EXECUTIVE S UM MARY

1. EXECUTIVE SUMMARY:
I. Project Description:

Road projects are meant for improving the quality of life of people and developing
the country’s economy. Along with all positive impacts of the road projects, there
may also be some significant detrimental impact on nearby communities and
environment. To account for adverse impacts, environmental impact assessment is
utmost necessary. These concerns for environmental issue in road projects have also
become a part of legal requirements and requirements for obtaining financial
support. Therefore Environmental Assessment is of prime importance in road
projects.

The National Highways Authority of India (NHAI) has been entrusted with the
assignment of Development of Litibeda-Ranchi 4-Lane access-controlled Greenfield
Highway from Litibeda (Junction of SH-10 (Odisha)) to Ranchi (Sithiyo) in the State
of Jharkhand under Bharatmala Pariyojana. The proposed alignment starts at
Litibeda (Design Km 0+000) from Intersection of SH 10 and ends at Ranchi Ring
Road (Design Km 147+500).

The proposed alignment starts from SH 10 about 250 m on eastern side of kurta
road junction near Litibeda and ends at Ch. 147+500 on Ranchi Ring Road.
Therefore, the total length of the proposed alignment is 147.500 km.

NHAI as the employer and the executing agency has commissioned the services of
URS in Association With AECOM India Pvt. Ltd. with its Office at Gurgaon in Haryana
State for carrying out the work of Consultancy Services for preparation of DPR for
development of Economic Corridors, Inter Corridors, Feeder Routes and Coastal
Roads to improve the efficiency of freight movement in India (Lot-3-Balance Work) -
Lot-3 (Balance Works)/Odisha & Jharkhand/Package-1).

II. STATUTORY CLEARNCES:


FOREST CLEARANCES: Forest Clearance is must for 26.62 ha and to be obtained
from MoEF&CC.

R&R CLEARANCE: The R&R plan according to LARR Act 2013 will be prepared after
completion of Social Impact assessment (SIA) study. These plans will be approved
by respective state governments.

FINANCE CONCURRANCE: The central Government will consider budgetary support


after completions of the statutory requirements.

ENVIRONMENTAL CLEARANCE: As per EIA notification, 2006, the proposed


project is covered under category 7 ‘f’. As per the statutory requirements, the
competent authority adheres to submit the Environmental Impact Assessment Report
to MoEF&CC, Delhi in order to obtain Environmental Clearance.

III. PROJECT COST AND BENEFITS:


PROJECT COST:

The estimated cost of the project is about INR 3015.06 Crores. Detailed cost break-
up and Project schedule shall be discussed in the EIA report.

PROJECT BENEFITS:

The benefits of the Project are multi-fold. It will substantially reduce the travel time
and the other remote areas falling on the alignment. In addition to the improved
connectivity, it will also provide a boost to the economic status of the villages /
towns falling in the dedicated Project area.

Overall improvement will be expected in local area in terms of:

 This Proposed Road will not only improve the mobility in between Jharkhand and
Odisha, it will also improve the connectivity among other states like Chhattisgarh,
Bihar, Uttar Pradesh and West Bengal.

 The mobility between industries in Jharkahnd (Jamshedpur, Patratu, Bokaro,


Dhanbad) and Odisha (Rourkela, Jharsuguda, Sambalpur, Angul) will increase.
Many of these Industries are depended on each other.

 Government has set a target to ramp up the country’s steelmaking Capacity to


300 MT by 2030. A large part of steel production target as envisioned in National
Steel Policy (NPS) 2017 will come from stats like Jharkhand, Odisha and West
Bengal. Government is planning to create a steel clusters in the region as one of
his priority areas. This road will contribute to improve the connectivity in this
region to achieve the target.

 Reduces Travel Length by 98 km (40%) from Ranchi (Jharkhand) to Litibeda (In


Odisha).

 Reduces Travel Time by 4.5 hr. i.e. 70% (From 6.5 hr. to 2 hr.)

 Potential to increase the Tourism in Puri (in Odisha) from Jharkhand.

 Strategic Importance: Mobility of Military Troops from Sambalpur & Raipur to


North-East border will increase.

 Potential to increase of Rice Processing Industries near Ranchi (Raw material)


from Chhattisgarh.

 Mobility for supplying of fish and poultry product to Ranchi from Andhra Pradesh
will increase.

 The Proposed Road will serve as life line between Jharkhand & Odisha.
