Partr43,91 and 135for progressiveinspections.The owner/operatoris primarily responsibIefor maintaining
airplane in an airworthy condition, including compliancewith aU applicable Airworthiness Directives and
conformitywith the requirementsin FAR91.169, 91,171 and91.172.
The completecycle inspectionconsistsof two (2) 100 hour events,which providesfor a complete aircmft
inspectionin 200 aircraft flying hours. The completeinspection;eventsone and two must be accomplished
within twelve(12) calendarmonthsfrom the datethe inspectionwasstarted.
Late compliancewith the inspectionintervaIof 100hourmay be extendedby not morethanten (10) hourswhile
enrouteandfor changingan inspectionintervalbecauseof serviceexperience.The time usedto reachthe next
* inspectionfacility mustbe deductedfrom the nextinspectiontime.

Every two weeksthe FederalAviation Administration (FAA) publishesAirworthiness Directives (AD’s) that
applyto specificgroupsof aircraft. They aremandatorychangesandareto be compliedwith within a time limit
setby the FAA. Whenan AD is issued,it is sentto thelatestregisteredownerof the affectedaircraftandalso to
subscribersof the service.The ownershould periodically checkwith his PiperServiceCenteror A&P mechanic
to seewhetherhe hasthe latestissuedAD againsthis airplane. The owneris solely responsiblefor beingaware
of andcomplyingwith airworthinessdirectives.
Piper Aircraft Corporationtakesa continuinginterestin having the owner get the most efficient usefrom his
airplaneandkeepingit in the bestmechanicalcondition. Consequently, Piper Aircraft from time to time issues
ServiceBulletin, ServiceLettersandServiceSparesLettersrelatingto the aircraft

PROCEDURE MANUAL

The Piper ProgressiveInspectionis recommendedby Piper Aircraft Corporationand meets tk requirements


outlinedin FederalAviationRegulationsPart43 andPart91 SubpartC, Paragraph91.169(d).

The purpose of the Piper ProgressiveInspection is to allow maximum utilization of the aircraft, reduce
maintenanceinspectioncostandmaintaina maximumstandardof continuous airworthiness.

Owners and operators of the Piper Cheyenne400 areremindedthat certainrequirementsmust be met beforethe
Piper ProgressiveInspection Procedurescan be utilized. Theserequirementsare containedin the Federal
Aviation RegulationsPart 43 - Maintenance,PreventiveInspection,Rebuilding and Alteration and Part 91 -
GeneralOperatingandFlight Rules.

The inspection frequency used in the Piper ProgressiveInspection is basedon previous Turbo Propeller
Operatingexperience, However,adjustmentsto the inspectionintervalscan be madeonly by Piper Aircraft
Corporation. Any changesto this procedureby the owner or operatormust be approvedby the local Federal
AviationAdministration.

Discrepanciesfound during inspectionswill be enteredon the DiscrepancyRecord, The personconductingthe


inspectionwill advisethe Ownerand/orOperatorof the discrepancies foundduring the inspectionandenteredon
the Discrepancy Record. Discrepancieswhich affectthe airworthinessof the airplanewill requirethe necessary
correctiveactionto be accomplishedbeforethe airplaneis returnedto service.

EventInspections:
EachEvent Inspectionconsistsof a predeterminednumberof location inspectionsas indicatedon eachevent
sample. The Event Inspectionis conductedeach 100hoursandmust be donein sequenceand recordedon the
EventInspectionRecordandSignOff Sheet,which is the runninglog or currentstatusof the aircraftinspections.

Late compliancewith the inspectionintervalof 100hoursmay be extendedby not morethanten (10) hourswhile
enrouteand for changingan inspectionintervalbecauseof serviceexperience.The time usedto reachthe next
inspectionfacility mustbe deductedfrom thenextinspectiontime.

Early compliance can be accomplishedat the owner/operator's discretion convenience

chance of some unforeseen incident such as lightning strike, extreme turbulence, etc.

ProgressiveCycle InspectionRecord and Sign Off Sheet- is conductedupon completion of two (2) event
inspections(200 flying hours). The cycle inspectionconsistsof eleven(11 ) items, which determinethat the
cycle paperworkand inspectionrecordsarein orderbeforestartingon the next cycle. The cycle recordhasthe
aircraftregistrationnumber,serialnumberandcolumnsfor recordingeachcycleinspection.

DiscrepancyRecord(DR) - is a log of discrepancieswhich may or may not require correctiveaction. FAA


AirworthinessDirectivesand/ormanufacturer'sservicepublicationsand items discoveredaway from stationor
on the EventInspection,not requiringimmediateactionmay be enteredon the (DR) providingcompliancewith
the A.D. or servicepublicationat the next eventwill be within the time allowancepermitted. CertainFAA or
manufacturers mandatory inspectionsmay haveto be accomplishedbefore further flight, in which case,their
* complianceshouldbe recordedon the appropriaterecord.
Service Publication ComplianceRecord - is used to record the compliance of all manufacturersservice
publicationsandcontainsthe following information:
1. Nameof Manufacturer
2, Publication - Bulletin
- Letter - etc.
3. Number
4. ComplianceDate
5. Aircraft Hours
6. WorkOrderNumber- FAA approvedrepairstationsonly.

EquipmentChangeRecord- is a form to recordequipmentchangesandoverhaultimeswhich allows the control


of equipmenttimes for inspectionor overhaulreplacement. By use of this record the ‘“Out of Sequence”
equipmentcan be reviewedto permit a projectionof equipment“due” timesin relationto the aircrafttachometer
times.

AccessPlateand PanelLocationCharts- Thesechartsshowthe locationof removableaccessplatesandpanels


utilized duringinspections.

DEFINITIONS

1. Inspections- Must be performedonly by Certified Mechanicswho are qualified on this aircraft, utilizing
acceptablemethods,techniquesandpracticesto determinephysicalconditionanddetectdefects.
2. Checks- Can be performedby pilots and/ormechanicswho are qualified on this aircraft and consistsof
examinationsin the form of comparisonswith statedstandardsfor the purposeof verifying condition,
accuracyandtolerances.
3. DetailedInspections- Consistsof a thoroughexaminationof the appliances,the aircraftandthe components
andsystemswith suchdisassemblyasis necessaryto determinecondition,
4. Approved Inspection - Means a continuing airworthiness inspection of an airplane and its various
componentand systemsat scheduledintervalin accordancewith proceduresapprovedby the Administrator
of the FederalAviationAdministration.
5. InspectionTime Limitations - Late compliancewith the inspectioninterval of 100hoursmay be extended
by not more than ten (10) hours while enrouteand for changingan inspectioninterval becauseof service
experience.The time usedto reachthe next inspectionfacility must be deductedfrom the next inspection
time.
6. Tests- Operationof aircraftcomponents,appliancesor systemsto evaluatefunctionalperformance. .
7. OperationTest - This test is usedto ascertainthat a systemcomponentis in operableconditionandcanbe
performedwith the equipmentinstalledin the aircraft. In addition,eachoperationaltestmustbe performed
by an FAA CertifiedRepairStationappropriatelyratedor by a CertifiedMechanicwho is qualified on this
aircraft. The recording of the above function must be made in the permanentaircraft recordsby the
authorizedindividual performingthe test
8. FunctionalTest - This test is usedto ascertainthat systemor componentis functioningproperly and is in
conformancewith minimum acceptabledesignspecifications.This testmay requirethe useof supplemental
benchtest equipment. In addition, eachfunctional test must be performedby an FAA Certified repair
Stationwith appropriateratingsor by a CertifiedMechanicwho is qualified on this aircraft. The recording
of the above function must be made in the permanentaircraft records by the authorized individual
perfoming the test.
9. BenchCheck- Meansremovalof componentfrom the aircraftto inspectfor cleanliness,impendingfailure,
need for lubrication, repair or replacement of parts and calibration to at least the manufacturers
specificationsusingthemanufacturersrecommended testequipmentor standardsor theequivalent.
Each bench test will be performedby a CheyenneServiceCenter,FAA Certified Repair Station with
appropriate rating or by a certified mechanic. This test will be performed at the scheduledinterval
regardlessof any benchtest performedon a particularcomponentwhile beingrepaired/overhauled before
scheduledinterval benchtest. After the componentis installedinto the aircraft, an operationaltest of the
componentand its relatedsystemshouldbe performedto ensureproper function. Serviceablepartsthat
were issuedto the componentwill be filed in the aircraft permanentrecords. The personperformingthe
checkmustmakeappropriateentriesin theaircraft’spermanentmaintenancerecord.
10. Maintenance- The word maintenanceasdefinedby FAR 1 means“inspection,overhaul,repair,preservation
and the replacementof parts, but excludespreventivemaintenance.” However,where referencein this
inspectionprogramthe word “maintenance”meansinspectionandthe replacementof time life limited parts.

11. Routine Inspections- Consistsof a visual examinationor check of the aircraft and its componentsand
systemswithout disassembly.
12. SpecialInspections- Involve thosecomponents,systemsor structurewhich by their applicationor intended
use requirean inspectionpeculiarto, more extensivein scopeor at a time period other than beyondthat
which is normally accomplishedduringthe 100houreventinspection
13. Tiie in Service- As usedin this procedureis the time from the momentthe aircraftleavesthe grounduntil
it touchesthe groundat the nextpoint of landing.
14. On Condition- Maintenance concept wherebysomecomponentsof the engineremainin serviceaslong as
they appearairworthy at eachinspection.The replace-on-condition conceptis asopposedto replaceafter a
“life-limited” time interval. In the caseof enginesthemselvesthis meansno TBO is required.

AWAY FROM HOME-STATION REQUIREMENTS


If the airplaneis to be awayfrom the homelocationat the time an inspectionis due,the Pilot-in-Commandof
the flight will take with him all sign off sheetswhich will be requiredfor the inspectionand a copy of this
manual. The inspectionwill be conductedor supervisedby oneof the following:
1. An appropriatelycertifiedrepairstation.
2. An appropriatelycertifiedmechanic,qualifiedon this typeof aircraft.
3. A qualifiedrepresentative of PiperAircraft Corporation.
The resultsof the inspectionwill be notedon the properSign Off Sheetswhich am then broughtback to the
homebase. The pilot will be responsible for all inspectionforms and work sheetentrieswith mechanicsand/or
inspector’ssignatureandidentification.
Discrepancies affectingthe airworthinessof the airplane,whenthe airplaneis awayfrom the local station,will
be correctedby either 1,2 or 3 above. The pilot will be responsiblefor all work sheetentrieswith mechanics
and/orinspector’ssignatureandidentication.
The Pilot-in-Commandis responsiblefor assuringthat the appropriateentrieshavebeenmadein the aircraft
andenginelogbooks.

PROGRAM RESPONSIBILITY

Any changein personnelresponsiblefor this programwith be addedwith the appropriateinformation on a


separatesheetandthe original copy sentto the local FederalAviation Administration- GeneralAviation District
Office while a duplicatecopy is attachedbehindthis page. The previousinformationsheetwill be left in the
bookletandthe word "changed"will be written acrossthedeletedinformation.

Inspection for damage in the event of any of the following conditions


requires basically the same procedure, therefore, these procedures are
placed in the same section Remember that minor superficial damage

1. The aircraft should be placed in a normal level attitude.
2. A preliminary inspection consisting of checking alignment or obvious out of track condition of nacelles
engines, wings, tail, tip tanks, landing gear and doors should be made.

INSPECTION OF FLEXIBLE HOSES


-NOTE--

During the manufacturingprocess,a condition known as “rubber


strike-through” occasionally occurs. This condition is such that
rubber material protrudes through the wire braid cover. This
conditionhasno effecton hosequality.
It is recommendedthat flexible hosesbe inspectedevery 100 hours, especially those in the engine
compartments.Wheninspectinghoses,look for the following conditions:
1. Checkeachinstallationto be surethe hoseis not kinked, twisted,or distorted, Checkfor evidenceof
abrasion,cuts, andbrokenwires. Randombrokenwires are acceptablesincewire breakssometimes
occur during manufacture.Discardhoseif two or more brokenwires are found per plait (braid) or
morethan six brokenwiresper lineal foot. Brokenwires in an areawherekinking is evidentis alsoa
causefor rejection.

PUNCTURING THE OUTER COVER OF THE HOSE MAY


CAUSE DAMAGE TO THE HOSE.
2. Checkeachassemblyfor deterioration,ply separationof coveror braid,cracks,weatherchecking,lack
of flexibility, blistersor bulging, collapse,or sharpbending. Blisterson the outer syntheticcoverdo
not necessarilyindicatea faulty hose.
3. Removehosefrom assemblyif hoseshowsanyvisible wear Inspecthoseinterior andcheckfor signs
of deterioration,tube collapse,cut rubber,wire braid puncture,or restriction To inspecthoseswith
elbow fittings, useflexible inspectionlight and viewer,or inspectionball as describedin chart 502.
Replacehoseif anydeteriorationexists.
