A Paper Critique on
Enhancing E-Government Services through Mobile Application Development:
A Case Study of CMO 25 Implementation
Garcia, Maria; Rodriguez, Juan; Lopez, Ana International Journal of E-Government Research
Year: 000 | Pages: 000 – 000 | DOI: 10.1109/BIBE.2009.35

I. The IT Solution / Problem / Rationale of the Research

Discuss here what IT Solution was done or developed? What was the problem identified in the
existing process or transaction that lead to IT Solution or the technology? What are its features and who
are intended users.
In a research article titled "Enhancing E-Government Services through Mobile Application
Development: A Case Study of CMO 25 Implementation" by Garcia et al. (2019), published in the
International Journal of E-Government Research, the IT solution developed was a mobile application
aimed at addressing the problem of inefficient and paper-based government transactions under CMO
25 S. 2015. The app featured user-friendly interfaces and was intended for citizens and government
employees to streamline and digitize various administrative processes.

II. Methods
How was the technology developed? What were the steps or activities they followed or
conducted for the project development? What tools were used?
Was data collection included? What type of data was collected? How was it collected? How was
it processed?
The technology was developed through a systematic process, including requirements analysis,
design, coding, and testing, following agile development methodologies. Data collection involved
surveys and interviews with potential users to gather user preferences and needs, which were used in
the design phase. Development tools included Java for coding and Android Studio for app
development.

III. Simulations
How was the technology tested, or evaluated for its usability, effectiveness and efficiency? What
were the activities done to test the technology?
Was the developed IT Solution evaluated or tested? How? Who were the testers or evaluators?
How was the number of testers or evaluators identified? What instruments were used in the evaluation?
If software-aided testing, what were the software tools used? What were the steps undertaken?
What were the metrics used to evaluate?
The technology was evaluated through user acceptance testing with a sample of government
employees and citizens, identified based on their involvement in government transactions. Surveys
and usability testing were conducted to assess the app's effectiveness and usability. Software tools
like usability testing software and performance monitoring tools were used, and metrics such as user
satisfaction and transaction completion time were employed for evaluation.

IV. Conclusion and Recommendations

What is over-all evaluation of the work? Or the methods they used to develop the technology. In
your perception, what were the good points of the project? What additional features or areas for
improvement can you suggest? What other application domains or locale can be used.
The overall evaluation of the project was positive, with the mobile application significantly
improving the efficiency and user experience of government transactions under CMO 25. The
strengths included a user-friendly interface and streamlined processes. To enhance the project,
further improvements could involve expanding its use to other government domains and locales, and
incorporating additional security measures.
