19.02.2020 and 31.03.2022 (both dates are inclusive)
✓ Under the scheme, Ministries have been asked to refund performance security, bid
security and liquidated damages forfeited/ deducted during the COVID-19
pandemic.
The Ministry of Finance, through this scheme, decided to give following additional
benefits to eligible MSMEs, affected during the COVID-19 period:
✓ 95% of the performance security forfeited shall be refunded.
✓ 95% of the Bid security shall be refunded.
✓ 95% of the Liquidated Damages (LD) deducted shall be refunded.
✓ 95% of the Risk Purchase amount realized shall be refunded.
✓ In case any firm has been debarred only due to default in execution of such
contracts, such debarment shall also be revoked, by issuing an appropriate order by
the procuring entity.
✓ No interest shall be paid on such refunded amount.
Implementation:-
Government e-Marketplace (GeM) has developed a dedicated webpage for
implementation of this scheme. Eligible claims shall be processed only through GeM.

About Scheme:-
Mahila Samman Saving Certificate, a new small savings scheme launched
specifically for female investors, was announced by Finance Minister Smt. Nirmala
Sitaraman in Budget 2023 to promote investment among women. This is a one-time
scheme and will remain available for a two-year period i.e. up to March 2025.It
will encourage more women to adopt formal financial saving instruments.
Account Open:-
Accounts opened under this scheme will be single holder accounts that can be opened
at the Post Office.
Minimum Investment:-
The minimum investment amount is Rs 1000 ,and any quantity of multiple of Rs
100 can be deposited in an account with no further deposits permitted.
Maximum Investment:-
The maximum investment authorised under the scheme is ₹ 2 lakh.
Maturity Period:-
The maturity period of the Mahila Samman Savings Certificate account is two years.
Partial Withdrawal :-
The scheme also offers a partial withdrawal facility to withdraw your balance before
maturity. The withdrawal is available one year after the account’s opening, but only
40% of the eligible balance can be withdrawn.
Premature closure:
The scheme comes with a maturity period of two years, but there are some
exceptions in which you can close the account before maturity.
These are:-
• On the death of the account holder
• On extremely compassionate grounds, such as the account holder’s life-
threatening disease, the guardian’s death, etc. For this, you will have to provide
the relevant documents.
• After six months from the date of account opening without any reason. But in this
case, your interest rate will be reduced by 2% and become 5.5%.
Recent Announcement:-
[No TDS on Interest from Mahila Samman Savings Scheme]
According to finance ministry notification, Tax deducted at source(TDS) will not
apply on interest earned on Mahila Samman Savings Certificate (MSSC) , but the
interest income will be added to the total income for tax calculation. Finance
Ministry says the Mahila Samman Savings Certificate (MSSC) will be scheme under
“ sub -clause (c) of clause (i) of sub – section (3) of section 194A of the income tax
Act 1961.” Section 194A deals with provisions relating to TDS on interest other than
interest on securities. Tax is to be deducted under under section 194A if interest
(other than interest on securities) is paid to a resident.However, this will not be
applicable as prescribed under sub clause (c) of clause (i) of subsection(3), on interest
amounting to ₹ 40,000 on any post office Deposit under any scheme framed and
notified by the central government.
The exemption limit for senior citizens is ₹50,000.
Objective:
• To restore and maintain the surface flow and groundwater.
• To maintain the continuity of the water flow without changing the natural season
variations.
• To conserve and regenerate the aquatic biodiversity as well as the riparian
biodiversity of the river Ganga basin.
✓ Considering the need and spread of the Programme, Government of India has
further approved Namami Gange Mission-II with a budgetary outlay of Rs.22,500
crore till 2026 interalia including projects for existingliabilities (Rs.11,225 Cr) and
new projects/interventions (Rs.11,275) crore.

Introduction : Senior Citizen Savings Scheme (SCSS) was introduced in 2004 as per
the Senior Citizens Savings Scheme Rules,2004.
Eligibility for SCSS: Senior citizen of India aged 60 years or above Retires who have
opted for the Voluntary Retirement Scheme (VRS) .or Superannuation with the age
between 55-60 .
Senior Citizen Savings Scheme (SCSS) Interest rate : The current interest rate
applicable to SCSS is 8.2% p.a. This interest rate is applicable from 1st April 2023
until 30th June 2023. The interest will be paid on a quarterly basis.
Mode of deposit:- An individual can deposit the money in cash when the amount is
below Rs.1 lakh. When the deposit amount is above Rs.1 lakh, an individual should
make the payment in cheque.
Numbers of Accounts:- Individuals can open more than one SCSS account. They
may open another account either by themselves or a joint account with their spouse.
Interest payment:- Individuals who open an SCSS account get an interest on the
principal deposited amount at the rate fixed by the government. They will receive a
quarterly interest against their deposited amount. Interest payment will be credited to
an individual’s account on the first date of April, July, October, and January.
SCSS: Income Tax Benefit:- Senior citizens can claim a deduction of up to Rs 1.5
lakh under section 80C of the Income-tax Act, 1961 for investing in the Senior
Citizens' Savings Scheme.
