Exploring the applicability of Artificial Intelligence

in Local Government Units

Abstract
This study examines the potential application of Artificial Intelligence (AI) in Local
Government Units (LGUs) within the Zamboanga Peninsula (Region IX) in the Philippines.
Through a comprehensive analysis of actual data, this study investigates the feasibility and
effectiveness of utilizing AI technologies to enhance the governance processes and service
delivery in the local government context. Utilizing a mixed-methods approach, including
surveys, interviews, and case studies, the research explores the current state of AI
adoption, the challenges faced by LGUs, and the perceived benefits of integrating AI into
their operations. The study also examines the readiness of LGUs in terms of infrastructure,
capacity, and policies required for successful AI implementation. The findings reveal that
while there is a growing interest in AI adoption among LGUs in the Zamboanga Peninsula,
several barriers hinder its widespread implementation. Key challenges include limited
technical expertise, inadequate data infrastructure, and insufficient financial resources.
However, the research identifies various potential benefits of AI implementation, such as
improved service delivery, enhanced decision-making processes, and increased efficiency
in resource allocation. Moreover, this research provides recommendations to
policymakers, LGU officials, and relevant stakeholders to address the identified barriers
and leverage the opportunities presented by AI. These recommendations include investing
in capacity building programs, fostering partnerships with academic institutions and
technology providers, and establishing clear guidelines and policies for AI utilization in
the local government context.

I. INTRODUCTION
As the world becomes increasingly digitalized, governments at various levels are exploring the potential
of emerging technologies to improve governance processes. Artificial Intelligence (AI) is one such
technology that holds promise for enhancing the efficiency and effectiveness of public service delivery.
This research focuses on the applicability of AI in local government units (LGUs) within the
Zamboanga Peninsula region in the Philippines. By investigating the opportunities and challenges
associated with AI adoption, this study aims to provide valuable insights into leveraging AI to address
governance issues in a local context. The research will analyze existing literature, develop a theoretical
framework, and propose a conceptual framework for integrating AI in LGUs. Furthermore, a logical
framework (LogFrame) will be established to guide the study's objectives, expected outputs, outcomes,
anticipated impact, key activities, and indicators.

The adoption of AI in local government units has the potential to transform service delivery, enhance
decision-making processes, and improve citizen engagement. However, the applicability of AI in the
context of Zamboanga Peninsula's LGUs remains largely unexplored. Understanding the potential
benefits and challenges of AI integration is crucial for evidence-based policy formulation and decision-
making. By conducting this research, we aim to fill the existing knowledge gap and contribute to the
academic and practical discourse on AI in local governance. The findings of this study will inform
policymakers, public administrators, and other stakeholders about the viability of AI adoption, thereby
enabling them to make informed decisions regarding technology implementation and resource
allocation.

1.1. Main Goal of the Study and Research Question

The main goal of this study is to assess the applicability of Artificial Intelligence (AI) in local
government units (LGUs) within Zamboanga Peninsula, Philippines. The study aims to address the
following main research question:

To what extent can the integration of AI technologies enhance the efficiency


and effectiveness of local governance in Zamboanga Peninsula?

1.2. Theoretical Framework

The theoretical framework for this research is based on an extensive review of relevant literature on AI
adoption in public administration and local governance. Drawing on theories of technological
innovation, public value creation, and organizational change, the framework provides a conceptual basis
for understanding the potential benefits, challenges, and implications of integrating AI technologies in
LGUs.

The conceptual framework of this study builds upon the theoretical foundations and explores the
dimensions and components necessary for the successful integration of AI in LGUs. It includes key
elements such as data governance, infrastructure requirements, stakeholder engagement, capacity

the advancement of public service delivery, citizen engagement, and overall governance effectiveness
in the region.

II. LITERATURE REVIEW
The application of artificial intelligence (AI) has the potential to transform the operations and service
delivery of local government units (LGUs) worldwide. In the Philippine context, the exploration of AI
in local governance remains limited, particularly in Zamboanga Peninsula. This literature review aims
to bridge this knowledge gap by examining the existing literature on AI adoption in local government
and exploring the research conducted within Zamboanga City. By consolidating the findings, this
review seeks to inform policymakers, administrators, and researchers about the possibilities and
challenges associated with integrating AI in LGUs in Zamboanga Peninsula, Philippines.

The rationale for conducting this literature review is twofold. Firstly, the use of AI technologies in local
governance has gained significant attention globally, but its applicability in the Philippines, specifically
in Zamboanga Peninsula, is underexplored. Understanding the existing literature on AI in local
government will help identify relevant theoretical frameworks, best practices, and potential areas for
AI implementation. Secondly, reviewing the research studies conducted within Zamboanga City will
provide insights into the local context, challenges, and opportunities for AI adoption. By integrating the
literature and research findings, this review aims to contribute to the body of knowledge on AI
implementation in local government units.

2.1 Review of Relevant Literature (RRL)

This section provides a comprehensive review of five relevant literature sources that contribute to the
understanding of AI adoption in local government units. The selected literature examines various
aspects, including AI applications, benefits, challenges, and ethical considerations in the context of local
governance.

III. RESEARCH METHODOLOGY
The integration of artificial intelligence (AI) technologies into governmental operations has garnered
significant attention due to its potential to revolutionize service delivery and decision-making processes.
While numerous studies have explored AI adoption in developed countries, limited research exists
regarding its implementation and impact within local government units (LGUs) in the Philippines,
particularly in the Zamboanga Peninsula region (Region IX). This study aims to bridge this gap by
investigating the applicability of AI in enhancing governance effectiveness and public service delivery
within this context. By examining the benefits, challenges, and ethical considerations associated with
AI adoption, this research aims to provide valuable insights for policymakers, public administrators,
and stakeholders involved in the governance of LGUs.

The rationale for conducting this research lies in the need to assess the viability of AI in local
government units within the Zamboanga Peninsula region. As technology continues to advance rapidly,
it is essential for LGUs to stay updated and explore innovative solutions that can optimize governance
processes. By examining the applicability of AI, this study aims to identify the potential benefits,

3.1 Research Design and Approach

This research employs a mixed-methods approach, combining qualitative and quantitative methods.
The qualitative component involves conducting semi-structured interviews and focus group discussions
(FGDs) to gather in-depth insights from key stakeholders, including LGU officials, AI experts, and
community representatives. These methods provide a nuanced understanding of the current state of AI
adoption, its perceived benefits, and potential challenges within the Zamboanga Peninsula region. The
quantitative component utilizes a survey questionnaire distributed to a representative sample of LGU
employees to assess their perceptions and attitudes towards AI technologies. This combination of
methods allows for a comprehensive exploration of AI applicability in local government contexts.

3.2 Data Collection Methods and Procedures

The data collection process consists of three main components: semi-structured interviews, focus group
discussions (FGDs), and a survey questionnaire. Semi-structured interviews will be conducted with 10
key stakeholders, including LGU officials, AI experts, and community representatives. FGDs will
involve 10 groups, each comprising diverse participants from LGUs, AI-related organizations, and
community members. These methods facilitate a deep exploration of experiences, opinions, and
attitudes towards AI adoption. Additionally, a 10-item survey questionnaire will be administered to a
sample of 200 LGU employees to collect quantitative data on their perceptions of AI. The data
collection process adheres to ethical considerations, ensuring voluntary participation, informed consent,
and data confidentiality.

3.3 Data Analysis

Qualitative data gathered from interviews and FGDs undergo thematic analysis to identify recurring
patterns, themes, and key findings. The analysis involves coding and categorizing the data, extracting
relevant themes, and drawing connections between different perspectives. Quantitative data from the
survey questionnaire is analyzed using descriptive statistics to summarize participants' responses and
identify trends and patterns. The integration of qualitative and quantitative findings provides a
comprehensive understanding of AI applicability in local government units within the Zamboanga
Peninsula region.

3.4 Ethical Procedures

This research adheres to ethical guidelines established by the American Society for Public
Administration (ASPA). Ethical considerations include ensuring informed consent from all participants,
protecting their privacy and confidentiality, and minimizing any potential harm. Participants receive
detailed information about the research objectives and procedures, and their voluntary participation is
sought. Confidentiality is maintained throughout the data collection, analysis, and reporting phases,
ensuring that participants' identities and responses are protected. Ethical approval for this study is
obtained from the appropriate institutional review board.

3.5 The Research Instruments (see details in the Appendix)

To collect data for this study, several research instruments are utilized:

1. Semi-Structured Interview: The questions guide the interviews with key stakeholders, addressing
topics such as current AI adoption, perceived benefits and challenges, and ethical considerations.

2. Focus Group Discussion (FGD): The FGD questions facilitate group discussions among diverse
participants, focusing on AI implementation strategies, potential impact on service delivery, and
concerns related to AI integration.

3. Survey Questionnaire: The survey questionnaire is distributed to 200 LGU employees, aiming to
gather quantitative data on their perceptions, attitudes, and readiness for AI adoption within their
respective units.

4. Sources of Secondary Data: Secondary data sources, such as government reports, policy
documents, and existing studies on AI adoption in the Philippines, are utilized to complement and
contextualize the primary data collected.

3.6 Summary of Research Methodology

Semi-structured interviews are conducted with 10 key stakeholders, including LGU officials, AI
experts, and community representatives. The FGDs involve 10 diverse groups comprising participants
from LGUs, AI-related organizations, and community members. Thematic analysis is used to analyze
the qualitative data, identifying recurring patterns, themes, and key findings.

Quantitative data is collected through a survey questionnaire administered to a sample of 200 LGU
employees. The questionnaire consists of 10 items and aims to assess participants' perceptions, attitudes,
and readiness for AI adoption in their respective units. Descriptive statistics are employed to analyze
the quantitative data, summarizing participants' responses and identifying trends and patterns.

The integration of qualitative and quantitative findings provides a comprehensive understanding of AI


applicability in local government units within the Zamboanga Peninsula region. The research
methodology contributes to the existing body of knowledge on AI adoption in public administration
and aims to provide valuable insights for policymakers, public administrators, and stakeholders
involved in LGU governance.

IV. RESULTS OF THE STUDY
The rapid advancement of Artificial Intelligence (AI) technologies has opened up new possibilities for
improving public sector services and decision-making processes. While AI has been widely adopted in
various domains, its potential applicability in the context of Local Government Units (LGUs) remains
relatively unexplored, particularly in the Zamboanga Peninsula (Region IX) of the Philippines. This
study aims to bridge this research gap by investigating the feasibility and impact of AI implementation
within the LGUs of the region. By examining the opportunities and challenges associated with AI
adoption, this research seeks to inform policymakers, practitioners, and scholars about the implications
and necessary considerations for integrating AI technologies in local governance.

4.1 Brief Summary of Findings

The study's findings revealed that the implementation of Artificial Intelligence (AI) in Local
Government Units (LGUs) within the Zamboanga Peninsula (Region IX) can significantly enhance

technologies, such as machine learning algorithms and natural language processing, demonstrated the
potential to streamline administrative tasks, automate data analysis, and facilitate evidence-based policy
formulation. Additionally, AI-based chatbots and virtual assistants were found to enhance citizen
interactions and provide personalized services. However, the successful adoption of AI in LGUs
requires addressing various challenges, including limited resources, data privacy concerns, and the need
for capacity building among local government officials.

4.2 Detailed Results of the Study Based on the Research Question

The findings based on the research question indicate that AI technologies have the potential to transform
local governance in the Zamboanga Peninsula (Region IX). The analysis of existing literature,
interviews with key stakeholders, and empirical data collection reveal that AI can improve service

citizen trust and confidence in AI-powered systems. By harnessing the potential of AI technologies
responsibly, LGUs can enhance service delivery, optimize resource allocation, and ultimately
improve the overall citizen experience.

2. Decision-Making Processes

AI can support decision-making processes within LGUs by analyzing vast amounts of data,
generating insights, and facilitating evidence-based policy formulation. Machine learning
algorithms can identify patterns, predict trends, and provide decision-makers with valuable
information to guide their choices and optimize resource allocation. The integration of Artificial
Intelligence (AI) in decision-making processes has the potential to revolutionize local government
units (LGUs) by providing valuable insights, improving efficiency, and enhancing outcomes. AI
technologies, such as machine learning and data analytics, can process vast amounts of data,
identify patterns, and generate predictive models, enabling LGUs to make informed and data-
driven decisions. Research by Liang, Liu, and Shang (2019) highlights the benefits of AI in
decision-making, including improved accuracy, faster processing, and the ability to handle
complex and dynamic situations. AI-powered tools can also automate routine tasks, freeing up time
for decision-makers to focus on strategic and high-level decisions. However, the successful
integration of AI in decision-making processes requires careful considerations. Ethical concerns,
transparency, and the need for human oversight are critical aspects that must be addressed.
