Aim: To Provide Loans upto 10 lakh to the non- corporate, non- farm small/micro
enterprises.
Comes under: Ministry of Finance

These Loans are Classified as MUDRA loans under PMMY:


• MUDRA has been initially formed as a wholly-owned subsidiary of Small
Industries Development Bank of India (SIDBI) with 100% capital being contributed
by it.
• Presently, the authorized capital of MUDRA is 1000 crores and paid-up capital is
750 crore, fully subscribed by SIDBI.

Quantum of Loan(Min/Max):-
• Maximum loan amount : upto Rs.10 lakhs.
• Loans from Rs.50,000 are categorised as SHISHU .
• Loans from Rs.50,001 to Rs.500,000 are categorised as KISHORE .
• Loans from Rs.500,001 to Rs.10,00,000/- are categorised as TARUN.
• PMMY helped in generation of 1.12 crore net additional employment during a
period of approximately 3 years ( from 2015 to 2018).

Premium Under this Scheme
❖ 1.5% on all Rabi crops
❖ 2% on all Kharif crops
❖ 5% on Horticulture

Cap on Centre's Premium Subsidy


❖ For unirrigated Areas – upto 30%
❖ For irrigated Areas -upto 25%
❖ 21 states implemented the scheme in Khrif 2016 whereas 23 states and 2 UTs have implemented
the scheme in Rabi 2016-17.
❖ Central share in premium subsidy to be increased to 90% for North Eastern States from the
existing sharing pattern of 50:50.

Some Information about Pradhan Mantri Fasal Bima Yojana


• Some States/UTs like Bihar, Telangana, Andhra Pradesh Jharkhand,West Bengal and Gujarat
have opted out of the scheme after implementing it for some seasons due to their own reasons like
perception about risk and financial constraints. Due to the efforts of Ministry of Agriculture &
Farmers Welfare, Andhra Pradesh has re-joined the scheme from Kharif 2022 season and Punjab
has made a budget announcement to do so. The PMFBY is available for all States/UTs and is
voluntary for them. States/UTs are free to subscribe under the scheme keeping in view their risk
perception and financial considerations etc. The scheme is also voluntary for the farmers to enroll
themselves as per their risk perception.

• Since inception of the Pradhan Mantri Fasal Bima Yojana (PMFBY) in 2016-17,coverage under
the scheme has been around 30% of Gross Cropped Area (GCA) in the States/UTs who are
implementing the scheme.

• Telengana,Gujarat, Bihar, West Bengal and Jharkhand have also been requested to rejoin
PMFBY.

SOME ADDITIONAL INFORMATION ABOUT PMJDY :-

• Under Pradhan Mantri Jan-Dhan Yojana (PMJDY), a free RuPay debit card is provided to the
PMJDY account holders with inbuilt accident insurance cover of Rs. 1 lakh. This coverage
amount has since been raised from Rs 1 lakh to Rs. 2 lakh to PMJDY accounts opened after
28.08.2018.

• In the original scheme the government had announced a life insurance cover of ₹30,000 to the
account holders. But this had been discontinued since March 2020.

• An Overdraft Facily(OD) facility up to Rs.10,000 to eligible account holders is available.

• PMJDY accounts are eligible for Direct Benefit Transfer (DBT), Pradhan Mantri Jeevan Jyoti
Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana

Some Additional Information About APY:-
✓ Atal Pension Yojana is a pension scheme under the government of India. This scheme
is replaces the Swavalamban Yojana and was established to provide to old age income
security to the workers belonging to the unorganised sector.
✓ From 1st October,2022, any citizen who is or has been an income-tax payer, shall not
be eligible to join APY.
✓ Subscribers would receive the guaranteed minimum monthly pension of Rs. 1000 or Rs.
2000 or Rs. 3000 or Rs. 4000 or Rs. 5000 at the age of 60 years.
✓ In case of premature death of subscriber (death before 60 years of age), spouse of the
subscriber can continue contribution to APY account of the subscriber, for

Status
The Ministry of Finance has said that total enrolment under the Atal Pension Yojana
(APY) has crossed the 5 crore 20 lakh mark as of the 31st of March of this year. The
scheme enrolled more than 1 crore 19 lakh new subscribers in the Financial Year 2022-23
as compared to 99 lakh in the last depicting a growth of more than 20 percent. The
ministry said that as of date the total assets under management in APY are more than 27
thousand 200 crore rupees and the scheme has generated an investment return of 8.69

Ministry of finance has launched “Vivad Se Vishwas I - Relief for MSMEs”for
providing relief to Micro, Small and Medium Enterprises (MSMEs) for COVID-19
period.

Objective:-
To provide relief to all MSMEs in all contracts for procurement of goods and services
entered into by any ministry/department/attached or subordinate office/autonomous
body/ CPSE / Public sector financial institutions etc.

Eligibility of MSME
Only those MSMEs which meet the following criteria are eligible –
✓ Registered as an MSME as per relevant scheme of Ministry of MSME on the date
of claim by supplier/ contractor.
✓ MSME could be registered for any category of Goods and Services.
✓ The original delivery period/ completion period stipulated in contract was between
19.02.2020 and 31.03.2022 (both dates are inclusive)
✓ Under the scheme, Ministries have been asked to refund performance security, bid
security and liquidated damages forfeited/ deducted during the COVID-19
pandemic.

The Ministry of Finance, through this scheme, decided to give following additional
benefits to eligible MSMEs, affected during the COVID-19 period:
✓ 95% of the performance security forfeited shall be refunded.
✓ 95% of the Bid security shall be refunded.
✓ 95% of the Liquidated Damages (LD) deducted shall be refunded.
✓ 95% of the Risk Purchase amount realized shall be refunded.
✓ In case any firm has been debarred only due to default in execution of such
contracts, such debarment shall also be revoked, by issuing an appropriate order by
the procuring entity.
✓ No interest shall be paid on such refunded amount.

The Department of Expenditure, Ministry of Finance, had issued an order on
06.02.2023 indicating the broad structure of the scheme. Final instruction in this
regard, extendingthe relief to cover more cases and relaxing the limits of refunds was
issued on 11.04.2023. The scheme was commenced from 17.04.2023 and the last date
for submission of claims is 30.06.2023.

Implementation:-
Government e-Marketplace (GeM) has developed a dedicated webpage for
implementation of this scheme. Eligible claims shall be processed only through GeM.

✓ The 14 Finance Commission (2015-2020) recognized health, education, drinking water
and sanitation as public services of national importance and defined the sustainable

*The program is a crucial step towards achieving the United Nations’ Sustainable
Development Goal 6, which aims to ensure access to water and sanitation for all.

• The Jal Jeevan Mission has a financial outlay of ₹3.60 lakh crore.

North-Eastern States, 50:50 for other states, and 100% for Union Territories.
Performance
• Over 11 crore rural households of the country have access to tap water connection
under the ongoing Jal Jeevan Mission.
• As many as 123 districts and more than 1.53 lakh villages of India have reported ‘Har

Maturity Period:-
The maturity period of the Mahila Samman Savings Certificate account is two years.
Partial Withdrawal :-
The scheme also offers a partial withdrawal facility to withdraw your balance before
maturity. The withdrawal is available one year after the account’s opening, but only
40% of the eligible balance can be withdrawn.

Premature closure:
The scheme comes with a maturity period of two years, but there are some
exceptions in which you can close the account before maturity.
These are:-
• On the death of the account holder
• On extremely compassionate grounds, such as the account holder’s life-
threatening disease, the guardian’s death, etc. For this, you will have to provide
the relevant documents.
• After six months from the date of account opening without any reason. But in this
case, your interest rate will be reduced by 2% and become 5.5%.

Second Mahila Samman Savings Certificate:-


A woman or guardian of a girl child can open a second Mahila Samman Savings
Certificate account after a minimum gap of three months from the opening .

According to finance ministry notification, Tax deducted at source(TDS) will not
apply on interest earned on Mahila Samman Savings Certificate (MSSC) , but the
interest income will be added to the total income for tax calculation. Finance
Ministry says the Mahila Samman Savings Certificate (MSSC) will be scheme under
“ sub -clause (c) of clause (i) of sub – section (3) of section 194A of the income tax
Act 1961.” Section 194A deals with provisions relating to TDS on interest other than
interest on securities. Tax is to be deducted under under section 194A if interest
(other than interest on securities) is paid to a resident.However, this will not be
applicable as prescribed under sub clause (c) of clause (i) of subsection(3), on interest
amounting to ₹ 40,000 on any post office Deposit under any scheme framed and
notified by the central government.
The exemption limit for senior citizens is ₹50,000.

Introduction : Senior Citizen Savings Scheme (SCSS) was introduced in 2004 as per
the Senior Citizens Savings Scheme Rules,2004.

Eligibility for SCSS: Senior citizen of India aged 60 years or above Retires who have
opted for the Voluntary Retirement Scheme (VRS) .or Superannuation with the age
between 55-60 .

Minimum Deposit:- ₹1000[The deposits can be made in the multiples of Rs.1,000]

Maximum Deposit : Rs 30,00,000[It is increased from 15 lakhs to 30 lakhs in


Budget 2023-24]

Senior Citizen Savings Scheme (SCSS) Interest rate : The current interest rate
applicable to SCSS is 8.2% p.a. This interest rate is applicable from 1st April 2023
until 30th June 2023. The interest will be paid on a quarterly basis.

Maturity of the scheme :- The maturity period of SCSS is 5 years However,


individuals can extend the maturity period for 3 more years by submitting an
application. The application for extension of maturity should be given in the 4th year.

Mode of deposit:- An individual can deposit the money in cash when the amount is
below Rs.1 lakh. When the deposit amount is above Rs.1 lakh, an individual should
make the payment in cheque.

Numbers of Accounts:- Individuals can open more than one SCSS account. They
may open another account either by themselves or a joint account with their spouse.

Interest payment:- Individuals who open an SCSS account get an interest on the
principal deposited amount at the rate fixed by the government. They will receive a
quarterly interest against their deposited amount. Interest payment will be credited to
an individual’s account on the first date of April, July, October, and January.

SCSS: Income Tax Benefit:- Senior citizens can claim a deduction of up to Rs 1.5
lakh under section 80C of the Income-tax Act, 1961 for investing in the Senior
Citizens' Savings Scheme.

✓ Recently in April 5,2023 Stand-up India completed its 7 years.

✓ As much as Rs 40,710 crore sanctioned to over 0.18 million accounts under this scheme during
the last seven years since its inception. Of the funds sanctioned till March 21, 2023 , about the
80% of the loan have been given to women entrepreneurs. According to official data Rs 33152. 43
crore was sanctioned to 0.14 million accounts of women while Rs 5625.5 crore was sanctioned to
