Background

The low pressure area east of southeastern luzon developed into a tropical depression and was
named Egay and moving northwestward slowly. Based on heavy rainfall outlook of PAGASA,
flooding and rain induced landslides are highly likely especially in areas that are highly or very
highly susceptible to hazards as identified in hazard maps and in localities that experienced
considerable amounts of rainfall for the past several days.

Flooding

As per PAGASA cyclone bulletin around 11 AM of July 25 2023, Ilocos Norte experiences Tropical
Cyclone Wind Signal Number 2 with wind threat of gale force winds. Hazards include a high risk
of storm surge which may cause flooding in the low-lying and exposed coastal areas of Batanes,
Cagayan including Babuyan Islands, Isabela, and Ilocos Norte.

At around 5 PM of the same day, PAGASA issued cyclone bulletin declaring Ilocos Norte under
TWC Signal Number 2 and forecasted accumulated heavy rainfall of above 200 mm. Garcia 2
Solar Power project experiences forceful winds and accumulating heavy rainfall all throughout
the day and continued through the following day. No flooding yet was observed around the
project site.

On July 26, 2023, moderate flooding was observed in the floodway canal during the day (See
attached photos). Garcia 2 still experienced forceful winds and accumulating heavy rainfall all
throughout the day. PAGASA issued cyclone bulletin around 8 PM that day, with severe winds of
violent, life-threatening conditions and expected to continue in the next few hours and
forecasted accumulated heavy rainfall of above 200 mm.

On July 27, 2023, severe flooding was observed in Garcia 2 site particularly in Block 9, Block 10,
laydown area and around the Switching Station and HV Building. The volume of the flood
overflowed in the canal and quickly rose flooding the surrounding low lying PV Farm area and
barangay road. Floating bamboos was observed in the upstream of the bridge (Pipe Culvert
Drainage) and the floodway exit to the sea widened by the force of the floodwaters. A previously
condemned pipe culvert drainage near Block 10 gate, burst open and floodwaters entered the
pipe. Scouring in the edges of the roads particularly near the floodway was observed. Soil
erosion was observed in Block 8 due to surface runoff of rainwater was observed. The laydown
area submerged in flood water is not subsiding. Property damage was observed around the PV
farm.

At around 5 PM of the same day, the rain and wind in Garcia 2 weakened and the flood waters
started to subside.

On July 28, 2023, the floodwaters continued to subside. Block 10 is flood free while block 9 has
approximately 50 mm depth of flood in some areas. Scouring was observed in various area of
the farm especially in Block 8.

Remarks and recommendations:

1. Property damages were observed on site


2. Bamboo bracing for sand bag slope protection are not effective
3. The size of culvert in the downstream of Blocks 9 and 10 is not sufficient for the volume of
flood
4. Improvement of Laydown area to prevent trapped water stagnation.
5. Provision of a permanent solution in the slope protection of Block 8 (e.g. Earth Retaining
Structure)
