourism centered on the Borobudur
temple causes tourist visits to exceed the capacity
limit of the Borobudur Temple.

Efforts to guide cross-stakeholder collaboration
are through integrated planning as outlined in
the BYP Integrated Tourism Master Plan (ITMP).
ITMP BYP is prepared through a collaborative and
sustainable approach by considering aspects of
tourism, infrastructure, environment, forestry,
spatial planning, and investment, as well as regional
developments Yogyakarta – Solo – Semarang
(Joglosemar).
Hopefully, ITMP BYP can support the development
of tourism destination destinations through
improving institutional governance, optimizing
infrastructure development, and utilizing
technological advances to improve basic
services and business opportunities, increasing
human resources for tourism business actors,
job opportunities, community welfare, and
sustainability. environment.

01 / Introduction
 Introduction

ITMP BYP is an annual and five-year plan with a term of 25 years. Priority details
of development are in the KTA (Main Priority Area) which includes Borobudur
District, Mungkid District, Prambanan District, all Districts in Yogyakarta City,
and overall development in the Joglosemar area.

The government pays great attention and hopes
to the tourism sector as one of the new growth
and is expected to create greater economic
benefits in the form of foreign exchange and
new jobs. The BYP area is one of the super
priority areas of the 10 National Tourism Priority
Destinations . Visits of foreign tourists (tourists)
to the BYP area showed an increasing trend
reaching (2018): 416,372 foreign tourists. The
largest market share comes from Malaysia,
Singapore, Japan, and the Netherlands.
Domestic tourists (wisnus) to the BYP area still
dominate and continue to increase to reach
12,974,712 trips in 2018.
The planned area includes three areas, each of
which represents Javanese cultural heritage.

First, Borobudur Subdistrict and Mungkid
Subdistrict as the location of the Borobudur Temple
Complex which is a UNESCO World Heritage Site,
several ancient temples and cultural villages in the
vicinity. Second, the Prambanan District area in
Central Java Province and Prambanan District in the
Special Region of Yogyakarta as the location of the
Prambanan Temple Complex which is a UNESCO
World Heritage Site. The third area, Yogyakarta
City with several major cultural heritage attractions
proposed to be a UNESCO World Heritage Site.
The main issues in the development of the BYP DPN
are population density, inadequate connectivity,
basic services that are still low, and destination mana-
gement that still needs to be improved, especially in
the management of cultural heritage sites.

expected to answers the problems and challenges
in tourism development especially in the BYP Area,
including:
l Limited tourism products offered;
l Too much focus on cultural tourism;
l Over-tourism at the Borobudur World Heritage
Site Complex;
l Low appreciation of the preservation of cultural
heritage values;
l Relying too much on the domestic market;
l Has not met international standards in terms of
attractiveness and interpretation;
l Inadequate transportation access;
l Inadequate basic infrastructures;

l Deteriorating environmental conditions, including
air and ground water pollution;
l Weak capacity of local communities;
l Weak legal framework and enforcement; and
l Inadequate coordination and planning.

The meaning contained in the vision, among others:
a. Sustainable tourism means that tourism does
not sacrifice the environmental and socio-
cultural quality of the surrounding communities
but is the result of proper management of
natural and cultural assets.
b. World class means having a unique and
attractive tourist attraction, being able to deal
with changing tourism trends, flexibility and
adaptability to respond to changing market
forces, disaster mitigation and environmental
impacts.
c. Culture and history are the main forces of
tourist attraction and have been recognized by
UNESCO as world cultural heritage.
d. Preservation of Javanese wisdom is an effort to
preserve Javanese culture to achieve the noble
values of human life. Javanese culture is not
only located in the BYP triangle but is spread on
a wider scale such as Joglosemar (Jogja-Solo-
Semarang).

BYP’s development mission is:

a. Strengthen the core area of BYP, which will
further expand to the Joglosemar area,
b. Increase collaboration of all stakeholders.
c. Increase the quantity and quality of Key
Attraction, as well as convenience (amenities)
for the community and tourists.
d. Creating added value and strengthening the
economic chain of various natural-cultural-
economic potentials.
e. Developing tourism products in a sustainable
way.

The planning concept is outlined in 3 overlapping ‘spinners’: (i) the urban triangle of Yogyakarta,
Solo and Semarang <Joglosemar>, (ii) three tourism assets BYP culture, and (iii) three natural
assets including Merapi and Merbabu, coastal zone, and river valley.

The development concept follows the development
pattern of equitable distribution of development
(Decentralization). This concept is intended to
increase distribution and reduce the high pressure
of development around WHS (World Heritage Site)
destinations such as Borobudur and Prambanan
as well as cultural heritage destinations in the city
of Yogyakarta. Furthermore, the targets for the
development of the BYP DPN area are:
a. Equitable Development Distribution
b. Improved Connectivity and Accessibility BYP
c. Cultural Heritage Preservation
d. Improving the Quality of the Agricultural
Protection Environment for Self Food
Fulfillment and Agro-tourism Development
e. Development oriented to Environmental and
Social Mitigation
f. Improving the Quality of Amenity through
Compliance with International Standards
g. Integrated Institutional Strengthening
To achieve this target, a Development Concept has
been prepared which takes into account 3 (three)
regional levels:
Macro : Joglosemar
Meso : TDA Borobudur - Yogyakata - Prambanan
Micro : Each KTA

Development Concept
The strategies implemented to realize the
development concept include:
a. Regulating the number of visitors to the temple
in the context of preservation through the
spread of attractions around the temple.
b. Restoring the conservation zones of Borobudur
and Prambanan according to the world heritage

convention.
c. Develop the uniqueness of the Tourism Village
to improve the welfare of the community
around the Temple.
d. Relieve congestion and provide alternative
access to attractions.
e. Extending the Length of Stay by developing
non-temple types of tourism.

STAGE PLAN
Based on the trend of increasing tourists, there
needs to be a phasing scenario concept to maintain
the quality and attractiveness of the area:
1. Stage 1:
Integrating Institutions, Connectivity and
Awareness (2020-2025), focus on 3 KTA (Boro-
budur, Yogyakarta, Prambanan).

Zone 1 and Zone 2 Segments

Is the core zone of the Borobudur Temple area, which

in the 1979 JICA document was allocated for the park
zone. However, the development has changed with the
construction of a commercial area and parking area in
zone 2. On a normal ocassion the number of hawkers
is estimated to reach 3000 people, and doubles at the
peak of the holiday. The existence of the Manohara
Hotel is also considered a violation of the zone 2 layout.

The concept of heritage park zones 1 and 2 aims
to restore the natural character of the Borobudur
landscape.

The Borobudur - Pawon segment passes through
the Balaputradewa Street corridor which is one of
the ritual routes but is currently also developing

into a trade and service area. Some residential
and agricultural functions are still found along the
Balaputradewa road.
In the context of the detailed development of
Borobudur TDA/KTA, the concept of building
design needs to be considered so that it is in
accordance with the aim of maintaining the rural
character and natural landscape of Borobudur
which is clearly related to the past traditions that
are still alive today, namely how to the traditional
life of the Javanese people.

Cultural interpretation inscriptions can be in the

Four Entrance Gates Zone
The four entrance zones to the Borobudur area are
in the segment of the main routes from Yogyakarta,
Semarang, Purworejo, and Kulon Progo.
Palbapang Gate (requires Heritage Impact
Assessment / HIA)
The Palbapang Gate (Singa Gate) is a gate located
on the north side of the temple, bordering

the end of the SP-1 boundary. Therefore, the
construction of the Palbapang gate requires
HIA (Heritage Impact Assessment). The
Palbapang Gate will be one of the busiest
gates, because it will intersect with the Bawean
toll exit at the Palbapang T-junction, and is
integrated with the Palbapang Smart Pavilion
plan, which consists of a train station, bus
terminal, parking area and a merchant center.

Blondo Gate

This gate is enterance of Borobudur tourists from

Semarang. The distance is about 10 kilometers from
Borobudur Temple. At the Blondo Gate, the Kalpataru
Tree icon wich is belived to be the tree of life or the
tree of life and hope will stand. Just like the Palbalang
Gate, the Blondo Gate will alse be equipped with
variouse facilities such as prayer rooms, toilets and
parking area.
1. Palpabang gate
Gate of Kembanglimus/Salaman

The Kembanglimus Gate was originally planned in

Kembanglimus village adjacent to the Kujon field, but
because this area is still included in SP-2, it was directed
to be shifted to the Salaman T-junction (Diponegoro
Statue). Meanwhile, the rest area function utilizes the
embryonic rest area of the Kembanglimus village. The
total land area for the rest area is 1.3 Ha.

The Klangon Gate borders the Kulon Progo area, this

gate is in the shape of the Samudraraksa ship and is
located above the Progo River. This gate is also a rest
area. The available land area is about 7,500 m².

PREHISTORIC lAKE BOROBUDUR

Prehistoric Lake Borobudur Location

Prehistoric Lake Conservation Zone

The location of this lake is strategic, so there are
many commercial buildings standing on it. If
prevention and follow-up are not carried out, it is
feared that the Borobudur area will lose the shape
of its ancient lake. The directions for this area are:
a. Maintain the shape of the lake by maintaining
agricultural functions.
b. Restoring local food crop varieties and
developing processed products originating
from ancient lake lands.
c. For buildings that were built on this land
before 2014 (before the Presidential
Regulation comes into effect) it is expected
to take the following actions: (a) Do not paint
the building; (b) if there is a protective coating,
such as an anti-rust coating; must use a color
that leads to the color of the earth (earth
tone); (c) plant more vegetation on the land,
the built-up land should be less than half of
the vegetated land. the choice of vegetation
must match the plants in the reliefs and the
plants that grow in the Borobudur TDA area;
and (d) plant trees with large canopy around
the building, at least 1 large canopy tree per
16m2.

Yogyakarta KTA is divided into three sub-KTA,
namely the Philosophical Axis Sub-KTA, Kotagede
KTA Sub-KTA, and Gajah Wong Eco-District Sub-
KTA. Two of them, namely the Axis of Philosophy
and Kotagede, are the oldest historical areas
within the Yogyakarta TDA which have existed
since the 17th and 18th centuries. The division
of the philosophical axis Sub-KTA and Kotagede
Sub-KTA is the beginning of this vision, and will
subsequently develop towards the Bantul district,
specifically the Kerto, Pleret, and Imogiri areas
as historical areas that are integrated in history.

Sub-KTA Philosophical Axis
The Philosophical Axis Sub-KTA consists of 5 main
sub-districts, namely: Gedongtengen, Danurejan,
Ngampilan, Gondomanan, and Kraton. Several
other non-KTA sub-districts in Yogyakarta, such
as: Jetis, Pakualaman, Mantrijeron, and Sewon
which are domiciled in Bantul, and the only
kelurahan, namely Kotabaru, were added. The
additions to this sub-district are due to the fact
that it is still a single unit as a cultural area and is a
unified story in the axis philosophical issues, such
as the Krapyak Stage in the Sewon sub-district,
Bantul, and the Tugu Monument in the Jetis area.
The priority zones in the Philosophical Axis Sub-
KTA which are prioritized in the development of
the first 5 years are 4 segments which refer to the
Dossier Historical City.

Sub-KTA Kotagede uses the delineation of the
Kotagede Cultural Conservation Area (KCB) that
intersects with the Sub-KTA Eco-District Gajah
Wong. there are many programs that intersect
that have different development goals. The
development orientation of the Kotagede Sub-KTA
is Culture and the Gajah Wong Eco-District Sub-KTA
is integrated development of ecological areas.
From the eight blocks, development priorities
were then selected in Kotagede, particularly block
I, Block III which was combined with Block VI due to
the similarity of characters, and block VIII.

A strong culture has become a great asset for TDA

with environmentally sound programs in a balanced
way is the soul of the Eco-District concept. First
selected area is the area of Sungai Gajah Wong,
covering approximately 215 Ha. This area has the
theme: Future Tourism Pilot Area Rooted in Culture
and Sustainable + Ecological.

KTA Prambanan

“Strengthening the Character of the Prambanan Ancient Town Area Holistically”,

the development of KTA Prambanan and its surroundings (Klaten Regency and
Sleman Regency) will focus on controlling the growth of urban areas within the

Cultural Conservation Area, structuring the temple area and the surrounding area.

Specifically, the development in KTA Prambanan
and its surroundings (Klaten Regency and Sleman
Regency) is carried out with the aim of:
a. Visitors to the Prambanan Temple Complex,
which previously only focused on the Perwara
Temple, were dispersed or decomposed
through rearranging the visitor’s route starting
from the Shiva Temple and then to several
supporting facilities such as a museum and
botanical garden;
b. The decomposition of visitors to the Prambanan
KTA which previously was only concentrated
in the Prambanan Temple Complex and Boko
Temple was carried out by developing other
temple complexes scattered in the Bugisan,
Kalasan, and Bokoharjo areas;
c. With an integrated bike trail and public transport
(shuttle bus) that connects all temples, it also
creates an even distribution of amenity areas.
d. The distribution of visitors is not only limited to
cultural tourism and temple history, but also to
other types of tourism, such as tourist villages
and nature-based tourism;
e. Spreading tourists to various other potential
National Tourism Priority Destinations (NTPD/
KSPN) such as KSPN Mount Merapi, KSPN
Karimun Jawa, KSPN Klaten and Solo, KSPN
Wonogiri, KSPN Gunung Nglanggeran, and KSPN
Imogiri which are currently not well developed.
