CONSTITUTION AND BY-LAWS OF


THE FUTURE MATHEMATICS MENTORS SOCIETY
SCHOOL YEAR 2023-2024

CONSTITUTION

ARTICLE I
NAME OF THE ORGANIZATION

Section I The name of the organization shall be, Future Mathematics Mentors Society
(FMMS), College of Teacher Education.

Section II DOMICILE
The Future Mathematics Society, College of Teacher Education shall have a
permanent address at NVSU, Bambang, Nueva Vizcaya.

ARTICLE II
OBJECTIVES

Section I The objectives of the organization shall be:


1. To promote unity and mobilize all members of the organization into a
potent force to effect on this constitution.
2. To ensure and to promote wholesome and harmonious relationship among
its members and the school authority.
3. To foster growth and advancement and prosperity of the school and
community in consonance with the above policies of democratic authority.
4. To encourage each member of the organization to improve individual
efficiency in their studies as worthy members of the society.
5. To set up projects and financial assistance for the welfare of the students
and the school.
6. To organize, coordinate and cooperate to the promotion of the intellectual
socio-cultural programs and legitimate activities of the students of
organization.
7. To train student leaders and prepare them for their future endeavor
particularly in the field of leadership and positive values formation as
worthy leaders of the society.

ARTICLE III
MEMBERSHIP/MEMBERSHIP
FEE

Section I All students duly enrolled in the College of Teacher Education, specifically
students under Bachelor of Secondary Education Major in Mathematics
program are automatically members of the organization.

Section II Every member has to pay a membership fee of ₱50.00 once every semester

payable upon enrollment.

ARTICLE IV
RIGHTS OF THE STUDENTS/MEMBERS

Section I The students shall have the right to:


a. Participate in the policy making process directly and indirectly affecting
the interest of the student/members through their duly elected
representatives who shall voice out through approved processes and issues
affecting the students/members.
b. Receive primarily relevant quality education attune with the vision,
mission and philosophy and goals of the college, government goals and
other milieu which contribute to their personal development.
c. Use of the facilities of the association/organization which are for students
use subject to existing law and regulations.
d. Exercise academic freedom.
e. To question and report any fraudulent acts of officers and members of the
association.
f. To form, establish, join and participate into organizations ad societies duly
organized by the governing body to foster their intellectual, cultural,
intellectual and physical growth and development.
g. Be free from involuntary contribution except those approved by their
organization and societies.

ARTICLE V
OFFICERS-THEIR ELECTION AND
QUALIFICATION

Section I The officials of the organization shall be the following:


a. President
b. Vice-President
c. Secretary
d. Assistant Secretary
e. Treasurer
f. Auditor
g. P.I.O
h. Business Managers
i. Sgt. At Arms
j. Representatives

Section II All officials of the Future Mathematics Mentors Society (FMMS) of the
College of Teacher Education shall be elected by students within the first
month of the semester after the opening of classes and every year thereafter.

Section III The election shall be supervised by the advisers and Mathematics teachers

constituted by the organization.

Section IV Qualification of the President


No person shall be elected president unless he\she has the following
qualifications:
a. Possesses good leadership skills and of good moral character.
b. An active officer.
c. Able to demonstrate a certain degree of maturity.
d. Physically and mentally fit.
e. Has the ability to delegate tasks and manage a team.
f. Good decision-making and conflict resolution skills.
g. Strong communication and interpersonal skills.
h. Capable of maintaining excellent academic performance.

Section V Qualification of the Vice-President


No person shall be elected president unless:
a. Good organizational skills.
b. Ability to assist the President and step in when needed.
c. Willingness to take on additional responsibilities as required.
d. Ability to maintain open communication with the organization members.
e. Capable of maintaining excellent academic performance.

Section VI Qualification of the Secretary


No person shall be elected president unless:
a. Excellent organizational and time management skills.
b. Good written and verbal communication skills.
c. Attention to detail in recording meeting minutes and organization
documents.
d. Proficiency in maintaining records and documentation.
e. Ability to coordinate schedules, events, and organization communications.
f. Proficiency in using software for document preparation and
communication.
g. Capable of maintaining excellent academic performance.

Section VII Qualification of the Assistant Secretary


No person shall be elected president unless:
a. Similar qualifications to the Secretary position.
b. Willingness to support the Secretary in their duties.
c. Ability to step in for the Secretary when needed.
d. Excellent attention to detail and record-keeping abilities.
e. Capable of maintaining excellent academic performance.

Section VIII Qualification of the Treasurer


No person shall be elected president unless:
a. Good financial management skills.
b. Attention to detail in financial record-keeping.
c. Integrity and responsibility in managing organization funds.
d. Capable of maintaining excellent academic performance.

Section IX Qualification of the Auditor


No person shall be elected president unless:

a. He/ she has background or experience in financial analysis or auditing.


b. Attention to detail and accuracy in reviewing financial records.
c. Impartiality and integrity in conducting audits.
d. Capable of maintaining excellent academic performance.

Section X Qualification of the P.I.O


No person shall be elected president unless:
a. Good communication skills, both written and verbal.
b. Proficiency in public relations and media relations.
c. Creativity in developing and sharing information about the organization.
d. Ability to manage the organization's social media presence.

Section XI Qualification of the Business Manager


No person shall be elected president unless:
a. Ability to plan and execute financial management and budgeting.
b. Good negotiation and marketing skills.
c. Organizational skills for coordinating business-related tasks.

Section XII Qualification of the Sgt. At Arms


No person shall be elected president unless:
a. Good communication skills to address members during meetings.
b. Ability to handle conflict and ensure respectful interactions.
c. Physically and mentally fit.

Section XIII Qualification of the Representatives


No person shall be elected president unless:
a. Ability to communicate effectively on behalf of their year level.
b. Active participation in events and has initiative.
c. Willingness to listen to fellow members and represent their interests.

ARTICLE VI
OFFICERS-THEIR DUTIES AND
RESPONSIBILITIES

Section I The President shall have the following duties and responsibilities:
a. Be the official representative and spokesperson of the organization
(FMMS) to the Student Body Organization of the College of Teacher
Education.
b. Call the meeting of the organization and the acts of the Presiding Officer.
c. Sign all legal papers of the organization.
d. Execute orders, laws and supervise all programs, projects and activities of
the organization.
e. Represent the organization in all occasion and in all matters in which the
representation of the organization is needed.

Section II The Vice-President shall have the following duties and responsibilities:
a. Act as the presiding officer in the absence of the president or upon the
request of the president.
b. Assist the president in the performance of other duties as maybe required.
c. Sign all legal documents in the absence of the president.

d. If the president fails to qualify, the vice-president shall act as the president
until the president shall have qualified.
e. Responsible for all the internal affairs that might happen in the organization.

Section III The Secretary shall have the following duties and responsibilities:
a. Make notice of all meetings.
b. Call the roll of every meeting.
c. Prepare the minutes of the meetings of the association/ organization.
d. Read the minutes of the previous meeting.
e. Keep all records and important files of the association/organization.
f. Perform such other lawful duties as maybe directed by the president.

Section IV The Assistant Secretary shall have the following duties and responsibilities:
a. Act as the presiding officer in the absence of the secretary or upon the
request of the secretary.
b. Assist the secretary in the performance the other duties as maybe
required.
c. Sign all legal documents in the absence of the secretary.
d. Perform such other lawful duties as maybe directed by the president.

Section V The Treasurer shall have the following duties and responsibilities:
a. Keep accurate accounts of receipt and disbursements of the money of the
association.
b. Act as the custodian of all properties and funds of the organization.
c. Make financial report of money and other accountabilities under his/her
responsibilities.
d. Perform such other lawful duties as maybe directed by the president.

Section VI The Auditor shall have the following duties and responsibilities:
a. Review and verify financial records, transactions, and statements of the
organization.
b. Prepare and present financial reports to the organization members.
c. Assist in creating and maintaining a transparent and accurate financial
system.
d. Conduct regular audits to ensure the accuracy and integrity of financial
information.
e. Help in the financial planning and decision-making processes of the
organization.

Section VII The P.I.O shall have the following duties and responsibilities:
a. Manage the organization’s communication and public relations strategies.
b. Serve as a liaison between the organization and external organizations,
groups, or individuals.
c. Respond to inquiries from the organization members and the public.
d. Capture photos and videos of activities for documentation purposes.
e. Work with other officers to align communication efforts with the
organization’s objectives.

Section VIII The Business Manager shall have the following duties and responsibilities:
a. Develop and execute marketing strategies for the organization.
b. Collaborate with the treasurer to manage the organization’s financial

resources.
c. Monitoring financial performance and create budget plans.

Section IX The Sgt. At Arms shall have the following duties and responsibilities:
a. Maintain order and decorum during organization meetings and events.
b. Assist the president in enforcing meeting rules and guidelines.
c. Manage the physical setup of meeting venues, including seating and
equipment.
d. Coordinate with venue staff or external parties for event logistics.
e. Assist in maintaining attendance records of organization members during
meetings.
f. Support the president in maintaining a positive and respectful meeting
environment.

Section X The Representatives shall have the following duties and responsibilities:
a. Represent their year level interests and values in external meetings and
events.
b. Gather feedback and input from fellow members to inform decision-
making in external engagements.
c. Collaborate with other representatives to ensure consistent communication
and alignment.

ARTICLE VII
DUTIES AND OBLIGATIONS OF MEMBERS
Section I Every member of the organization:
a. Abide and uphold its constitution and by-laws.
b. Attend all the meetings and activities called for by the president.
c. Respect and abide the policies of the organization for the attainment of the
organization’s objectives otherwise he/she shall be subject to legal
proceeding by the officers and members.
d. Pay all fees and financial obligations.
e. Report serious cases which may be detrimental to the organization and to
the institution.
f. Have a thorough understanding of the constitution and by-laws in order to
know and practice his/her rights, duties and functions.

ARTICLE VIII
ACCOUNTABILITY OF THE ELECTED OFFICERS

Section I All elected FMMS officers shall be at all times be accountable to the members,
serve them with utmost responsibility, integrity, sincerity and efficiency and
shall also act with justice mind to administration for their implementation of
approved organization’s project, plans and programs.

ARTICLE IX
IMPEACHMENT OF OFFICERS

Section I There will be a Discipline Board created by the FMMS officers. The
Discipline Board may consist of all FMMS officers themselves of which then

FMMS President and all members may withdraw its confidence from any
elected officials of the FMMS by the majority vote of the Discipline Board.
Any elected officials may be impeached to any of the following reasons.
a. Any willful violation of the constitution.
b. Gross negligence of duties and grave misconduct.
c. Absence from the FMMS meeting except when there is sufficient and
reasonable cause of absence.
d. Violation of policies, rules and regulation of the college/ university.
e. Any other grounds as filed investigated upon by the Discipline Board and
divided and affirm by it.

Section II Impeachment, Suspension Preceding of any officer shall be at least 10 days


after a notice is served from the formal charges file against by any members of
the FMMS or any members/students of the organization and he/she is given
opportunity to be heard and be scheduled meeting not exceeding 24 hours after
the person charged/filed his appeal for reconsideration.

Section III In case of vacancy, impeachment or resignation of the president, the law of
succession shall be followed.

Section IV In case of vacancy, impeachment or resignation of any officers where law of


succession is not applicable, the FMMS will elect among the representatives
who is qualified to be in the position.

ARTICLE X
MISCELLANEOUS PROVISIONS

Section I All members shall take an oath or affirmation to uphold and defend this
constitution and by-laws.

Section II Officers and members shall practice in all co-curricular and extra-curricular
activities of the organization and of the college as well.

Section III Officers and members shall respect idiocy, religion and culture of every
member.

Section IV All monetary collection such fees, collectibles and other dues of the
organization shall be deposited at any accredited or recognized private or
government bank under the name College of Teacher Education through the
treasurer. The bank book shall strictly under the custody of the treasurer.

Section V Withdrawal can only be made with the authenticated signature of the President
and the Treasurer together with the approved letter request duly signed by the
advisers.

Section VI All expenses incurred by the organization shall be supported by the official
receipt and documents. Consistency between the amount released and its
allocation with corresponding evidence papers shall be strictly observed.

Section VII The utilization of funds shall be limited on matter for general concerns of the
organization and not for personal interest.

ARTICLE XI
AMENDMENTS AND REVISION

Section I Any amendment and revision of the constitution and by-laws maybe performed
by:

a. Officers upon the vote in any of its meeting shall be done in writing and

be submitted to the secretary to be presented during any meeting for
deliberation and approval.

ARTICLE XII
ADVISERS

Section I There shall be two (2) FMMS advisers who shall be appointed by the SAS
Campus Coordinator.

Section II Advisers shall act as consultants to advise the officers on matter that pertains to
their functions and responsibility.

Section III The advisers shall submit periodic report to the Dean and other

EFFECTIVITY

Section I This constitution and by-laws shall take effect immediately upon approval.

BY-LAWS

ARTICLE I
FEES AND DUES

Section I Any officer and member who is absent during meeting without any valid
reason shall be penalized or fined of ₱50.00.

Section II Any member/officer found violating the rules and regulation of the
organization should charge to disciplinary action to be decided by the
organization upon approval of the body.

Section III Penalties of absentee/s shall serve as fund of the organization.
