The 22nd Law Commission will get very little time to delve into the sensitive subject of a uniform civil code for the
country if the government decides to seek its recommendation on the issue. The Law Commission is constituted
for three years and the 22nd Law Commission was notified on February 24, 2020 but key vacancies in the panel,
including that of the chairperson, are to be filled up, sources in the government said. BJP Lok Sabha member
Nishikant Dubey had raised the issue of the importance of having a uniform civil code in a Zero Hour reference in
December last year. Responding to the issue, Law Minister Kiren Rijiju wrote to Dubey in January, saying [1] of the
Constitution provides that State shall endeavor to secure for the citizens a uniform civil code throughout the
territory of India. In view of the importance of the subject matter and sensitivity involved and it requiring an in-
depth study of the provisions of various personal laws governing different communities, a proposal to examine
issues relating to uniform civil code and to make recommendations has been forwarded to the 21st Law
Commission of India," he said. However, the term of the 21st Law Commission ended on August 31, 2018. "The
matter may take up by the 22nd Law Commission of India," Rijiju said. In June 2016, the Union law ministry had
asked the 21st law panel to examine matters in relation to uniform civil code. After detailed research and a number
of consultations held over the course of two years, the Commission had issued a consultation paper on reform of
family laws in India

Hate speeches need to be stopped as they have sullied the atmosphere in the country, Chief Justice of India UU Lalit
said during the hearing of a plea which contended that the Centre was not taking any action against those making
hate speeches. Petitioner Harpreet Mansukhani alleged that a hate speech exhorted people to 'make India a Hindu
rashtra before 2024 general elections'. The petitioner claimed that he had cited confessions of senior BJP leaders
that allegedly said 'minorities were killed'. Hearing the case along with Justice S Ravindra Bhat, the CJI initially
observed that normal criminal law proceedings have to be undertaken in such cases. "Normal criminal proceedings
have to be undertaken in the cases. We have to see who is involved and who is not. The petitioner contended that
the court should intervene and pass directions to prevent such hate speeches. "For a court to take cognizance of
this, we need factual background. We need some samples of cases. Otherwise it is a random petition," the CJI said.
The petitioner said that he will file an affidavit citing instances of hate speeches. Agreeing to the submission the
bench adjourned the case to November 1.

The Conference of Parties to the UN Framework Convention on Climate Change (UNFCCC), which wrapped up in
the early hours of Sunday at the Egyptian resort town of Sharm El-Sheikh, set things in motion that will have far-
reaching implications for the international climate negotiations. It kicked off with the demand by the developing
countries, especially least developed countries (LDCs) and small island nations, to set up a ‘Loss and Damage’ fund
to compensate them for climate disasters. These countries, which have contributed the least to global. Union
minister for environment, forest and climate change Bhupender Yadav called COP a "historic COP" adding that "the
world has waited far too long for the 'loss and damage fund' agreement. In his remarks at the closing session of
the Conference, Yadav welcomed the transition to a Sustainable Lifestyle and sustainable patterns of consumption.
He stated that India welcomes efforts to address climate change. Addressing the Egyptian Presidency, Bhupender
