JOB TITLE
REGIONAL HR MANAGER (Balkans)
POSITION DIMENSIONS
Functional group subordination:
 Functional line of subordination: Cluster One Arkema Leader/MD Romania
 The position is legged under Group HR - coordinated by VP HR M&A Employment Legal Affairs

POSITION DIMENSIONS
Managing a team composed of:
 1 internal person – HR Inspector
 Coordinates with HR related functions in the countries
 External HR companies cooperating with branches in the Region

Geographical:
 BALKANS (Romania, Bulgaria, Greece, Moldova and ex-Yugoslavia area)

Organizational
 Close cooperation: with the management of business and operational departments, as well as support
departments (FINANCE, ACCOUNTING and IT)
 Cooperation with the Management Board of BOSTIK RO in the implementation of HR policy

Population: 200 EMPLOYEES


ACTIONS
GENERAL
 Implementation of Arkema Group HR strategy at the Balkans level (Diversity and Inclusion promotion)
 Implementation of corporate HR projects (Certification process) and deployment of HR tools at the Balkan
Region level
 Cooperation with Boards and Directors of Arkema subsidiaries concerning the management of HR issues
 Coordinating and if possible harmonizing HR policies at the Balkan Region level
 Ensuring HR compliance with local laws and Arkema Code of conduct
 Budget monitoring based on the staffing, remuneration and training plan

RECRUITMENT
 Assisting BU and management boards in formulating the business goals and designing the appropriate
organization
 Assisting BU in the job description and quotation process (job grade)
 Proposing recruitment solutions (designing a recruitment campaign from A to Z, through editing
advertisements, selecting CVs, arranging and conducting job interviews), to planning onboarding of newly
hired people

TRAINING AND DEVELOPMENT


 In collaboration with management, implementing employee development plans using group HR tools
 organization and supervision of training for employees
 Supervision of talent review, annual appraisal and mentoring campaigns

ADMINISTRATIVE HR / COMPENSATION AND BENEFITS (with support of external consultants if necessary)


 Supervising personnel administrative tasks
 Supervising the preparation of HR and payroll documentation
 Ensuring remuneration package (wage and non-wage items) competitiveness in order to attract and retain
talents
 Development and management of the network of non-wage benefits
EMPLOYEE AND LABOR RELATIONS
 Negotiations with unions, if case
 Taking care of employee integration
 Assistance in resolving employee conflicts
 Taking care of possible litigation with employees
 Taking care of communication with employees and employees’ representative
 Cooperation with labor state institutions

PURPOSE OF THE POSITION
 The position is responsible for a number of processes and activities related to human resources in the
organization.
 Support for managerial staff and being close to business – "the right hand of Leaders"
 The position coordinates, co-creates customs duties onrganization in the employment sector, creates
employee development plans, supervises work from the HR team.
 It responds to the needs of employees, initiates dialogue, analyzes, plans and implements solutions relevant to
the selected business area.
 This position requires continuous education in the latest practices and trends in the field of HR.
QUALIFICATIONS/EXPERIENCE REQUIRED
 Studies in the field of Human Resources.
 Experience required 3-5 years of work in a similar position.
 Knowledge of Romanian labor law/Ability to understand key legal obligations in rest of the countries
 Awareness of human resource management practices.
 Good knowledge of English.
 The skills of delegating responsibilities and clearly defining goals will be useful.
