CHAIRMAN’S BRIEF
Note: There will not be any separate official opening session as such. Instead the meeting
will proceed directly to the business at hand. However, certain formalities may be
accommodated i.e. more speech like opening remarks and opportunities to speak will be
given to all those attending including observers.
Note: Chairman is to deliver opening remarks to be followed by inviting other members and
observers to deliver their opening remarks.
# Excellencies,
# We meet again for the last and final program of the 13th Cooperative Mechanism
# First of all, I would like to thanks to all Delegation of the littoral States that we could
gather here for the 13th PCC. As the Chairman of 13th PCC, I would like to welcome
all of you again to Kuala Lumpur, Malaysia. Considering it is such a grateful for all of
us, this is the first meeting we have after the pandemic and hoping we are all can keep
the momentum throughout the meeting to achieve the ultimate goal to promote safety
of navigation and environmental protection in the Straits of Malacca and Singapore.
# I would also like to convey gratitude and sincere appreciation to delegates of Littoral
# Before I continue any further on the business arrangement of the meeting, I will give the

- The Head of Malaysia – Mr. Arumugam s/o V.S. Subramaniam, Director of Maritime
Operation Division, Marine Department Malaysia;
- The Head of Delegation of the Republic of Indonesia – Mr. Raymond IHA Sianturi,
Head of Tanjung Priok Navigation District Class I, Directorate General of Sea
Transportation;
# For the adoption of the Agenda, I would like to invite the floor to refer to the Provisional
