1. What is Ministry of Public Order and Safety?

DUTIES AND FUNCTIONS:


- plays a key role in this commitment, adopting the principles of reconciliation and mediation in settling
disputes, and alternative dispute resolution.
- shall be responsible for public safety.
- perform functions relating to peace building, reconciliation and unification of all the peoples in the region
- Monitors and evaluates the prevailing peace and security situation in the region
- Formulates and implements programs, projects, and activities relating to religious tolerance, preventing and
countering violent extremism;
- Conducts programs, project, and activities relating to promotion of peace and sustainable development,
reconciliation, unification, and peaceful co-existence;
MANDATE:
- shall be responsible for public safety

- coordinative function with offices and agencies that maintain public order and safety in the region
2. MORAL GOVERNANCE
- Moral Governance is all about leadership and management, supervisors and subordinates, candidates and
voters, public servants and public service, inclusivity and exclusivity, association and dissociation, among
others based in the Qur’an and Sunnah.
- Moral governance means that the acts of the Bangsamoro Government must be legal and legitimate; its
policy-making rational and deliberative; it is responsible to its people and ensures checks, balances and
accountability to them. In other words, a government composed of public servants- in its real sense.
Servants who are prepared to sacrifice their well-being for the well-being of the people whom they serve.”
- Moral Governance is the set of rules, practices, and processes completely devoid of all the evils of graft and
corruption, and explicitly driven by the moral principles of utmost dedication, devotion, honesty, justice, and
integrity.
- Teaching about good and bad behavior
- Faith + freedom + moral authority + common good + social ethics = moral governance

3. GOOD GOVERNANCE
- bring good governance through clean governmental transaction
- provide the needed services that the people in the Bangsamoro truly deserve
- what makes a government a good governance? : full respect of human rights, the rule of law, effective
participation, multi-actor partnerships, political pluralism, transparent and accountable processes and
institutions
- Good governance means that processes and institutions produce results that meet the needs of society
while making the best use of resources at their disposal.

and inclusive

1. Moral governance
- Refers to a style of governance and leadership that emphasizes ethical and moral principles as guiding forces
in decision-making and public administration
- According to our mufti “Moral Governance is all about leadership and management, supervisors and
subordinates, candidates and voters, public servants and public service, inclusivity and exclusivity,
association and dissociation, among others based in the Qur’an and Sunnah.”
- Chief Minister Hon. Ahod Ebrahim: must be legal and legitimate; its policy-making rational and deliberative.

2. Good governance
- Principles: Accountability, Transparency, Fairness and Justice and Participation
- Accountability: Those in positions of authority are held accountable for their actions and decisions.
Magkakaroon ng pananagutan lalo na sa mga responsibilad na nakaatang sakanila.
- Transparency : Transparency in government operations and decision-making is crucial. Citizens should have
access to information about government actions, finances, and policies. Pagiging bukas sa kritisismo at
pagsusuri ng taumbayan
- Fairness and Justice : promotes fairness and justice for all regardless of their background, ethnicity or
socioeconomic status. Equal access to opportunities and services is emphasized.
- Participation : it encourages active citizen engagement in the democratic process. Citizens have a voice in
policymaking and can hold leaders accountable. Pagkakaroon ng espasyon kung saan pwede magkaroon ng
voice out ng opinion o mga hinanaing ng taumbayan
- Bring clean government transaction
