In inviting a reference to the subject cited above, this is to intimate that S.P., Puri vide his letter No. 2157/E, dtd. 14.09.2023 has given a proposal for establishment of a Special Security Battalion at Puri for safety and security of Shree Jagannath Temple, Puri. It is pertinent to mention here that Puri is internationally famous for Temple of Lord Shree Jagannath. It is the holiest place in India and one of the Dhams out of 04 (four) Dhams according to Hindu mythology. Large numbers of tourist are coming to Puri from all corners of India. The foreign tourists are also coming to Puri for witnessing Lord Shree Jagannath Temple. Besides, the foreign tourists and tourists from all over India are visiting Satapada, Chilika, Konark Sun Temple and Lord Shree Jagannath Temple. Furthermore, large numbers of devotees are congregating at Puri to witness and to participate in different rituals/festivals of Lord Shree Jagannath throughout the year. So, utmost security inside and outside of Lord Shree Jagannath Temple is required to avert any untoward incidents round the clock. S.P., Puri and myself minutely assessed the safety and security points and it is felt necessary for establishment of a Special Security Battalion at Puri on urgent basis as the local police is facing lots of difficulties in holding the situation. The proposal of S.P., Puri is enclosed herewith and it is requested that Special Security Battalion at Puri may kindly be established to meet the safety and security of Lord Shree Jagannath. Tn inviting a kind reference to the subject cited above this is to intimate that Puri is internationally famous for Temple of Lord Shree Jagannath. It is one of the holiest place in India and one amongst the 04 Dhamas according to Hindu Mythology. Puri being a major tourist destination and pilgrimage center, a large number of devotees and pilgrims from different corners of the Country and abroad are used to visit Puri throughout the year to witness Lord Shree Jagannath, sprawling Sea Beach, magnificent Sun Temple at Konark and Nalaban/Dolphin of Satapada as well as scenic of Chilika, which is the Asia's biggest brackish water lagoon. Fairs & Festivals such as Car festival, return Car festival, ‘Sunabesha, Kartika Purnima, Devosnana Purnima, Dipabali, Dola/Holi, Kartika Purnima ete, in Puri town and Anla Navami & Bada Ekadasi festival at Sakhigopal, Magha Saptami Mela at Konark, Thamu Yatra at Kakatpur are being observed throughout the year in the entire district attracting large number of devotees, In most of the days in a year, VIPs, VIPs and Dignitaries having security threat are also visiting Puri throughout the year including Hor‘ble President of India, Hontble Prime Minister of India, Hon'ble Governor of Odisha, Hon'ble Chief Minister, Odisha & other States to give obeisance to Lord Shree Jagannath and to attend various religious ‘and other planned functions, On such visits, Police protection are being provided to the dignitaries during their visit/stay at Puri. Shree Jagannath Temple is coming under high risk Temple on security point of view. Again, in view of the present terrorist/extremist activities in the country and attack on religious places, the security of Shree Jagannath Temple is in high pedestal as possibility of such activities which cannot be ruled out. ‘That, at present construction of Heritage Corridor project around Lord Shree ‘Jagannath Temple is under progress, Shree Jagannath International Airport and many other infrastructure projects are also coming up at Puri, Zt is anticipated that after completion of Heritage Corridor Project, it will attracts huge devotees on day to day basis and influx of devotees/tourists to Shree Jagannath Temple will increase substantially. The available force presently performing duty at Shree Jagannath Temple, Puri are quite inadequate for proper security and crowd contro! management duty. That, the safety and security of Shree Jagannath Temple/Devotees is extremely important for sustaining and enhancing the tourism sector of the State. Any crime against tourist dents the image of the State and negatively impacts potential visitors. Similarly delay in responding to persons in distress has huge negative consequences. In the past, many instances have occurred where crimes have been committed against devotees / tourists, Incidents of visitors being harassed, cheated and intimidated have also come to notice. In this context, exclusively five platoons of force and another five platoons from District Reserve Pool (provided by the Addl. D.6. of Police, (L&O), Odisha, Cuttack to Puri district) are being deployed to perform Temple Security/Crowd Control Duty. Besides the increasing inflow of devotees during special occasions, holidays, weekends and in case of sudden surge of devotees due to various rituals like Ballavha, Banaka Logi, Mahasnana etc, additional forces and officers are being provided from Puri district Reserve Pool (Armed/APR), for which the District Police Administration is facing much inconvenience at the time of exigency. Under the above circumstances, it is proposed for establishment of a special security battalion at Puri town for Shree Jaganath Temple, Puri for effective deployment of force to ensure security of Shree Jagannath Temple as well as smooth crowd management inside and periphery of Shree Jagannath Temple and timely availability & providing necessary security and assistance to the devotees / tourists, Besides, the force of this battalion can also be utilized for performing law & order situation during different grand festive occasions like world famous Car Festival, Return Car Festival, Kartika Purnima Festival, Dola Purina, Sahi Jata, Mahashivaratri Festival, New Year etc. The detailed analysis of requirement of force to be deployed at various Upcoming infrastructures and buildings have been conducted. Force will be required to be deployed at various locations for crowd regulation, access control, control room and security. Proportionately officers (as per scale) would be required for proper supervision. In this context, it is to submit that similar problem was observed in Bhubaheshwar for specialised security requirement for vital installations and various offices etc. In 2009, Govt was pleased to create New Special Security Battalion for Bhubaneswar Security coverage of political dignitaries, Senior Bureaucrat, MPs & MLA, vital installation and various officers of the state Government It proved very successful model as charter of duty and training was specific and focused. Home Departament order regarding the same is enclosed for favour of perusal. The issue was taken up in meeting to review Security arrangements for Shree Jagannath Temple, held on dated 14.7.2023 under the chairmanship of the D.6.P. Odisha. In post COVID period, number of devotees and pilgrims from different corners of the country and even abroad has increased considerably. It put heavy pressure on traffic movement in and around Puri Town and smooth crowd management at Shree Jagannath Temple, Puri. In such a scenario, extra force is regilarly deployed for smooth management of traffic, crowd inside temple for hassle free darshan as well as safety and security of pilgrims visiting Puri. 2. _ At present construction of Heritage Corridor project around Lord Shree Jagannath Temple is under progress. Shree Jagannath International Air Port and many other infrastructural projects are also under construction under ABADHA (Augmentation Basic Amenities & Development of Heritage and Architecture) Scheme. After completion of these projects, in flow of devotees will increase considerably to Shree Jagannath Temple ‘and in Puri town. This will require deployment of force at a much higher scale at Shree Jagannath Temple for proper security and crowd management duty. Contd /- Wet In order to provide proper safety & security to'Shree Jagannath Temple as well as to render vest possible services to devotees, dignitaries ond tourists in the crowded areas, it was felt that establishment of one Battalion at Puri is necessary. In this connection SP, Puri has submitted a proposal vide letter No.345/E dt.13.02.23, Subsequently, Range Office, Cuftack has forwarded the proposal to S.P. Hdgrs., Cuttack along with his views vide letter No,879/CR-Con ‘dt 16.02.23 and No.3296/CR-Con dt. 13.07.23 for onward transmission, 3, IG Central Range and SP., Puri requested that till approval for establishment of Battalion, force may kindly be re-organised and manpower from a single Battalion along with their Supervisory Officer in the rank of Inspr(A) and Asst. Commdt. as per scale from the same Battalion be deployed for better coordination between officers and men. 4. Further, IG Central Range and S.., Puri also expressed that in view of near completion of Heritage Corridor and massive influx af devotees, an Integrated Control Room complex (CCTV surveillance room, QRT room, two logistic rooms and Officers room) is required to be established in Bagaria Dhaarmashala / Narendra Mahala building. Similarly, up-graded Singhadwor PS adjacent to the Titegrated Control Room complex is of paramount importance to ensure safety and security of Shree Jagannath «Temple, which is ~ -.a”~ ."A" category vital installation by the MHA, Govt. of India. 5.
