    Based on the obama_vs_mccain dataset from the package learning, using R language,
    answer the following questions:

    a) In base graphics, draws a histogram, as shown in below. Interpret your result.

    b) Using the ggplot2, draw a scatterplot of the two variables of the percentage of
    unemployed people within the state and the percentage of people that voted for
    Obama. Interpret your result.
