1. Introduction
Since 1998, the Government of the Republic of Tajikistan, through the Ministry of
Transport, has been successfully implementing projects for the construction, rehabilitation
and overhaul of roads and railways of the republic with the assistance of international
financial institutions.
This report is a quarterly review of the monitoring of the environment in the area of
influence of the Dushanbe-Tursunzade and Ayni-Penjikent Road Safety Improvement
Project "Black Spots" program for the period from April to June, 2022. This project is
financed by the Asian Development Bank (ADB).
Customer project Improving road safety Dushanbe-Tursunzade and Ayni-Penjikent "Black
spots" programis the Ministry of Transport (MT) of the Republic of Tajikistan. The
Executing Agency (EA) is the Center for the Implementation of Road Rehabilitation
Projects (PIU RR) of the MoT RT.
The project implementation contractor is JSC "TAJIKHYDROELECTROMONTAZH"
2. Purpose of the report

The purpose of the report is to include, first of all, the results of the work completed
until the reporting period, that is, until November 2022. During the preparation of the
report, all the works completed so far will be presented. One of the main goals of the report
is the effective process of work in the project. Traffic safety on the Dushanbe-Tursunzoda
and Ayni-Panjakent roads, which is indicated by the name of "Black Spots" in the planned
program of the Government of the country and ADB, is primarily the provision of road
safety in all seasons of the year.
3. Types of work performed by the contractor during the reporting period

During the calculation period, the contractor completed a lot of work on the Ayni-Panjakent
and Dushanbe-Tursunzoda projects, regardless of rain and snow.
- At km 53+700 paving works (Dushanbe-Tursunzade)
- At km 45+00 paving works, (Dushanbe-Tursunzade)
- At km 19+800 concrete pouring of retaining wall (Ayni-Panjakent)
- Excavation of a pit (Ayni-Panjakent)
- At km 53+00 digging a trench (Ayni-Panjakent)
Construction works are progressing mainly in the "Black point" projects according to the
plan. The level and quality of the work meets the requirements of the employer, and the
representatives of the Center monitor the implementation of the projects almost every day.
All those objects used for construction are examined in the laboratory. A total of 27,427 m2
of paving work has been completed in the Dushanbe-Tursunzoda project. A total of 55
workers are currently working on the Dushanbe-Tursunzoda project. Good working
conditions and special clothes are provided for workers. In this project, more than 10 small
and large equipment are working.
In the Aini-Panjakent project, 129 m3 of concrete was taken in the retaining walls until the
calculation period. The waterproofing of the retaining walls is 410 m2, Backfill is
organizing 250 m3, Slope layout is 184 m2, weaving reinforcement 96 m2. 17 workers and
5 work equipment are working on the project.
All completed works are collected in the form of photos before and after construction.
During the construction, our employees try to comply with all environmental requirements
so that nothing and no one is harmed.
Environmental protection specialist Sh. Rofiev and safety engineer of the company
Ismatullo S. conducted explanatory activities in the community and explained the nature of
the implemented project to the local residents. Photos are shown below:

The monitoring results for the Dushanbe-Tursunzoda and Ayni-Penjikent sections during
the performance of work during the reporting period did not cause serious damage to the
environment and citizens, the results of which are presented to you in the table below.

Taking into account the requirements of the legislation of the Republic of Tajikistan and the
Environmental Protection Committee of the Government of the Republic of Tajikistan,
relevant permits have been obtained for the construction of the facility. They also received
relevant conclusions about the quality and reliability of construction materials from state
and non-state laboratories. All construction materials are tested in the laboratory before use.
If the materials are of poor quality, it is not allowed to use them

Until this time, all the completed works were monitored by the consultant during the
questionnaire period, as a result of which sometimes comments and sometimes suggestions
were presented.
All the defects that are revealed during the construction will be eliminated in time. In order
to further eliminate the shortcomings in the future, specialists will be involved who will not
interfere with the progress of the construction work, and the work will be completed on
time and with high quality.
A permit (positive conclusion) was obtained from the state expert and submitted to the
environmental protection office of the region, city and district. Other permits were obtained
for felling of trees, storage of construction debris, excess soil and solid waste generated
during the construction of the facility. sewer collector.
At the request of the consultant, a complaint book was created, during the reporting period
there were no complaints from citizens or other persons related to the project. All
employees of the contractor, starting from the management to the ordinary worker, carry
out anti-epidemiological and safety measures.
The construction project must include a specific health and safety plan in case of COVID-
19.
