1. INTRODUCTION
Azimarine and General Services Limited places so much emphasis on the effective management of all kind
of waste as one of the ways of complying with UN global green new deal and is committed to the adoption
of best practices in its operations to achieve sustainable development and ensure compliance with existing
Local and International legislation.
The top management is fully aware that the efficient management of the environment minimizes the
company’s potential to cause harm to human health and the environment.

1.2. Scope and Purpose


This “Environmental Management Plan” covers all works to be carried out in the course of
AZIMARINE ’s operation. It also defines the Environmental Management System, targets and
objectives, and the implementation strategy. It covers the management system of all
environmental aspects of the operations. This plan shall serve as Company’s philosophy in
managing environmental aspect in project execution.

1.3. Objectives
In line with our corporate MS plan, the strategic objectives to be achieved by
AZIMARINE and its sub-contractors are as follows:
• Comply with all legislations and statutory regulations for the environment
• Comply with Azimarine and Client’s environmental requirements as a minimum
compliance standard.
• Perform the WORK in a manner that will meet ISO 14001 standard requirement.
• Provide assurance that environmental risks associated with the WORK are
continuously identified, assessed, controlled and reduced to a level as low as
reasonably practicable.
• Ensure and maintain the technical and HSE competence of all AZIMARINE
personnel and those of our sub-contractors to provide assurance that all WORK
risks are understood and completely managed.
• Ensure competence of environmental personnel and adequacy of facilities
• Respect and safeguard self, other workers and third parties
• Continually review environmental procedures to improve AZIMARINE overall
performance throughout our activities

The strict implementation of these objectives will ensure environmental compliance in all
Azimarine operations

1.4. Methodology
AZIMARINE has established procedures and programs for identifying the environmental
aspects of its processes, activities, services over which it can exercise control.
Identifying environmental hazards associated with these aspects and assessing all the risks
associated with the hazards. Appropriate measures to control them are determined and
applied to eliminate or reduce the risks to a minimum.

1.5. Continual improvement


Results of the risk assessment will be used to recommend corrective actions to the
environmental plan which will be implemented to improve the system on a continual basis.

2. DEFINITIONS
Waste: As any unavoidable material resulting from our industrial operations for which
there is no economic demand and which must be disposed of.
Contaminant: Any physical, chemical, biological, or radiological substance or matter that
has an adverse effect on air, water, or soil.
Effluent: Waste water-treated or untreated that flows out of treatment plant, sewer, or
industrial out fall. Generally, refers to waste discharged into surface water.
Effluent limitation: Restrictions established by Regulatory Authorities on quantities, rate
and concentrations in wastewater discharges.
Environment: The environment can be defined as a set of natural and human features
which exist in a given place and point of time. The environment can be thought of as
comprising the physical environment, the biological environment, and the human
environment.
Halon: Bromine containing compounds with long atmospheric lifetime whose breakdown
in the stratosphere causes depletion of ozone. Halons are used for firefighting.
Hazardous waste: Hazardous substance shall include but not limited to any element,
compound, mixture, solution which because of its quality and/or concentration, or
physical, chemical or infectious characteristics, may:
(i) Cause or significantly contribute to an increase in mortality or an increase or
incorporating reversible illness, or;

(ii) Pose substantial hazards to human health or the environment when improperly treated,
stored, transported, or disposed off, or otherwise managed and;

(iii) Hazardous substances shall satisfy characteristics of ignitability, corrosivity, reactivity


and toxicity.

Sewage: Used water or liquid waste of a community which, includes human and household
wastes together with street washings, industrial wastes and such ground and storm water
as may be mixed with it.

Waste Management: Supervised handling of waste materials from their source through
processes to disposal.

FEPA: Federal Environmental Protection Agency (Presently Federal Ministry of


Environment).

Environmental Audit: The Environmental Audit as a management tool comprises of a


systematic, documented, periodic and objective evaluation of how well organizations,
management and equipment are performing with the aim of helping to safeguard the
environment by facilitating the management control of environmental practices and
assessing compliance with company policies which could include meeting regulatory
requirements.

Emission: Discharge of any solid, liquid or gaseous substances introduced into the
ecosystem that may have a direct or indirect effect on the environment.
Carbon (iv) oxides: Popularly called carbon dioxides, is a colourless, odourless and
tasteless gas, is heavier than air and is formed in all organic material combustion,
respiration, and decomposition processes through the total oxidation of carbon.

Carbon (ii) oxides: Commonly called carbon monoxides, is produced by the incomplete
combustion of fuels and fossil fuels. It is a highly toxic gas that attacks the brain functions
and respiration. The main source consists of petrol – powered engines not equipped with
an oxidizing catalytic converter.

Nitrogen Oxides (NOx): Are oxygenated compounds of nitrogen in the gaseous state. The
NO oxides is formed through a secondary reaction in high-temperature combustion
reactions. It is then converted into NO2 (the most aggressive oxide) through photochemical
oxidation and into N2O5 when absorbed by humidity in the atmosphere becomes nitric
acid.

Sulphur Oxides (SOx): The emissions of sulphur oxides, consisting mainly of sulphur [iv]
oxides are caused mainly by the use of solid and liquid fuels and are correlated to the
sulphur content of the liquid types.

Pollutant: A substance that, when introduced into the environment, may change its
chemical, physical and biological characteristic with potential risk to human health and for
the environment.

Primary pollutants: Those that are emitted directly into the air, including Suspended
Particulate Matter (SPM), Sulphur [iv] Oxides (SOx), Carbon [ii] oxides, Nitrogen [iv] Oxides
(NOx), and hydrocarbons.

Secondary pollutants: Those pollutants produced by reactions among primary pollutants


and normal atmospheric compounds.

Environmental Management System (EMS): This includes the organizational structure, the
responsibilities, the procedures, the processes and the resources put into effect to manage
environmental efficiency.

Environmental Impact Assessment (EIA): The World Bank defines EIA as:
‘An instrument to identify and assess the potential environmental impacts of a proposed
project, evaluate alternatives, and design appropriate mitigation, management, and
monitoring measures.

3. RESPONSIBILITIES
The responsibility for ensuring application of the rules defined in the Environmental
Management Plan lies with the Facility Manager.

The Facility HSE Manager and his staff will retain the responsibility for continuous
monitoring of personnel behaviour to environmental issues, intervening with corrective
actions whenever non-conformances are identified.
The workforce, including subcontractors, is responsible for adherence to instructions
relevant to prevent any environmental incident.
Facility Manager:
In addition to duties defined in HSE plan, the Facility Manager is accountable for the
Environmental Management Plan (EMP) performance of the project and also ensures that
the same should be followed by the sub-contractors. The Facility Manager has to:
• Ensure availability of an effective EMP and implementation of the same. He shall
interface with the client / sub-contractors.
• Be responsible for directing policy and strategy for environmental management.
• Promote environmental management issues in all meetings in the areas under his
authority Be responsible for support of the environmental management.
• Provide the technical support for the implementation of this plan
• Ensure that sub-contractor meet this plan requirement

• Ensure that adequate resources needed are made available and that sub-contractors
meet their obligations regarding this matter.
• Be directly involved in the implementation of this program
• Ensure the liaison with the Project HSE Coordinator Manager.
3.1 Facility HSE Manager
Environmental issues throughout the duration of the project will be monitored by HSE
Manager. In addition to the duties defined in the HSE Plan, the HSE Manager shall advise
the Line Management of the project on the following:
• Advise appropriate environmental mitigation measures
• He shall provide/organize environmental training for employees such as induction and
site orientation training.
• Monitor the implementation of this plan.
• Report to the Facility Manager / Construction Manager the progress of this plan.
• He shall investigate the incidents, issue reports, and conduct environmental meetings.
• He shall communicate the Line Management and Supervisors after each
Environmental Audit, in order to ensure the appropriate managerial response to
environmental issues.
• Ensure that all material and resources needed for the implementation of this
procedure is provided.
3.2 Site Engineer
Ensure that all site activities carried out by Azimarine are conducted in strict accordance
with the requirements of the EMP recommendations.
• To identify and report all non-compliances and follow up actions and to implement an
environmental site audit Program in accordance with the EMP.
• To promote environmental awareness amongst the workforce and to hold regular site
meetings with supervisors, workers, sub-contractors etc. on environmental matters
relevant to the project.
3.3 Field HSE Supervisor
The principal responsibilities of the Field HSE Supervisor are:
• Ensure that all construction activities carried out by AZIMARINE are conducted in strict
accordance with the requirements of the EMP recommendations.
• To identify and report all non-compliance’s and follow up actions and to implement
an environmental site audit Program in accordance with the EMP.
• To promote environmental awareness amongst the workforce and to hold regular site
meetings with supervisors, workers, sub-contractors etc. on environmental matters
relevant to the project.
3.4 Environmental Officer(s)
Report directly to the Project HSE Manager.

• To review construction activities on a day-to-day basis and to act as environmental


focal point for the construction works and to develop an emergency response plan in
the event of any environmental incident.
• Implement procedures prescribed by environmental management specifications and
construction environmental control procedures.
• Monitor Implementation of Environmental Mitigation Measures and Environmental
Protection Methods for the Project.
• Monitor House Keeping and material storage activities at all construction sites.
• Manage environmental compliance/inspection program.
• Administer environmental compliance tracking system.
• Determine the adequacy of environmental mitigation measures.
• Manage the preparation of environmental monitoring reports required by the Client
and/or governmental permits and requirements.

4. ENVIRONMENTAL PROGRAMS
Environmental Awareness Program
AZIMARINE and sub-contractors confirm their commitment to performing the
contractual works with the least possible impact on the environment and in
absolute compliance with all Nigerian applicable laws, regulations, guidelines and
terms of approvals issued by Environmental Authorities.
AZIMARINE will promote environmental awareness among the supervisory staff
and the workforce, through programmed training and environmental sessions.
Training sessions will be held at all times as the need arises. Daily toolbox meetings
and monthly HSE meetings will be held.
Major topics of discussion will be:

• Site housekeeping
• Safe Site sewage system disposal
• Site potable water system
• Site fire prevention and fire fighting
• Work site noise control & protection
• Combustible waste incinerating pits, rules and precautions
• Solid waste disposal system
• Special wastes-controlled disposal
• Anti-pollution measures at the work site
• Handling of combustibles, lubricants, paints, solvents
• Surface and ground water protection
• Marine life protection

• Forest and flora preservation

5. ENVIRONMENTAL ASPECT
AZIMARINE ’s environmental aspects include those direct aspects arising from their
activities, products and services; those indirect aspects that can be influenced, such arising
from the activities of their suppliers and contractors working on AZIMARINE ’s
activities, and from customer use of product (wherever reasonably practicable). Aspects
within the defined scope of the EMS with regards to resource inputs to each process /
activity, the intermediate effects, and the outputs for past, present and future activities,
under normal operating conditions and any reasonably foreseeable situations shall be
considered e.g., planned or new developments, or new or modified activities, products and
services.
5.1. Identification of Environmental Aspects
The environmental aspects of AZIMARINE shall be identified with respect to its major work
activities. The aspects identified from business activities and office activities are
consolidated to form the Register of Environmental Aspects.
Information reviewed for aspect identification shall include but is not limited to the
following:
• Work process flow and procedures
• Legal requirements / non-statutory guidance notes
• General specifications and particular specifications;
• Design reports
• Observations in site inspections.
• Records of complaints and/or non-compliance;
• Past monitoring records; and
• Records for past management reviews and/or environmental audits.

5.2. Identification of Environmental Impacts of Aspects


The environmental impacts of each aspect shall be identified with regards to:
• Resources utilization (including use of raw materials, energy, etc)
• Waste management.
• Air emissions;
• Water pollution;
• Noise and vibration nuisance;
• Land contamination;
• Indirect impacts caused by AZIMARINE ’s suppliers or contractors or customers;
and Others: Flora and Fauna, Visual impact; Community impact, Transportation
impact, Nuisance, Site Security, etc.

5.3. Compliance with environmental legislation


The Federal Ministries of Environment have established guidelines on environmental
protection, covering standards for air emissions, effluents to water and land, and
specifications for treatment facilities and disposal sites.

NESREA Guidelines and Standards for Environmental Pollution Control in Nigeria state that
the producer of waste must maintain an up-to-date register of the wastes, control
generation, monitor the effect and control all the phases of the project.

Azimarine shall ensure that all her activities are in compliance with the provision of these
legislation.

Azimarine shall maintain close liaison with all the Government Environmental Authorities at
appropriate level of authority.

5.4. Development and Updating of the Register of Environmental Aspects


The EMS Committee shall identify AZIMARINE ’s environmental aspects and evaluate their
significance through the following steps 6.1 to 6.4. The result shall be shown in the Register
of Environmental Aspects The information provided for each aspect shall include:
• The process / activity where the aspect is identified

• A brief description of the aspect;


• The environmental impacts expected to result from the aspect;
• Score of the aspects based on the evaluation criteria;
• The control mechanism for each significant environmental aspect (e.g.,
operational control procedures, objectives and targets)

The members of EMS Committee shall prepare and review the Register of Environmental
Aspects for approval by the (Top Management). The Register shall be updated:
• On a regular basis after the Management Review as necessary; and
• Whenever planned or new development, or new or modified activities, products
or services are introduced by AZIMARINE or its contractors and suppliers.

6. WASTE MANAGEMENT

6.1. Waste Management


Waste management is of prime importance in pollution prevention. Whenever
wastes are properly managed, the adverse impacts on health and/or losses to the
environment are minimized and the risk of future liability and claims are reduced.

All waste generated in the project shall be managed according to the Waste
Management Plan and Procedures approved by the Management. The following
principles shall be complied within the issue of waste management, minimization,
recycling and proper disposal of waste. Waste inventory shall be regularly carried
out in all project areas. This inventory must include the characterization and
quantification of all waste streams in the project.

6.2. Segregation of waste and storage


All waste generated at site, and at any work site shall be collected in suitable bins
installed in strategic positions at the different work sites, and segregated on daily
basis in differentiated - color coded main containers (Bins), as follows:

• General waste (e.g., packing materials, rags, papers, metal cans) - Black
• Food wastes - Green
• Glass wastes (burnt bulbs, broken bottles, glass plates and cups) - Blue
• Hazardous wastes (e.g., paints, thinners, aerosol cans) - Red
• Plastics wastes (Plastic-cans, polyethylene bags, plates, bags) - Brown
• Batteries from cars, calculator, radios torches, cameras – Grey
• Garden wastes e.g., Leaves, shrubs, weeds, flowers – Heaps on road side

• Medical wastes- White (In sealed bags)

6.3. Waste Disposal


Recyclable wastes (such as paper, plastics, glass and metal scrap) shall be disposed
in accordance with Azimarine and client Waste Management Manual.

6.4. Waste Collecting Centre


A Waste Collecting Centre shall be established at the side of the site entrance area
for the collection of waste plastics, paper, glass, batteries and metal scrap - Site
Supervisor.

Food and general kitchen wastes shall be held in designated containers and will be
disposed by an accredited waste disposal sub-contractor subsequently. - Site
supervisor

Chemical wastes as well as scales from pipelines, contaminated soil and any other
suspected substances shall be analysed by Azimarine who will instruct on dump
location. This will be at weekly intervals or as necessary. – HSE Officer.

Medical waste shall be packaged and transported to TEPNG medical waste


incinerator of sent Port Harcourt for disposal by the retained medical waste
contractor. - DOCTOR - Approved incinerators are presently available in the Port
Harcourt area.

All wastes shall be classified by types, source, quality and quantity and entered
into the “Waste Log”. - HSE Officer

All wastes in transit shall be tracked by means of the “Waste Consignment Note”. -
Environmental Officer.
All Azimarine ’s subcontractors shall be made to comply with the waste disposal
method herein established. - Construction Manager.

6.5. Waste Minimization


AZIMARINE management shall establish adopt the four R’s (reuse, recover, recycle
and reduce) approach for minimization of waste materials on the project.

6.6. Waste Documentation


Further to “Waste Log” and “Waste Consignment Note”, records shall be maintained
and updated for any type of hazardous substances. Such substances include but are
not limited to:

7. PERFORMANCE INDICATORS (metrics)


Measurable performance indicators shall be continually monitored to determine the
effectiveness of the program and compliance with policies. Such indicators include
frequencies of trainings, meetings, recordable incidents, effectiveness of controls etc.

8. EMERGENCY RESPONSE
AZIMARINE has established and maintains procedures to:
• Identify environmental hazards and emergency situations
• Respond to accidents and emergency situations
• Prevent and mitigate the environmental damage from accidents and emergency

Emergency Exercises
Frequent emergency preparedness drills and rehearsals will be held and training courses
organized for all personnel to perfect their emergency response preparedness.

9. REVIEWS AND CONTINUAL IMPROVEMENT


The company’s top management will periodically review the environmental procedures as
part of the HSE management system to ensure continuing suitability, adequacy and
effectiveness. The management will review such necessary information like:
• Management systems,
• Audit findings and recommendations,
• Changing circumstances and commitment for continual improvements, and
determine possible modifications of policies, objectives or other elements to comply
with intended purposes.
• The minutes of the management meetings will be documented and recommendations
for corrective actions made.

Management will ensure that corrective actions are closed out and set new controls to
improve the management system continually.

10. SITE RESTORATION PROCEDURE

Objective
After the completion of a job, the field work group will ensure that the environment
is restored as much as practicable to its original state.

11. POLLUTION CONTROL PROCEDURES


Air Pollution Control
• Burning of cut down trees must be avoided
• Exhaust emission from vehicles used in the work area must be within the limits set
by the competent authority.

Land Pollution Control


• No foreign materials will be dumped into the rivers or waterways.
• No vehicle servicing involving the drainage or transfer of motor oil and lubricants will
take place in field operations. Vehicle servicing and maintenance will be conducted
by established vehicle repair workshops.
• Used batteries, chemicals, and special wastes shall be disposed of in compliance with
the applicable/enforced legislation.

Water Pollution Control


• No debris or liquid wastes shall be allowed into surface streams, rivers, lakes.
• Crossings of surface streams or rivers shall be planned and evaluated in order to
produce the least disturbance to the water flow.
Noise Control
•Installation of provisional noise shields shall be evaluated for very critical
situations. Working shall be limited to day time only
• Noise assessment and monitoring will be conducted by independent sub-
contractors approved by Client

• Dust in the air, as a consequence of blowing off dust particles from HVAC, may
create a condition of hazard due to poor visibility and uncomfortable
condition for the workers. Drivers will reduce speed in areas where they may
create nuisance dust levels to others.
• Dust sampling and monitoring will be conducted by independent sub-
contractors approved by the Client

12. SOIL AND WATER PROTECTION PROCEDURE


Soil Erosion Protection
• Soil erosion shall be avoided during the project execution with measures to be
taken where the risk of erosion is present.
• Vehicles may only travel on approved routes inside the project area. They must
use existing roads as far as is reasonably practicable and avoid damaging dirt
roads in wet conditions.
• Regular monitoring will be conducted and recorded and immediate action shall
be taken to repair erosion damages.

Water Quality Protection


The water quality protection will be implemented following the contractual guidelines
and Client specific instructions, in compliance with Nigeria legislation pertaining to the
environment.
• Water and waterways shall be maintained unchanged in quality and undisturbed in
their natural flow.
• Any environmental impact and disturbance of water quality during the
performance of contractual works shall be minimized through the immediate
implementation of mitigating measures, whenever during regular monitoring any
change or degradation in water quality will be found. Deterioration and pollution
of water and waterways shall also be prevented by avoiding improper disposal of
wastes and garbage generated by workers and camps.
• These shall be collected and disposed of in accordance with the waste management
plan.
• Any drainage alteration to minimize earth disturbance shall be kept for the shortest
time possible and its original condition restored as soon as possible
• Changing of motor oil, greasing and repair of vehicles or equipment, washing of
equipment or vehicles, disposal of spent oil and any other potentially
contaminating/polluting activity shall not be permitted in the vicinity of rivers,
streams or waterways or in any area where surface run off may wash out such oil
