CHECK LIST – 11

Following procedure shall be followed when granting an approval for a maritime


training programme to provide training for seafarers by an approved maritime training
institute (AMTI) of Sri Lanka..
1. Request letter to approval of training programme shall be submitted to DGMS by the
AMTI.
2. On receiving the above request, two examiners will be nominated by the DGMS for
verification of compliance of the documents submitted.
3. Nominated examiners shall review the submitted documents within 7 working days
against the as per this check list. After reviewing the documents by the nominated
examiners, course coordinator and a lecturer will be called for a presentation and
review session of submitted course materials with DGMS/Examiners in order to grasp
the course structure, facilities, capabilities and other information of the planned
training programme. MSS will be informed to the AMTI advising the date and time for
the above session.
4. Examiners shall provide the identified short comings of the submitted docs if any to
the AMTI in writing.
5. Final evaluation of documents and a sight visit (inspection of lecture rooms, course
materials, supporting documents, library facility, training equipment’s, lecture
qualifications etc) will be carried out as required by the nominated examiners within
14 working days after confirmation of submitted course materials.
6. If it deems necessary, college representatives will be called for a 2nd round clarification
and discussion.
7. Corrected documents of the relevant training programme to be received from the
respective college.
8. Initial approval to conduct the training programme shall be granted for a period of 3
months.
9. DGMS officials shall make an on scene assessment of the training programme while
conducting the training programme at the AMTI prior to expiry of the provisional
approval.
10. If it proves that the designed training programme is capable of achieving its objectives
and required competency levels as stated in STCW code, full term approval will be
granted or programme review and upgrading order will be issued.
