BASURA PATROL

Solid waste management remains a major challenge in almost all areas in the
Philippines. These are due to the improper disposal, the inefficient waste collection,
improper toilet training by parents, and the lack of disposal facilities. Improper disposal
of solid waste can create unsanitary conditions, and these conditions in turn can lead to
pollution of the environment and to outbreaks of vector-borne disease—that is, diseases
spread by rodents and insects. Majority of these discarded wastes, end up in the
ocean, harms animal human health and deteriorate habitats for organisms.
Although numerous waste management programs have been run by the LGUs and
other management companies, at least 40%out of a hundred, lessened by the aimed
recovery goal (SEA Circular, 2020) by 2030, still affects and might worsen the current
situation of the community. In line with these, Miputak National High School is looking
for a way to help and support in strengthening the implementation of REPUBLIC ACT
NO. 9003 “Ecological Solid Waste Management Act of 2000”. This Basura Patrol is a
school project that is really included in our School Implementation Plan (SIP).

However, in our school since August of 2022 during the opening of classes after
the Pandemic we started to inform and educate our students about proper waste
disposal but despite of many reminders it has been observed that there are many
students who are not disposing their waste properly. Disposal of both biodegradable
and non-biodegradable waste is a major concern. Thus, our school created a BASURA
PATROL as one of the Projects, Programs and Activities (PPA’s) of the school adhering the
guidelines of the City Ordinance adopted and strengthened by the SSG with the
supervision of the School’s Committee on Waste and Management System to implement
strictly the proper waste disposal.

OBJECTIVES:
 To strengthen the integration of ecological solid waste management into the
teaching -learning areas to promote environmental awareness and action among
students.
 To practice proper waste management in all areas of the school campus.
 To promote students’ knowledge and cooperation in proper waste disposal.
 To maintain cleanliness and tidiness of our school campus.
Dipolog City was one of the cities to follow suit after the enactment of the Solid
Waste Management Act in 2000. The Republic Act No. 9003, another name for the
Philippine Ecological Solid Waste Management Act of 2000, mandates the creation of
solid waste management schemes to preserve and protect human ecological systems.
The MIPIAN Basura Patrollers and the Supreme Student Government create a resolution
no. s, 2022-2023 (Providing guidelines on the proper segregation and collection of solid
wastes and use of the material recovery facility in Miputak National High School) an
ordinance that was in line with another local ordinance on sanitation and cleanliness
known as Ordinance No. 123, which is Garbage Collection and Environmental Health
Protection and Sanitation Code of 1998 for the City of Dipolog. The regulation also
stipulates that information on waste collection services, solid waste management, and
related health and environmental concerns be widely disseminated among the public
either through print and broadcast media or other government agencies.

Anchored on the City Ordinance 123 our school established a BASURA Patrol
Committee. What makes this program unique is that our processed of implementing our
activities is very challenging and rewarding. It started from the classroom wherein there
is an assigned Basura Patroller which will monitor their respective classroom and tasks
to ensure that their waste from the classroom is properly segregated. In every grade level
there is an assigned Basura Patroller who will collect and ensure that the waste has
been properly segregated, if they observed that it is not properly segregated, they will not
collect it and they will issue a violation ticket of that certain classroom, this will be done
in a rotation basis. From the classroom the Basura Patroller will be the one to bring the
collected properly segregated waste to the Big Bins located on the ground floor of the
school. Also, the SSG, YES-O, SAMAP Officers, Boy scout and Girl scout were entitled to
issue a ticket for all the violators of the campus. Aside from the City Ordinance 123 the
following are addition ground for sanctions loitering during classes hours, vaping, or
smoking, throwing of waste improperly and spitting. First offense the violator will be
reprimanded, second offense the violator must render 15 minutes community service
and third offense the violators will pay the amount of P15.00. This is being done after
the information, education, and dissemination by the SSG. There will be a reward for the
officers who can perform the task religiously.

There are a few ways to help non-biodegradable waste management. Finding a


way to solve this downside would not only help our community but also provide a safe
environment. The project is designed to clean the environment of Miputak National High
School if is shall be maintained and at the same time to help the locals by giving them
financial aids if they extend their service in maintaining a sustainable and clean
environment. This present activity is designed to make a small step in finding that
solution with regards to the safe and proper disposal of the waste for sustainable
environment.

BASURA PATROL is a year-round project of the school to strengthen the


implementation of the RA 9003 which promote cleanliness, safe and healthy
environment that will enhance conducive learning of Mipians. Constant practice of
proper waste disposal will make our students more discipline and to be inculcated in
their minds develop environment awareness and it would help our community a better
place to live in.
Lastly, this will develop a lifelong habit for the students to be more responsible in
their waste management.

BASURA PATROL
PROVIDING GUIDELINES OF WASTE MANAGEMENT IN SCHOOL AND CREATION OF
COMMITTEE.

WHEREAS, under Section2 of Republic Act (RA) 9003 known as the Ecological Solid
Waste Management Act of 2000 as well as City Ordinance 123 Establishing A System of
Garbage Collection System, the school in the pursuit to establish localized waste
management policy is hereby implemented.

WHEREAS, Republic Act No.9003 otherwise known as the Ecological Waste Management
Act of 2000, especially section II thereof Solid Waste Management Committee.

WHEREAS, Miputak National High School shall adopt RA 9003 and City Ordinance 123
on Proper Waste Segregation.

WHEREAS, Ordinance 123 (Certain Acts and Omissions Inimical to Cleanliness and
Sanitation) includes;

-LITTERING in any vacant lot, plaza, alley, street, gutter yard, sidewalks parks,
playground, and other public places such as but not limited to riverbanks
for this purpose.

- DUMPING of garbage, refuse, chemical waste, and other materials in any place
other than their own garbage can or receptacle and along beaches, sea,
rivers, creeks, and canals

- URINATING defecating, or spitting on any alley, yard or in other public


places or in the case of spitting and urinating in the walls and corridor
of the buildings.

-PAINTING, INSCRIBING, PASTING OR POSTING handbills on posters or paints,


graffiti on public or private buildings, walls, fences and similar places, save
in cases allowed by law or unless a prior authority has been granted by the
Mayor for reasons of public order or the promotion of public health.
- VANDALISM of public and private property.
- FAILURE TO MAINTAIN THE CLEANLINESS AND SANITATION of comfort
rooms in public establishments.

- FAILURE TO MAINTAIN THE CLEANLINESS of surroundings of public and


private buildings or lots.

- POURING OUT, SCATTERING OR SPILLING any garbage, rubbish, trash, or


waste materials from receptacles.

- PERSON SPITTING inside outside the private establishments and premises,


public places such as markets,restaurants, buses and terminals,
auditoriums, along streets, plazas and other similar places and for the other
purposes.

- SORTING AT SOURCE - Segregation of two(2) kinds of waste : Biodegradable


(Malata) and Non- Biodegradable (Dili Malata) which should not be mixed.

WHEREAS, NO SMOKING AS PER CITY ORDINANCE 07-196 is adopted

SECTION 3- Smoking in enclosed and partially enclosed public places.

SECTION 4- Smoking in Schools, Hospital and Clinic, Barangay Health Centers,


Gasoline Station, Industrial Gas Stations and Recreational Places.

SECTION 5- Smoking in Public Conveyances, (Passenger Bus, Jeep, Motorcycle,


Motorcab/ Pedicab, Habalhabal, Sikad)

Section 6- Any person having ownership, possession, and control of the enclosed
and partially enclosed public place who deliberately allows or tolerates
smoking in these prohibited places shall also suffer the same penalty

WHEREAS, Proper disposal of waste in every classroom and offices must follow the city
ordinance on the segregation of waste into five (5) bins with designated color such as
Green for Compostable/ Biodegradable, Blue for Recyclable, Black for Residual, Yellow
for Infectious Waste and Red for Bulky Waste.
WHEREAS, Schedule of the Collection of Waste of the City General Services are as
follows:

MONDAY- GREEN for compostable/ biodegradable


TUESDAY- BLACK for Residual
WEDNSDAY- BLUE for Recyclable, YELLOW for Infectious / Covid Waste,
RED for Bulky Wastes
THURSDAY- Black for Residual
FRIDAY- GREEN for Compostable/ Biodegradable
SATURDAY- BLACK for Residual

WHEREAS, to strengthen the aforementioned policy, a committee is created. The


function of the committee is to oversee the implementation and create further details of
the policy.

WHEREAS, CREATION OF BASURA PATROL TEAM

WHEREAS, the BASURA PATROL adopted the Supreme Student Government policy to
help develop a student-friendly, safe, and motivating learning environment through
nurturing an environment-conscious community.

WHEREAS, there is a need to create a comprehensive framework for the waste collection
and segregation policy.

WHEREAS, it is also imperative to set procedural guidelines on the waste collection


system and disposal in the Material Recovery Facility of the school;

NOW, BE IT RESOLVED, AS IT IS RESOLVED, that the General Assembly, composed of


the Supreme Student Government and the classroom and club presidents, establish the
following guidelines on the proper segregation and collection of solid wastes, and use of
the material recovery facility in Miputak National High School.

(i) The SSG shall adopt the school memo issued by the principal implementing the proper
segregation of waste.

(ii) Assigned student inspectors known as the “Basura Patroller” shall be conducting daily
visitations and checking of trash bins of each classroom every 4:30 P.M., to ensure
strict compliance with the policy. Violators of the policy shall be given a ticket and
shall face the following penalties, to wit:

a. First Offense- a notification shall be issued to the offender as a warning.


b. Second Offense- the offender shall do community service.
c. Third and Succeeding Offense- the offender shall do community service for three
days and shall pay Five (5) Pesos.
d. Failure of violators to clear financial records shall be subject to community service
for one (1) week.
(iii) The classroom, identified by the SSG, near the Material Recovery Facility shall be
granted immunity from the policy. However, the students of the said classroom shall
maintain cleanliness and observe suspicious activity in the MRF;
(iv) The SSG Secretary shall furnish a copy to the classroom violators and keep the same
for records purposes.
(v) The SSG treasurer shall collect fines from violators which will be used for additional
funds and projects of the SSG; collection raised from penalties shall be used for SSG
projects and other school related activities that needs funds.
(vi) As overseer, the SSG President and Vice President shall oversee the operations of the
waste disposal and collection system with the supervision and guidance of the
teacher in- charge.
(vii) Removal of the trash bins inside the classroom is the discretion of the class adviser in
order to encourage students to bring their own trash to their respective homes.
However, these classrooms are still subject to daily visitation and monitoring.

RESOLVED FURTHER, that copies of this resolution shall be distributed to all


classrooms and faculty members.

BASURA PATROL SOLID WASTE MANAGEMENT POLICY

Rationale:

Solid waste is one of the most serious environmental problems, given its high
negative impact on natural resources and human health.

1.0 Principles

1.1 Miputak National High School BASURA PATROL TEAM/ COMMITTEE is


committed to impart and follow Republic Act (RA) 9003) which focus on practicing
responsible and sustainable management of solid waste materials thus reducing
its impact on the environment and contributing to a sustainable school
environment.

1.1.1 MNHS BASURA PATROL TEAM/ COMMITTEE will practice responsible


and sustainable management of solid waste materials in all classes and other part
of the school.
1.1.2 MNHS BASURA PATROL TEAM/ COMMITTEE is committed to instilling
the principles, practices, and culture of environmental task into all aspects of the
school operation.
1.1.3 MNHS BASURA PATROL TEAM/ COMMITTEE is committed to ensuring
resources generated from recycled and reclaimed solid waste is reported and
needed solely for the MNHS BASURA PATROL TEAM/ COMMITTEE and for the
classrooms.

2.0 Policy Framework

2.1 The MNHS BASURA PATROL TEAM/ COMMITTEE anchors its programs
and activities with the RA 9003 which is the Ecological Solid Waste Management
Act 2000.

3.0 Authorization
3.1 The School Head with the cooperation and collaboration of teachers, parents,
learners, and stakeholders are authorized to develop and implement procedures in
support of this policy.

4.0 Policy Review


4.1 This policy will be reviewed and revisit every school year or as the need arises.

5.0 Implementation of Solid Waste Management Procedures

5.1 Responsibilities
5.1.1 School Head is responsible of ensuring that this policy and stated
procedures are fully implemented and periodically reviewed by BASURA PATROL
TEAM Committee to ensure compliance with the regional and department
mandates.
5.1.2 BASURA PATROL Chairman is responsible for:
5.1.2.1 Overseeing implementation of this policy;
5.1.2.2 Bringing forward recommendations for updates to the policy and
procedures as required;
5.1.2.3 Ensuring that all classes are implementing and following the RA
9003 mandates;
5.1.2.4 Monitoring and compliance with this policy.
5.1.3 BASURA PATROL Asst. Chairman is/ are responsible for:
5.1.3.1 Ensuring processes are in place for provision and checking of trash
bins in all classes and proper disposal of waste such as compost pit and
compost heap is available;
5.1.3.2 Oversee if proper use of the trash disposal’s area and receptacle are
properly use.
5.1.4 Grade Level Chairman are responsible for:
5.1.4.1 Monitors all classes in the implementation and proper use of the
segregation of waste materials.
5.1.4.2 In charge in maintaining the solid waste free environment in all
classes.
5.1.5 Canteen and HE In charge is responsible for:
5.1.5.1 Separating organics, recyclables and mixed waste generated
from the canteen and HE kitchen food operations and disposal to proper
containers.
5.1.6 Teachers and Basura Patrollers are responsible for:
5.1.6.1 Identification and safe storage of hazardous materials resulting
from the materials used inside and outside the classroom;
5.1.6.2 Promote and encourage environmental stewardship within the
school;
5.1.6.3 Emphasize environmental stewardship when opportunities
arise in the curriculum.
5.1.7 Learners are responsible for:
5.1.7.1 Supporting source separation or segregation of waste by
using appropriate designated receptacles for depositing waste.

2.0 Waste Streams

2.1 Waste streams refers to separation of generated waste from the source. All
classrooms and other instructional and non-instructional rooms are required to
separate their waste and deposit it into the appropriate receptacles and designated
waste streams.

2.2 Classification of waste streams include the following:

2.2.1 Recyclables like glass, aluminum containers, plastic containers, tetra


packs and others.
2.2.2 Paper which includes newspaper, flyers, and other office papers.
2.2.3 Organics includes: food waste, wood dust, box board and leaf,
branches.
2.2,4 Mixed waste (garbage) includes all collectible waste other than which is
collected as recyclable materials or organic materials including: broken bottles,
glassware, and others.
2.2.5 Electronic waste refers to desktops computers, laptops, printers,
monitors, cellular phones and others.
2.2.6 Hazardous waste includes lead, asbestos, chemical from chemistry and
biological class and batteries
2.2.7 Redeemable like beverage containers, metals, aluminum steel,
copper

2.3 Labelling of each receptacle used in every waste stream; school uses four
common trash bins like: Green- for Compostable/ Biodegradable, Blue-
for Recyclables, Black -for Residuals, Yellow- for Infectious/ Covid Waste

2.4 Container location are in every classroom and lobby of the school premise.
Non instructional rooms like office, canteen and HE are also the main location of
different containers of waste disposal
2.5 Labeling or putting-up of signages for each waste streams is given priority.

WASTE MANAGEMENT PROGRAM

I. Rationale:

One of the major problems of the school is the disposal of everyday waste
accumulated from different classrooms and other non-instructional rooms of the
school. The school management was able to formulate different programs to address
the said problem.
MIPUTAK NATIONAL HIGH School adheres with the mandates of the Republic Act
(RA) 9003 which is known as the ecological Solid Waste Act of 2000. All principles
and activities are anchored with this RA.

The purpose of the Waste Management Program is to ensure solid waste is


managed in such a way that protects both public health and the environment.
Reducing the number of solid wastes generated remains the program's primary goal.
Activities of the schools’ solid waste program

>Separate waste. Separating waste is the first step in managing your

>Reduce waste. Minimize and avoid sending waste to a landfill.
>Reuse waste in school.
>Recycle waste in school.
>Compost organic waste in school.

All activities are anchored from RA 9003. Teachers, Learners and


stakeholders are part for the implementation of these activities.

II. Committee

Different committees were organized to facilitate the said solid waste program
of the school. All their functions are well defined in the Solid Waste Policy. The
committee is headed by the school head and Chairman is the school Nurse then
coordinator is assign to work with all the activities of the said program.
