1. Introduction
DigiLocker is a key initiative under Digital India, the Indian Government’s
flagship program aimed at transforming India into a digitally empowered society and
knowledge economy. The issued documents
documents in DigiLocker system are deemed to be at par
with original physical documents as per Rule 9A of the Information Technology
(Preservation and Retention of Information by Intermediaries providing Digital Locker
facilities) Rules, 2016 notified on February
Febru 8, 2017 vide G.S.R. 711(E).
DigiLocker ties into Digital India’s vision areas of providing citizens a
secure document access platform on a public cloud. DigiLocker is a flagship initiative of
Ministry of Electronics & IT (MeitY) under Digital India programme. DigiLocker aims at
'Digital Empowerment' of citizen by providing access to authentic digital documents to
citizen's digital document wallet. DigiLocker is a secure cloud based platform for storage,
sharing and verification
ification of documents & certificates. Targeted at the idea of paperless
governance, DigiLocker is a platform for issuance and verification of documents &
certificates in a digital way, thus eliminating the use of physical documents. DigiLocker has
helped in bringing paradigm shift towards paperless governance i.e. it helped citizens and
departments to shift from paper based processes to paperless process thereby helping to
contribute to Hon’ble
Prime Minister’s vision of Digital India.
These digital documents are legally valid documents under the Indian
Information Technology Act 2000. Furthermore, under Rule 9 A of "The Information
Technology (Preservation and Retention of Information by Intermediaries Providing Digital
Locker Facilities) Rules, 2016"" issued documents available via Digital Locker are to be
treated at par with original physical documents.

2. History
The beta version of the service was rolled out in February 2015, and launched by Prime
Minister Narendra Modi on 1 July 2015. The storage space provided was 100 MB initially, and was
later increased to 1 GB. The individual file size for upload cannot exceed 10 MB.
In July 2016, DigiLocker recorded 2.013 million users with a repository of 2.413
million documents. The number of users saw a large jump of 753 thousand in April when the
government had urged all municipal bodies to use DigiLocker to make their administration paperless.
From 2017, the facility was extended to allow students of ICSE board to store their
class X and XII certificates in DigiLocker and share them with agencies as required. In February 2017,

Kotak Mahindra Bank started providing access to documents in DigiLocker from within its net-
banking application, allowing users to e-sign them and forward as needed. In May 2017, over 108
hospitals, including the Tata Memorial Hospital were planning to launch the use of DigiLocker for
storing cancer patients' medical documents and test reports. According to a UIDAI architect, patients
would be provided a number key, which they can share with another hospital to allow them to access
their test reports.
As of December 2019, DigiLocker provides access to over 372+ crore authentic
documents from 149 issuers. Over 3.3 crore users are registered on DigiLocker. 43 requester
organisations are accepting documents from DigiLocker.
There is also an associated facility for e-signing documents. The service is intended to minimise the
use of physical documents, reduce administrative expenses, provide authenticity of the e-documents,
and provide secure access to government-issued documents and to make it.

3. Objective

• Enable digital empowerment of residents by providing them with Digital Locker on the cloud.
• Enable e-Signing of documents and make them available electronically and online.
• Ensure privacy and authorized access to residents data.
• Minimize the use of physical documents.
• Secure access to Govt. issued documents through a web portal and mobile application for
residents.
• Reduce administrative overhead of Govt. department and agencies and make it easy for the
residents to receive services anytime, anywhere access to the documents by the resident.
• Open and interoperable standards based architecture.
• Ensure Authenticity of the e-documents and therebyeliminating usage of fake documents.

Services to Agencies

1. Reduced Administrative Overhead: Aimed at the concept of paperless governance. It reduces


the administrative overhead by minimizing the use of paper and curtailing the verification
process.
2. Real Time Verification: Provides a verification module enabling government agencies to verify
data directly from issuers after obtaining user consent.
3. Secure Document Gateway: Acts as a secure document exchange platform like payment
gateway between trusted issuer and trusted Requester/Verifier with the consent of the citizen.
4. Digital Transformation: Provides trusted issued documents. Issued Documents available via
DigiLocker are fetched in real-time directly from the issuing agency.

5. Structure of DigiLocker and benefits

DigiLocker sections

My Certificates: This section has two subsections-


• Digital Documents: This contains the URI's of the documents issued to the user by government
departments or other agencies.
• Directories: This section displays the complete list of registered issuers and requesters along
with their URLs.
• My Profile: This section displays the complete profile of the user as available in the UIDAI
database.
• My Issuer: This section displays the issuers' names and the number of documents issued to the
user by the issuer.
• Uploaded Documents: This subsection lists all the documents which are uploaded by the user.
Each file to be uploaded should not be more than 10MB in size. Only pdf, jpg, jpeg, png, bmp
and gif file types can be uploaded.
• My Requester: This section displays the requesters' names and the number of documents
requested from the user by the requesters.

6. Issues and challenges

Issues and Challenges-


Despite its benefits, digital locker is characterized by some limitations. These are as follows-
An issue that can be easily attributed to a project like digital locker is the adversities
associated with achieving the desired results because of the existing track record of
failure of such large scale projects. The associated risks need to be carefully
evaluated and courses of action to minimize the risk should be worked upon as the
project approaches the initial stages.
This initiative is supported by broadband highway, universal access to phone, egovernance
etc. These pillars individually face Challenges and thus require immediate attention
for the success of Digital locker.

7. Future Scope

The finance Minister said, “A one-stop solution for reconciliation & updating of
identity and address of individuals maintained by various govt agencies, regulators and
regulated entities will be established using DigiLocker service and Aadhaar as foundational
identity." She also said that to enable more Fintech innovative services, the scope of
documents available in DigiLocker for individuals will be expanded.
"Fintech services in India have been facilitated by our digital public infrastructure
including Aadhaar, PM Jan Dhan Yojana, Video KYC, India Stack and UPI. To enable more
Fintech innovative services, the scope of documents available in DigiLocker for individuals
will be expanded, she further added. She further added that an ‘Entity DigiLocker’ will be set
up for user by MSME. “An Entity DigiLocker will be set up for use by MSMEs, large

business and charitable trusts. This will be towards storing and sharing documents online
securely, whenever needed, with various authorities, regulators, banks and other business
entities." DigiLocker was launched in July 2015 by PM Modi and is government’s
official online digital document storage facility. As of now, the platform has largely been
available for individuals only. Under the new initiative, digitized documents will be made
available to businesses as well — as part of a planned overhaul and digitization of all
financial operations in the country.

8. Conclusion
Digital Locker scheme launched under the Digital India Campaign is a good initiative
taken by the Government of India to ensure safe custody of the important documents such as
PAN card; ADHAAR Card etc. which determines the nationality of the Citizens of India
electronically. This move would in turn result in much more transparency, authenticity and
eradication of red Taoism and corruption to the maximum extent possible. This is a good
move towards making India ‘a digitized economy’ and thereby ensuring broadband
connectivity in the rural areas. Thus, for the program to be a success, it becomes imperative
that there is absolute coordination between the various departments and utmost commitment
on the part of government.
