Emergency Response Procedure

1.0 INTRODUCTION

In accordance with the ADCO requirements for camp an Emergency Procedure and Evacuation
Plan are required to be in place.

2.0 PURPOSE
The purpose of this Document is to ensure that camp personnel response to emergencies in
camp.

Emergency Response drills shall be conducted at the camp the observations and learning points
will be discussed with the teams by the camp supervision and HSE.
The ADCO Corporate Emergency Management Procedure; Doc. No. CPR-HSE-10/2 Rev. 2
November 2009 is the Controlling Document.

3.0 EMERGENCY SCENARIOS


3.1 Fire
Fires can range from minor fires of small quantities of combustibles such as oily
rags, garbage etc. to major fires such as a vehicle on fire or a local
fuel/paint/chemical storage area fire.
Immediate Action – Personnel at camp
• Evacuate all personnel– raise the alarm and attempt to put out the fire only if safe to do so.
• Camp boss
• Inform to fire brigade-
• Civil defense
• HSE officer
• Inform ADCO-Bab Control Room 02-6047666.
• Inform ADCO-Bab EMPD HSE – 050-4423047
• Complete the head count & confirm all personnel are accounted for.
• Do not attempt to go back into the fire zone and rescue someone.

3.2 Medical Evacuation


Any situation requiring a medical evacuation requires a quick emergency response.
The scenarios can range from work related injuries to natural (cardiac arrest) or
accidental (traffic) incidents.
Immediate Action –
• Inform Camp boss
• Inform to medical Ambulance
• Inform to HSE officer
• Inform ADCO-Bab Control Room 02-6046200
• Be calm and assess up the situation first.
• Follow the basic first aid procedures.
• Only authorized / Trained First Aider should give first aid to affected person.
• Take priorities on 3 Bs – Breathing / Bleeding / Bone.
• Unless required, do not move the person.
• Do not crowd around the patient.
4.0 ON SITE EMERGENCY RESPONSE TEAM (ERT)

The ERT is the focal point for all immediate actions in all emergencies.
The ERT will include the following responsible personnel:

▪ Camp boss
▪ HSE Advisor
▪ First Aider
▪ Stand by Fire wardens.

5.0 DUTIES OF THE ERT MEMBERS:

5.1 Incident Controller: The most senior person at the scene of the Incident will be nominated as
IC; his duties shall include the following.
▪ Take overall charge of the emergency.
▪ Attend the incident site, assess the situation and issue directions to concerned parties and
supervise the Emergency Response Team.
▪ Inform and liaise with ADCO Control Room and Matrix senior management.
▪ Inform Matrix Construction management about the emergency (above contact numbers)
▪ Account for all personnel, initiate a search in the event of ‘missing persons’
▪ Ensure mutual aid/ assistance is required in a timely manner.
▪ Coordination of complete emergency operations, and return to normal operations on
conclusion of the emergency.
5.2 HSE Engineer/ HSE Officers: Are responsible to ensure that provisions are in place for
emergency response, which will include:
▪ Selection of Assembly Points.
▪ Identify the Emergency Response Teams.

▪ Provide adequate training.


▪ Arrange to procure the required fire fighting/ medical equipment.
▪ Evaluate any needs for the provision of any additional resources to effectively deal with
emergency incidents.
▪ Prepare all required reports regarding the incident.
5.3 Section Charge Hands / CAMP BOSS
▪ Evacuate all personnel and do the head count.
▪ Report head count numbers to Incident Controller/delegate.
▪ Inform the section head.
5.3 Fire Wardens: Will be trained in fire fighting methods, and any specific additional requirements
In addition to their normal duties they shall:
▪ Be available at the work camp as part of the ERT.
▪ Take action on all instructions given by the HSE Engineer.
▪ Conduct fire fighting operations. If safe to do with due regard to personnel safety.
▪ Fire risks/ hazards will have been identified prior to work commencement; the appropriate
extinguishing media (for class/ type of fire) shall be available in standby at the work site.
5.4 First Aider
▪ Keep First Aid Box ready for emergency use.
▪ Standby for instructions from Incident Controller(Camp boss).
▪ Advise on the immediate requirements and the method of handling the injured if in need
of rescue.
▪ Prepare the injured for evacuation off camp
