a member of the state legislature and your job is to draw voting district lines for the election of
five representatives.

Scenario #1:Draw straight lines on the map dividing the city into five districts in such a way that
the Democratic voters outnumber the Republican voters in three of the five districts, but each
district has the same number of voters.

= 1,000 Republican Voters = 1,000 Democratic Voters
