In 1967, then President Ferdinand E. Marcos issued Executive
Order number 59 making ROTC mandatory at all educational institutions with
enrollment of at least 250 students.

In 1980, President Marcos promulgated Presidential Decree 1706,


the National Service Law which made National Service ( Civic Welfare Service,
Law Enforcement Service and Military) mandatory for all Filipino citizens.

SECTION 38. Reserve Officers’ Training Corps (ROTC). –
Military training for students enrolled in colleges,
universities and similar institutions of learning is mandatory
pursuant to the provisions of the National Defense Act and
the 1987 Constitution.

SECTION 39. Establishment of ROTC Units in Schools. – Of

at least two (2) year technical vocational courses or associate
courses in public and private education institutions shall be
required to complete one (1) of the NSTP components as
requisite for graduation

◦ Section 5.c – Program of study (syllabus) and enrolment forms shall bear
the “NSTP” without stating therein the three components. There shall
be an orientation for all NSTP enrollees to be jointly conducted by the
ROTC, CWTS, and LTS coordinators / implementers. Students enrolled
in the first semester of the freshman year shall be made to undergo a
common module phase for 25 hours training; drug education; disaster
awareness, preparedness and management; environmental protection;
and other national security concerns. Upon completion of the common
module phase, the student must select the specific NSTP program
component that he/she will pursue.

◦ Section 6. Duration and Equivalent Course Unit.


◦ A. Each of the aforementioned NSTP components
shall be undertaken for an academic period of two (2)
semesters. It shall be credited for three (3) units per
semester for fifty-four (54) to ninety (90) training hours
per semester.

◦ Section 7. Clustering and Cross-Enrollment
a. Clustering of students from different education institutions
during semestral or summer periods may be done for any of the
NSTP component, taking into account logistics, branch of
service and geographical locations. The host school shall be
responsible in managing the Program.

b. The school must allow any NSTP student to cross-enroll in any
CHED/TESDA recognized institution. In cases that enrolment of
ROTC Cadets is less than 350 then, the provisions of clustering
in Section 7 of NSTP IRR (RA9163) should be followed.

c. Students intending to cross-enroll shall be subject to the
existing rules and regulations of the school of origin and the
accepting school.

SECTION 14. Compulsory Military Registration and Training.


– All male citizens between the ages of eighteen (18) and twenty-five
(25) years who are not reservists shall be required to register for
military instruction. Registration shall take place in suitable
registration places to be prescribed by the city or municipal
government between the dates of April First and Seventh
commencing one (1) year after the effectivity of this Act. Biennial
registration shall be held during the same period in succeeding
years.

RULE III. Program Implementation

However, SUC’s are required to maintain and
provide the ROTC component. In case that the
enrollment of ROTC cadets is less than 350 then,
the provisions of clustering and cross enrollment
in Section 7 of the NSTP IRR should be followed
