DEFINING WDM
WDM is a management approach that
aims to optimize the use of water by
influencing demand. It involves the
application of selective policies, measures
or incentives to promote efficient and
equitable use of water.

THE ROLE OF NWRB
IN WDM
FOR CONSIDERATION OF NWRB
• Should WDM be practiced in all regions of the country?
• Should NWRB impose volumetric pricing?
• Should NWRB reduce water extraction in scarce areas?
• Should pricing reflect scarcity (cost reflective pricing)?
• How can pricing be used to improve NRW figures?
• How can technology be used to monitor water extraction and/or appropriation?
• What policies can be implemented by NWRB to incentivize WDM in water utilities? In
LGUs?
• How can irrigation be incentivized to be more efficient?
• Should water efficient technology be an allowable expense, even it may raise tariffs?

• How can block tariffs be designed to encourage conservation?
• What studies are the basis for determining water for industrial use (24% of water

• What policies can be implemented to incentivize WDM in water utilities?
