Introduction
National Training Service Program
(NSTP)

NSTP or the National Service Training Program is a program aimed at enhancing civic
consciousness and defense preparedness in the youth by developing the ethics of services
and patriotism while undergoing training in any of its three service components. Republic
Act No. 9163, also known as the “National Service Training Program (NSTP) Act of 2001”
declares the affirmed action of the prime duty of the government to serve and protect its
citizens. In turn, it shall be the responsibility of all citizens to defend the security of the
State and in fulfilment thereof, the government may require each citizen to render
personal, military or civil service. It is specifically designed to enhance the youth's
contribution to the general welfare. It has 3 components: Civic Welfare Training Service
(CWTS), Literacy Training Service (LTS), and Reserve Officer Training Corps (ROTC). The
NSTP aims to promote and integrate values education, transformational leadership, spirit
of patriotism and nationalism and sustainable social mobilization for youth development,
community building and national security.

Three Components of National Training Service Program (NSTP)

The Civic Welfare Training Service (CWTS) is a program contributory to the general
welfare and the betterment of life of the members of the community or the enhancement
of its facilities, especially those devoted to improving health, education, environment,
entrepreneurship, safety recreation and morale and other social welfare services.

The Reserved Officer Training Corps (ROTC) is a program institutionalized under Sections
38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level
students in order to motivate, train, organize and mobilize them for national defense
preparedness.

Among the components of the National Service Training Program, it is only the Literacy
Training Service (commonly abbreviated as LTS) which highlights the training of students to
become teachers of reading and writing literacy and numerical skills to children, out-of-
school youth and other segments or sectors of the society.
