need for this particular policy?

- speech targeting a certain group
Q: What is the need to restrict speech?
A: - it can lead to crime

- religions (e.g. hatred against the

achieving what you say are the NEEDS of
this target group.

NOTE: If you don’t have that practical


plan, no practical way --- You CANNOT
come up with the POLICY.

Q: What plan exactly are you going to propose in
order to prevent racism?
To make it a crime? What does it mean exactly?

You need to ask BASIC QUESTIONS, such as:


1. Who is going to do this? The gov’t.?
2. Why will they do it?
3. Will they actually do it?
4. Can they actually do it?
