NSTP Act of 2001

*ROTC is only optional
Sec 5. Coverage
student of any program or atleast 2 year tv courses in public/private are
required as requisite for grad
Sec 6. Duration and Equivalent course unit- 2 semesters
Sec 7. NSTP offering in Higher Techvoc Educ Inst.
- must take atleast 1 component
- offer ROTC if they have 350 students
- schools that dont offer NSTP can require cross enrollee
Sec 8. Fees and Incentives
- Higher and Tech Voc shouldn't collect fees
- CHED and TESDA shall ensure that group insurance for health and accident
FREE - training mats, community immersion, basic life support training,
leadership training activities and teambuilding, certification of completion

NOT FREE - registration fee upon enrolling, uniform, some training materials

Sec 9. Scholarship
- Special Scholarship Program for qualified students taking NSTP

Sec 10. Management of NSTP components

- school authorities shall exercise acad and admin supervision over design,
formulation and adoption and implementation of diff NSTP components.
-CHED and TESDA regional officers shall oversee & monitor the implementation
of NSTP under their jurisdiction to determine if trainings are done in consonace
with this act

Sec 11, Creation of NSReserve Corps

- graduates of non-ROTC components
- grad of ROTC shall form part of CItizens armed force thru RA 7077

SEc. 12 Implementing Rules

- DND CHED TESDA shall have joint responsibility for the adoption of
implementing rules of this act

Sec 13. Transitory Provisions

- they can continue the program comp they are currently enrolled or shift to
any other prog of their choice

Sec 14. Suspension of ROTC Requirement

- completion of ROTC training as requisite for graduation, one that would
not take ROTC will not grdauate

S ec 15. Separability Clause 9ones ability to separate

- - if one section is unconstitutional, other sections are not madadamay

Sec 1. all students of NSTP shall be involved in Green Phil. Activities
(reforestation, beautifying brgy, building more urban parks)

Sec 2. Atleast 36 hours per sem or 72 hours in case one summer program are
deducated

Sec 3. CHED Chair shall act as Lead Implementator of this order assisted by Chair
of National Youth Commision

Sec 4. Dep of Environment and NR. and LGUs shall assist in identifying the areas
where Green Phil ACitivities of NSTP be done

Sec 5. all other exec. issuances, order, rules and regulations inconsistent with
this E0 are repealed or modified accordingly

Sec 6. EO shall take effect immediately upon publication of 2 newspapers of gen.

circulation and implemented in 1st sem of S.Y. 2007-2008

Rule 1. GUIDING PRINCIPLES

Sec1. Guiding Priniciple- gov prime duty is to serve and protect citizens
Sec2. Role of the Youth- vital role of youth in nation building, as most valuable
resource of nation, (makabayang kabataan)

Rule 2. DEF OF TERMS

Sec3.
Clustering- groupings of students with the same component
Cross Enrollment- system of enrollment where one is enrooled in an origin school
while one can also enroll in another accepting sschool
NGO- Non-Gov Organization
Student Cadet- student enrolled in ROTC

Rule 3. PROGRAM IMPLEMENTATION

Sec4. Coverage- all student starting SY 2002-2003
Does not cover the ff. -PMA, PMMA, PNPA
 -Double degree
-shiftees taken NSTP
-foreign students

Sec5. Prog Components

ROTC, LTS, CWTS
CHED,TESDA in consultation with DND, PASUC and COCOPEA may design such other
non-military training comp. as may be necessary in conosnance with provisions of RA
9163

Sec6. Duration and Equivalent Course unit

3 units, 2 Semesters, 54-90 training hours per sem.
NSTP unit grades are not included in Grade Point Average (GPA)

Sec7. Clustering and Cross-Enrollement

clustering from diff institutions may be done taking into account of
logistics

Sec8. Monitoring and Evaluation

A. Mnagament-NSTP office shall be structured by the institutions' capability
-ROTC Officers DND shall exercise joint supervisions
B. Monitoring- CHED/TESDA regionla offices, DND AFP shall oversee and monitor
activities pertaining to NSTP
-At the end of School Year, Higher Educ Institution are required to
submit a report to NSTP jointt Coordinating Committee
-In case of violation shall be imposed by school

Sec9. Fees- no fees except the needed fees shall not exceed with 50% of tuition
- NSTP funds derived from NSTP elated ops shall serve as augmentation to
sustain unprogrammed activities of NSTP.
- Unexpected fund balance shall be carried over to next sem
- subsidies from gov for NSTP shall be included in prep of program of
expenditure and report on utilization of funds

-grads of non-ROTC shall be part of National Service Reserve Corps and
could be tapped in stae for literacy and civic calamities

Rule 6.MISCELLANOUS PROVISIONS

Sec12. Certificate of Completion- with corresponding serial no. issued by CHED,
TESDA, DND

Sec13. Info Dissemination- CHED, TESDA, DND shall provide info on thses act and IRR
to all concerned publics

Sec14. Ammendatory Clause

This rules may be ammended, modified, and replaced jointly by CHED, TESDA DND

Sec15. Separability Clause

Sec16. Effectivity- this'll take after 15 days of publication until revoked and
ammended
