09:00 – 09:15 Agenda 1. Opening of Meeting

Note: There will not be any separate official opening session as such. Instead the meeting
will proceed directly to the business at hand. However, certain formalities may be
accommodated i.e. more speech like opening remarks and opportunities to speak will be
given to all those attending including observers.

Chairman’s opening remarks

Note: Chairman is to deliver opening remarks to be followed by inviting other members and
observers to deliver their opening remarks.

# Distinguished Heads of Delegation of the Littoral States,

# Ladies and Gentlemen,

# We meet again for the last and final program of the 13th Cooperative Mechanism

under on Safety of Navigation and Environmental Protection in the Straits of Malacca


and Singapore (SOMS), the 13th Project Coordination Meeting or 13th PCC.

# First of all, I would like to thanks to all Delegation of the littoral States that we could

gather here for the 13th PCC. As the Chairman of 13th PCC, I would like to welcome
all of you again to Kuala Lumpur, Malaysia. Considering it is such a grateful for all of
us, this is the first meeting we have after the pandemic and hoping we are all can keep
the momentum throughout the meeting to achieve the ultimate goal to promote safety
of navigation and environmental protection in the Straits of Malacca and Singapore.

# I would also like to convey gratitude and sincere appreciation to delegates of Littoral

States, to Capt. M. Segar, Assistant Chief Executive (Operations) and other


Singaporean delegates, and to Bapak Raymond IHA Sianturi, Head of Tanjung Priok
Navigation District Class I, Directorate General of Sea Transportation and other
Indonesian delegates. In the busy schedule you have, you still allocate your time to
participate in this Meeting. Thank you very much.

# Before I continue any further on the business arrangement of the meeting, I will give the

opportunity to the littoral States to give their opening remarks.

# I now invite:

- The Head of Malaysia – Mr. Arumugam s/o V.S. Subramaniam, Director of Maritime
Operation Division, Marine Department Malaysia;

- The Head of Delegation of the Republic of Indonesia – Mr. Raymond IHA Sianturi,
Head of Tanjung Priok Navigation District Class I, Directorate General of Sea
Transportation;

- The Head of Delegation of the Republic of Singapore – Capt. M. Segar, Assistant


Chief Executive (Operations), Maritime and Port Authority Singapore

09:15 – 09:20 Adoption of the Agenda

# For the adoption of the Agenda, I would like to invite the floor to refer to the Provisional

Agenda and to confirm the item.

# As if there is no objection, the Provisional Agenda is adopted as Agenda of the 13 th

Project Coordination Committee Meeting.

# Before we start with the plenary, I would like to enhance is there any party open to pledge

as we are not going to open up any working group in the PCC.

# Since there only two projects to be updated in this Meeting and no working group will be

established, we are expecting the Meeting will be adjourned earlier than allocated time.

Agenda 3. Progress Update on Straits Projects under the Co-operative Mechanism


Straits Project 5: Replacement and Maintenance of Aids to Navigation in the
0920 to 1020
SOMS (By Indonesia)

# For PCC 13/3/3/1 on updating the development of the project by the littoral states, I now

invite the representative from:

- Indonesia to present the Straits Project 5: Replacement and Maintenance of Aids to


Navigation in the Straits of Malacca and Singapore.

# Taking into account the present time, I would like to adjourn the plenary now and invite

Refuge for Ships in Need of Assistance in the Straits of Malacca and Singapore.

# I would like to express our sincere appreciation to delegates of littoral States,

Directorate General of Sea Transportation and Maritime and Port Authority for your
participation in this Meeting.

# My sincere hope is that to look forward for the next fruitful discussion in the next 14 th

Project Coordination Committee Meeting.

# As for the next 14th Project Coordination Committee would be held in Singapore, and

as for the details on the date and the venue will be communicated at a later date.
