BACKGROUND
Pursuant to Rule VII Section 14 of Executive Order (E.O.) 292, Series of 1987 and
its Implementing Rules and Regulations (IRR), a Personnel Development Committee shall
be established in each Department or agency…which shall provide support to
management in selection of training development and scholarship programs in
accordance with existing civil service policies and standards. Further, the Civil Service
Commission CSC issued Memorandum Circular (MC) No. 10, s of 1989 on establishing
the Personnel Development Committee. Accordingly, the Office of the Government
Corporate Counsel (OGCC) established its Learning and Development (L&D) Committee
through Office Order No. 365 1 dated 17 December 2018. Membership has grown
through the issuance of subsequent Office Orders.

FUNCTIONS AND RESPONSIBILITIES
COMMITTEE
4. In coordination with the appropriate agencies and other local and foreign
partners, facilitate and implement trainings, workshops, seminars, and
webinars for the career development of employees.
2. Prepare Agenda, Minutes of the meeting and draft Resolutions, Office Orders
for the Government Corporate Counsel’s (GGCC) approval, and such other
documents necessary in the implementation of L&D functions. Ensure
completeness and safekeeping of all relevant L&D documents.
4. Regularly monitor the official L&D email and communicate to the Committee
training requests and other important matters for consideration.

5. Provide technical and logistical support in the conduct of trainings and
webinars.

2022 ACCOMPLISHMENT REPORT
For Calendar Year 2022, a total of eighteen (18) L&D Meetings were conducted
to regularly update upcoming webinars and trainings as well as discuss important
matters for consideration and resolution. During these meetings, a total of fifty-five (55)
matters were resolved. Issued L&D Resolutions cover matters recommended for GCC’s
approval, such as attendance of employees to trainings/workshops/webinars, conduct
of in-house lectures/webinars, procurement of training needs and supplies, L&D
guidelines, and others.

Save for those who are no longer connected with OGCC, all administrative staff have, likewise,
reached the target minimum number of trainings attended (three) with one administrative staff
garnering the most number of trainings/ webinar – CAO Marc Alexis Arabe who was able to attend
seventeen (17) trainings/webinars for the entire year.

III. TARGET-ACCOMPLISHMENT RATIO
In 2021, employees were expected to only receive at least 1 training/webinar due to the
restrictions brought about by the Covid-19 pandemic. However, due to collective efforts, and with
the constitution of the L&D Guidelines for the Conduct of Webinars, L&D manage to provide
employees more trainings, webinars reaching atleast 300% accomplishment rate for administrative
employees and about 700% accomplishment rate for the legal employees.
Consequently, at the start of 2022, the L&D Committee increased its target and intended to
provide each employee with at least three (3) trainings each. Based on data collected by the
Personnel Section and the list of trainings per employee shown in the preceding tables, the L&D
Committee has again achieved atleast 100% of its target excluding the trainings of new employees
and of those who are no longer connected with OGCC.

IV. BUDGET UTILIZATION
For 2022, L&D had a total budget of PhP 2.883 Million, PhP 1.948 Million or 67.5% of
which was actually and directly utilized for OGCC employees’ trainings, workshops, and
webinars/seminars. The remaining balance was distributed to finance the activities of the Office
and other committees. PhP 500,000 oor 17.34% of the budget was used to fund the OGCC Core
Planning activites; PhP 335,000 or 11.62% was utilized for the OGCC Anniversary Celebration
activities; and lastly, PhP 100,000 was allocated for the PRAISE Committee. At the end of the
year, PhP 2.783 or 96.53% of the PhP 2.883 budget was utilized.
The utilization of the 1.948 Million L&D budget for trainings, workshops, and
webinars/seminars was allocated in accordance with the following L&D Budget Plan:
