The Man Behind the Change

Mark Welson Chua, son and engineering student, born November 30, 1981 and tragically
passed away March 18, 2001, was an ordinary Filipino student at Santo Tomas University
(UST). However, his extraordinary courage and dedication to exposing alleged wrongdoing
within the university's Reserve Officers Training Corps (ROTC) unit has made him a beacon of
change and justice in the Philippines and a major influence on today's ROTC.

His tragic journey began with the discovery of alleged wrongdoing within the UST
ROTC unit. His commitment to transparency and accountability set him on a path that would
ultimately change the course of history. Mark's actions remind us of the importance of standing
up for what is right, even in the face of adversity. His life was tragically cut short under
circumstances that many believed were linked to his exposé. His untimely death sent shockwaves
through the nation and stirred the collective conscience of Filipinos, who demanded justice for
Mark and accountability for those responsible. This tragic event serves as a stark reminder of the
sacrifices made by individuals who dare to challenge the status quo. His legacy extends beyond
his untimely death. His involvement energized the nation and led to the passage of Republic Act
9163, also known as the National Service Training Program Act. This landmark legislation
eliminated the requirement to complete a ROTC as a graduation requirement for male students in
the Philippines, protecting students as well as those wishing to report wrongdoing.

Mark Welson Chua's life and sacrifice serve as an enduring reminder of the power of one
individual's commitment to justice and truth. His bravery in the face of adversity sparked a
national conversation and resulted in tangible legislative change. Mark's legacy lives on in the
hearts of those who continue to advocate for transparency, accountability, and the protection of
the rights of students in the Philippines. His story reminds us that even in the darkest of times,
one person can be a catalyst for change, and that is a legacy worth honoring. Now, I think Mark
would love to see that ROTC revive again, as his death would not look like vain. His story is a
poignant example of how individuals can make a profound impact on society when they stand up
for their principles and work towards positive change.
