1.0 Introduction

 In line with the Registration of Engineers Act 1967 (Revised 2015), only
registered Professional Engineers with a Practicing Certificate can submit
engineering plans to Local Authorities. In order to apply for a Practicing
Certificate, Professional Engineers must sit and pass the Professional
Competency Examination (PCE) in their relevant branch of practice.
2.0 Aims of the PCE

 The PCE will test the candidates within the limits of “professional engineering services” as
defined in the Registration of Engineers Act 1967.
 The examination will also test candidate’s knowledge, experience and application of:
 Regulation and rules of engineering practices by BEM such as:
 Registration of Engineers Act 1967
 Registration of Engineers Regulation 1990

 Statutory laws, codes, regulations such as:


 Electricity Supply Act 1990
 Electricity Regulation 1994

 Standards of professionalism and ethical behavior imposed by BEM


 BEM Code of Professional Conduct
3.0 Application Process

 Professional Engineers wishing to sit for the PCE shall apply to BEM by
completing a prescribed form and pay the prescribed fees.

3.0 Application Process

 Eligible candidates for the PCE must be a Professional Engineer registered


with the Board in the appropriate discipline.

 Candidate seeking registration as a licensed Submitting Person in the


construction industry must have the relevant working experience in the
field of engineering which he wished to practice.

 On approval of the candidate’s application by the Board, the candidate


is allowed to sit for the examination.

4.0 Format and Structure of the PCE

 Compulsory to pass both the papers (1 & 2) in Part A and Part B.


 Candidates must pass both the papers (1 & 2) for Part A and Part B at one
sitting.
 If a candidate passes Part A but fails Part B, he is allowed to re-sit the latter,
and vice versa.
 The 'pass' result for Part A or Part B is valid for 3 years and there is no limit on
re-sit attempts on the other (failed) Part within the 3-year period.
 After expiry of the 3-year period, the candidate will have to re-sit both
Parts again.
4.0 Format and Structure of the PCE

 For Paper 2 of Part A and Part B:-


 Each Candidate's answer script will be independently marked by 2 examiners.
 A Candidate will pass of fail in Paper 2 only when both examiners pass of fail
him.
 In the event, one examiner passes him while the other fails him, then a 3rd
examiner will be appointed to mark a fresh set of the answer script. The 3rd
examiner’s results will be deemed as final.

 General description of the public distribution system in Peninsular Malaysia, Sabah
and Sarawak (500kV,275kV, 132kV, 33kV, 11kV, 400/230V), generation levels.

6.0 My experience

 Before the exam:


 Plan my study
 Find the study material e.g. online resources
 Attend training, seminar, webinar etc.
 Study the sample question from online source (past year?)
 When I study, I prepare my own note:-
 Mind map
 Key point
 Imaging if I am the examiner, what type of question i will ask? Then I highlight those point.

6.0 My experience

 PCE is an open book exam (Handwritten and loose notes ARE NOT
ALLOWED). What I need to bring in? Do I need to carry a luggage?
 It’s depend.
 Only bring in the book/material that I have studies.
 My experience:
 No time to find where is the answer.
 I already know where is the answer (which book)
 I go straight to table of content and find the relevant chapter.

 For objective question, the material that I bring in, is useful to validate/confirm
my answer.
6.0 My experience

 The day before the exam:


 Go through the note that I have prepared.
 Go through the PCE guidelines sent by BEM.
 Google search where is the location, which hall, where is the parking etc.
 Estimate my journey time, what if heavy traffic jam?
 Relax and sleep early.
 Pray and leave it in God’s hands.
6.0 My experience

 During the exam:-


 Paper 1
 Time management
 For the question that I know – answer directly
 For the question that I am not too sure – Select the most likely answer, put a remark
and come back later. Eliminate/strikethrough those choices that I think is not the
answer.
 For the question that is “alien” to me– “ Tembak” and move on, don’t waste time.
 I spared 10 mins to transfer my answer to the answer script, and then double check
before the submission.
6.0 My experience

 Paper 2:
 Time management
 15 mins is given to read the questions. I decided which questions that I want to answer
in that 15 mins.
 After started, I spent the first 5 minutes to carefully understand the question and write
my answer in point form.
 I keep remind myself, I only have 30 mins for each question, I need to move on to the
next question after 30 mins.

 Essay? Long answer?


 I do have short answer (1 sentences) for a sub-question (10 mark or 20 mark) in my
answer script. (Of course, I don’t know whether it is correct or not.)
