Established year 1969.
 Mr. Alfredo Belingon - who had a first idea of having a college in MP, a soc.sci supervisor in BIAK, caretaker for 2 or
more years
-"Mountain Province Community College"
 Dr. Allyson Belagan -took over as OIC for a year
1973
 Mr. John Kodoo Daoas -professor and administrator
-continued the 4 programs BS in Elem Educ, BC Commerce, BS Commerce, BS Accountancy, Midwifery and Junior
Secretarial
 Gov. Jaime K. Gomez
- chairman of the board of directors tasked to secure funding support for the college. -main expenses used is from
the fees paid from the students but not sufficient
1975
 discussion of possibility of establishing a state college in MP
 Proposals were submitted but no positive result
 no political support
 Cong. Victor S. Dominguez
1978 -Filed a bill for the creation of Mountain Province State College-but withheld/postponed/prohibited
1987 -when re elected he filed again a House Bill No. 00180 at August 6 but did not prosper.
1991- Congressman Dominguez filed another bill, "An act converting the Mountain Province Community College to
Mountain Province State Polytechnic College -integrating/merge/combine with Tadian School of Arts and Trade, Bacarri
Agricultural High School of Paracelis, Eastern Bontoc National Agricultural School in Barlig
3 Hearings was done and was approved:
June 3, 1991-1 hearing
Aug. 15, 1991-2nd hearing
September 4, 1991 - 3rd hearing
January 17, 1992
- President Corazon C. Aquino- acted upon the bill and it became
Republic Act No. 7182
-the state college in Mountain Province was finally established
-When MPSPC was established upon passing of R.A. No. 7182, the College Programs are As follows:
-The Tadian School of Arts and Trades was converted into College of Engineering and Technology-Tadian campuses
-The College of Forestry campus in Mount Data, Bauko was later transferred to Tadian Campus
-The College of Agriculture - Paracelis Campus
-The College of Arts and Sciences- Bontoc campus
1992 July 2004
Dr. Marcelino T. Delson -appointed as the first college president

Declaration of Principles and State Policies
Article II Section 4
"The prime duty of the Government is to serve and protect the people.
The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required,
under conditions provided by law, to render personal military or civil service."
Article III. Bill of Rights
- establishes the relationship of the people to the state and the rights of the people by limiting the lawful power of the
state.
It is one of the political achievements of the Filipinos
Importance of Bill Of Rights - it is the shield of the people against government abuse
-It may be defined as declaration and enumeration of a person's rights and privileges which the Constitution is designed to
protect against violations by the government, by an individual, or groups of individuals.

-it is sacred and respected feature of the nation which it symbolizes

FLAG PROTOCOL
-The flag should be displayed in all government buildings, official residences, public plazas, and schools every day
throughout the year.
-The days of May 28 (National Flag Day) and June 12 (Independence Day) are designated as flag days, during which all
offices, agencies and instrumentalities of government, business establishments, institutions of learning and private homes
are enjoined to display the flag.
-But in recent years, the flag days are now from May 28 to June 30 yearly to promote patriotism and to celebrate the
nation's independence.
By law, the Philippine flag must be permanently hoisted and illuminated at night at the following locations:

PROHIBITED ACTS
According to Republic Act 8491 itself, it shall be prohibited:
a) To mutilate, deface, defile, trample on or cast contempt or commit any act or omission casting dishonor or ridicule upon
the flag or over its surface
b) To dip the flag to any person or object by way of compliment or salute;
c) To use the flag:
1) As a drapery, festoon, tablecloth;
2) As covering for ceilings, walls, statues or other objects;
3) As a pennant in the hood, side, back and top of motor vehicles

B. Respect for life
The good citizenship value of respect for life. Your life and own humanity is a gift from God, created from His own image
and likeness which makes you a person of worth and dignity as persons and grow to appreciate each other's worth.

C. Order
The value of order is doing "first things first."It is simply doing the right thing at the right time and right place without
hesitation. Order entalls the discipline of mind, emotion and action.
D. WORK
Work Confucius says, "Give fish to man, he will have food to eat for a day, teach him how to fish and he shall have food
throughout his lifetime" And, "if man will not work, he shall not eat"
E. Concern for the Family and Future Generations

SUFFRAGE
Suffrage is the human right to vote to in local and national officers of the government during elections
SCOPE OF SUFFRAGE:
1. Election- a citizen will choose their officials for definite and fix períod and to whom they entrust.

2. Plebiscite- -it is a name given to a vote of the people expressing their choice for or against the proposed law or
enactment submitted to them
3. Referendum- It is the submission of a law or part thereof passed by the national or local legislative body to voting
citizens of a country for the ratification or rejection
4. Initiative- -it is the process whereby the people directly propose or enact laws
5. Recall- a method wherein a public maybe removed from office during his tenure or before the expiration of his term by a
Yote of the people after registration of a petition signed by a required percentage of the qualified voters
QUALIFICATIONS OF A VOTER:
1) Citizen of the Philippines
2) 18 y/o and above on the day of elections.
3) A resident of the Philippines for one year
4) Those not qualified by law (Sec. 11, RA 8189 of 1996

3. Talk with the law makers and other implementers in the government to ensure that the concerns of the welfare of the
general public are included in the discussion and making of laws
4. The citizen voter can also engage in political and electoral process like:
-making views known to the elected representatives
-support/campaign for as political party or candidate
-supporting initiatives of civil society organizations to ensure peaceful election
-running of office
