Purpose of the Template:

• Documents the external context for the purpose of policy options may affect the achievement of objectives, mandate or functions.
• Identifies the nature and degree of influence and impact to functions and objectives of existing conditions outside the organization to
which the organization or sector belongs

How to accomplish the Template:

• Identify the specific objective, mandate or function for which the external context will be determined.
• Gather sufficient, reliable and relevant information for the establishment of conditions in the external context of the organization.
• Assess the influence, effect and impact of said conditions to the conduct of mandate and functions.

Guide in the use of Template:

Context - Provides the specific framework/area/factor outside the organization which will be
assessed for its effect/influence or impact
Assessment - Answer the following guide questions:
What is the existing condition?
Is it a strength or weakness?
How will it affect or influence the mandate, objectives or functions?
Impact / Implication - Describe the nature of impact or implication, whether positive or negative. Explain,
if necessary.
