1. Closely read and review the Preamble to the U.S. Constitution:

“We the People of the United States, in Order to form a more perfect Union, establish Justice, insure
domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the
Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the
United States of America.”

2. Examine the annotated U.S. Constitution. Find examples of how the new government is set up to
fulfill the goals stated in the Preamble. Use this chart to note what you find. Some parts are
completed for you as examples.
