A PROPOSED CANCER INSTITUTE IN TAGUIG CITY
Cancer institutes are medical facilities that specialize in
providing cancer care and treatment. They may offer services
such as surgery, chemotherapy, radiation therapy, and other
advanced treatments.
Some institutions are primarily focused on cancer research.
They conduct studies to uncover the underlying causes of
cancer, develop new therapies, and improve existing
treatments. Research institutes often collaborate with medical
centers and universities.
These centers combine patient care, research, and education.
They often have a multidisciplinary approach, bringing
together various specialists such as oncologists, surgeons,
radiologists, and researchers to address different aspects of
cancer.
01 DESIGN CONSIDERATION
LOCATION
The cancer treatment facility shall be located in a highly
suitable site, away from areas that will diminish its accessibility
and threaten its physical structure in times of emergencies.
likewise, it shall be located in an area that is readily accessible
from available means of transportation and reasonably free
from undue noise, smoke, dust, foul odor, and flood, and shall
not be located adjacent to railroads, freight yards, children’s
playground, industrial plants and disposal plants.
PRIVACY
The design shall also provide the patient with appropriate
levels of auditory and visual privacy and dignity throughout
the care process. Careful consideration for the privacy and
confidentiality of the patients shall be considered, as well as
comfort to reduce discomfort and stress for patients.
SAFETY
Consideration should be given to the comfort and safety of the
patients, staff, and the general public, such that the spaces shall
be planned and designed to avoid exposing them to risks such
as injury and radiation hazards.
CONFORMANCE WITH BUILDING LAWS
The cancer treatment facility shall be planned and designed to
observe appropriate architectural and engineering practices, to
meet prescribed functional programs, and shall be in
conformity with all applicable local and national regulations
for the planning and design, construction, renovation,
maintenance and repair of its facilities.
SEGREGATION
Wards and treatment areas, if applicable, shall observe
segregation of sexes and age groups. Separate toilets shall also
be maintained for patients and personnel.
ERGONOMICS
Ergonomics must be considered in the planning and design of
the spaces equipment and furniture for the health and safety of
both the patient and staff. Clearances and dimensions in the
working areas and patient areas should allow staff and patients
to efficiently work and move from standing and seated
positions.
SPACES
The cancer treatment facility shall provide adequate space or
area for its various space/room requirements in order to attain
effective and efficient operation of its activities and functions.
Adequate areas shall be provided for the procedure, people,
activity, furniture, and equipment and utility within the space.
02 DESIGN GUIDELINES
The proposed project was situated within the City of Taguig,
Metropolitan Manila Area. As the City continues to grow and
become urbanized through the years. It was necessary to raise a
cancer institute. The project should be a functional and
supportive environment for cancer patients, healthcare
professionals, and researchers. It also should be accessible to
all people going to the cancer institute as it is built. The design
should prioritize the specific needs of cancer care, including
patient comfort, efficient workflows, infection control, and
integration of advanced medical technologies. Amenities were
added to provide different kinds of needs and various activities
throughout the building.
APPROVING THE COMPREHENSIVE LAND USE
PLAN/ ZONING ORDINANCE OF TAGUIG CITY
WHEREAS, the Board is empowered under the letter of
Instruction No.729, Executive Order (EO) No.648 s.19981 as
amended by EO No.90 s. 1981, Republic Act (RA) No.7279,
and RA No.7160, the Local Government Code, as
implemented by EO No.72 s.1991 to review and ratify land use
plans of highly urbanized cities to ensure their compliance with
national standards;
WHEREAS, the MUNICIPALITY of TAGUIG has complete
the formulation of its Comprehensive Land Use Plan/Zoning
Ordinance, 2000-2020, through the City Development Council
and the City Planning and Development Office;
WHEREAS, the plan has been adopted by the Sangguniang
Panlungsod under Resolution No. 129, S of 2003, dated 19
May 2003;
WHEREAS, the city has complied with the prescribed
documentary and procedural requirements in the plan
formulation process;
WHEREAS, after the review of the above plan pursuant to
the CLUP/ZO review and approval process under HLURB
Administrative No. 01, Series of 1996, the Board finds that the
Comprehensive Land Use Planning/Zoning Ordinance of the
Municipality of Taguig, 2000- 2020, substantially complies
with national standards and guidelines on comprehensive land
use plan formulation;

Adopting A NATIONAL BUILDING CODE OF THE
PHILIPPINES THEREBY REVISING REPUBLIC ACT
NUMBERED SIXTY-FIVE HUNDRED FORTY-ONE

WHEREAS, the country’s accelerating economic and physical
development, coupled with urbanization and population
growth, makes imperative the formulation and adoption of a
uniform building code that shall embody up-to-date and
modern technical knowledge on building design, construction,
use, occupancy, and maintenance;
WHEREAS, while there is a Republic Act. No. 6541, entitled
“An Act to Ordain and Institute a National Building Code of
the Philippines”, the same does not conform with the
developmental goals and infrastructure program of the
Government and does not adequately provide for all the
technological requirements of buildings and structures, in
terms of up-to-date design and construction standards and
criteria;
WHEREAS, in the formation of a new national building code,
it is the desire and policy of the Government to avail of and
harness the technical expertise and professional know-how of
men not only in the public but in the private sectors as well,
NOW, THEREFORE, I, FERDINAND E. MARCOS,
President of the Philippines, by virtue of the powers vested in
me by the Constitution, do hereby order and decree the
revision of the Republic Act. No. 6541.

BATAS PAMBANSA BLG. 344
An Act to Enhance the Mobility of Disabled Persons by
Requiring Certain Buildings, Institutions, Establishments, and
Public Utilities to Install Facilities and Other Devices.
Batas Pambansa Bilang 344 and its latest implementing rules
and regulations (IRR) are collectively a primary referral code
(RC) of P.D. No. 1096, the 1977 National Building Code of the
Philippines (NBCP), and deals with mandated compliances
relating to addressing the special needs of persons with
disabilities (PWDs) inside and outside buildings.

RAMPS
Changes in level shall require a ramp except when served by a
dropped sidewalk, curb ramp, an elevator, or other mechanical
device.
Accessible ramps shall have the following facilities and
features:
Minimum clear width of 1.20 m.
The gradient is not steeper than 1:12.
Design of ramp wider than 1.20 m. But not less than 3000
mm. Requiring intermediate handrails.

TOILETS
Accessible public toilets shall permit easy passage of a
wheelchair and allow the occupant to enter a toilet
compartment, close the door, and transfer to the water closet
from either a frontal or lateral transfer.
