CPT HENRY T. ALLEN -First Philippine Constabulary Chief and known as the “Father of Philippine
Constabulary”.

August 8, 1901, the Philippine Constabulary (PC) was organized by Henry T. Allen as the local police force. Allen an
American, was later dubbed as the Father of the Philippine Constabulary. By authority of Act No. 175 of the Philippine
Commission, the PC was established to assist the United States military in combating the remaining Filipino revolutionaries.

The PNP was formed on January 29, 1991, when the Philippine Constabulary and the Integrated National Police were
merged pursuant to RA 6975 of 1990.

Organic Act. No. 175 enacted by the Philippine Commission under American rule led to the creation of Insular Police Force.

Organic Act No. 70 established metropolitan police force of manila.


Organic Act No. 157 established Bureau of Investigation.
Organic Act No. 175 establish Insular Constabulary (IC).
Organic Act No. 255 rename INSULAR CONSTABUARY to PHILIPPINE CONSTABULARY.

August 8, 1975, Presidential Decree No. 765 was issued, which led to the establishment of Philippine Constabulary-
Integrated National Force, the country’s national police force.

RA 4864 –law requires police to undergo examination to improve their capabilities and skills.
-This also created the agency, which has administrative supervision and operational control over
the PNP.

RA 6975 -led to the creation of PNP which took effect on January 1,1991 whose members were formerly the
PC and the INP.

-law activated on January 29, 1991 that mandated the abolition of the PC/INP and the creation of
the PNP.

-Pursuant R.A 6975, the PNP is under the DILG.

-Law created the PNP, BJMP, PSSC, and BFP.

-Abolishing PC/INP; DILG Ac of 1990; Approved on December 13, 1990; PNP Law of 1991

RA 8551 -otherwise known as PNP Reform Law.

Age-heaight-weight-education - is the appropriate basis of chronological order for granting waiver


according to R.A. 8551.

NAPOLCOM -agency which exercises administrative control over the PNP.

Ex Officio Chairman SILG; Chief PNP; Four commissioner’s vice chairman appointed by the
president one must be woman and AFP or PNP retired.

30 years old -is the maximum age requirement for entry as a PO1 in the PNP.
21 year old -is the minimum age requirement for entry as a PO1 in the PNP.

Police Director General - is the head of the PNP, with an equivalent rank of a 4-star general.

State Police -when PC was later integrated into the ranks of the Armed Forces of the Philippines, the police force we
called.

Police Lieutenant -according to the R.A. No. 11200 signed by the President Duterte on February 20,2019, he/she is the
lowest ranking officer among the commissioned officers of the PNP.

Part of DILG: -BFP, BJMP and PNP.

The National Headquarters of the PNP located along EDSA, Camp Crame.

Manila Police District - First Philippine’s city police force

PNP Internal Affairs Service - it is body within the PNP organization tasked to take charge on investigation of complaints
filed against a PNP member.

In 12 months, Field training program shall include experience and assignment in the following field investigation, traffic and
patrol.

National Appellate Board (NAB) and Regional Appelate Boards (RAB) are the disciplinary machinery of the PNP.

Police Blotter - a logbook which contains daily registry of all crime incident reports, official summaries of arrest and other
significant events reported in a police station.

Philippine Constabulary was inaugurated in August 8, 1901 as national gendarme force for law enforcement, directly
reporting to the American government.
