1 Abstract
This Report contains the improvement in the different KPIs in Huawei region. The
report contains the steps taken by NPOC to improve the KPIs gradually for
Huawei area.

2 Improvement in TCH Call drop Rate


TCH Call drop rate for Huawei area in the month of July was less than 1.15%.
But it cannot be said this value was true due to the illogical setting of Radio Link
Time out timer. The value set for this timer was 52 for most of the cells and for
some cells it was even set as 60.

There is some improvement in the KPI as the TCH call drop rate reduced to 1%
in the month of October.

The value for Radio Link time out timer was changed in November for
Tamenrasset BSC and the TCH call drop rate increased a lot for this BSC, as
shown in the figure below.

TCH Drop rate for Tamenrasset BSC increased from 1.53% to 2.02% on the
average. NPOC then recommended some changes in parameters which
improved the TCH Drop rate back to the normal, even better value, as shown in
the figure below.

recommendations

So after the changes were made the TCH Call drop rate has decreased from 2%
to less than 0.9%.

Now the implementation of the logical values of Radio Link Timeout timer will be
implemented all over the Huawei BSCs to get the correct values for TCH call
drop rate and then optimize the TCH call drop rate to the target value. Following
are the changes made to improve the TCH Call drop Rate.

1. Missing neighbors were added, that helped in improving the TCH call
drop Rate

2. Some frequencies were missing in the BA2 list for some cells. The BA2
list was updated on 26th December.

3. T3109 was modified to the optimized value on 26th of December

4. “SACCH Multi frames” parameter was optimized on 26th of December.

5. Base Band Hopping tuning over the Huawei BSCs on 26th of January

After the above mentioned trial over Tamenrasset BSC was completed, following
changes were made for all the BSCs except BARIKA BSC as the changes
cannot be made for this BSC.

1. RLT value changed to logical values

2. SACCH Multi frame number to logical values

3. T3109 changed to logical values

4. Frequency retuning

5. Missing neighbor definitions

6. Base Band hopping tuning

All these changes were made on the same day for each BSC which produced
considerable good results in TCH Drop Rate, SDCCH Drop Rate and Handover
success Rate.

Figure 4 and figure 5 show the improvement in the TCH and SDCCH Drop Rate.
Both the KPIs are well below the penalty level; even they are meeting the target
value by a large number. This is the major achievement by NPOC.

3 Improvement in Handover Success Rate


The Handover Success Rate for Huawei area was less than 91.5% which is very
much less than the penalty level. But there is a gradual improvement in the
Handover success Rate for Huawei area as shown in the chart below.

A project is on going for the improvement of Handover Success Rate in Huawei


area by NPOC. The gradual improvement is shown in the chart as the steps had
been taken by NPOC to improve the KPI. By the end of December 2007 the KPI
for Handover success Rate is reaching 94%. NPOC is very much hopeful to get
up to the penalty level by the end of ongoing activities.

Following are the changes made by NPOC.


1. Generalized the BA1 and BA2 list for all the cells in Huawei area. This
action rectified all the issues of missing frequencies in BA2 list in Huawei
area, causing low handover Success Rate.
2. A project to add the unnecessary neighbor relations was run gradually for
all the BSCs in the months of November and December. The KPI
improvement is shown in the chart.
3. NCC permitted was generalized in all over the Huawei Network. This
action removed all the discrepancies of having a neighbor with NCC not
allowed, especially in case of Ericsson neighbor cells.
4. In the period of 26 to 28 January 2008 the changes were made in
frequency retuning for different BSCs. The base band hopping tuning for
all the BSCs.
5. Neighbor relation with co BCCH causing bad quality and resulting in bad
KPIs were removed.

All the above steps were completed on the date 28 January 2008. The results
for these changes are excellent. And after 28th of January 2008 the KPI of
Handover Success Rate is well above the penalty level. NPOC has able to
get this huge improvement as shown in the figure below.

From figure 7, the improvement is very clear. Before 28th of January the
Handover success Rate is less than 94.8%. By 5th of February the value for this
KPI is touching 96%. This is a big achievement by NPOC.

4 Improvement in Paging Success Rate


In the month of July 2007 the paging success Rate for Huawei area was very
much less than the penalty level.

The Paging success Rate for Huawei area was 84% in the month of July. Then
there was a paging success rate improvement project. Different steps were taken
in order to improve this KPI. After the end of the project the Paging Success Rate
improved a lot. As shown in the chart, at the end of December 2007, the Paging
success Rate has improved to more than 90%.

The steps are as follows

1. The RACH Access Level minimum for all the Huawei area was changed
from -105dBm to -109dBm to give the mobile station access to the uplink
more. The changes were made in the period of 24th of July 2007 and 4th of
August. So the improvement in the KPI is very prominently can be seen in
the chart.

2. Tuning for Parameter on MSC level was also performed in the period from
24th of July to 4th of August.

For reference below is the chart showing the improvement in LAC 47101 after the
changes were made.

5 Improvement in Random Access Success Rate


In the month of July the Random Access Success Rate for the Huawei system
was less than 96%, which was below the penalty level.

The steps taken by NPOC have improved this KPI from less than 96% to more
than 97%. That value is well above the penalty level.

The steps taken are as follows:

In terms of Random Access Success Rate the worst cells were taken to be
optimized. All the worst performing cells in terms of Random Access Success
Rate were of VSAT Site. The performance of the VSAT sites was very much
degraded, even the value was less than 40% for this KPI.

NPOC suggested the following changes for the worst performing VSAT cells in
order to optimize the parameters and hence improve the Random Access
Success Rate.

After the changes were made on 5th of September 2007, the improvement
was huge and hence the overall Random Access Success Rate was
improved for Huawei area as shown in the figure 4.

Below is the chart for the improvement of one of the sites for which the above
mentioned changes were made. The same improvement was achieved for
the rest of the worst performing sites as well.

6 Improvement in Location Update Success Rate


In the month of July 2007 the Location update Success Rate for Huawei area
was less than 96%. This value was less than the penalty level. The gradual
improvement is shown in the chart below.

The steps were taken by NPOC in order to improve the KPI of Location area
update success Rate and at the end of December the value for this KPI has
reached up to the target level of 98% for Huawei area.

The main improvement was in the month of September in relation to the


improvement in the Random access Success Rate for VSAT sites. Changes
were made as under.

7 Improvement in TCH Congestion Rate


TCH Congestion rate in the month of July was 27%, which increased to more
than 30% in the month of September. A TRX expansion proposal was submitted
in order to relief the TCH congestion along with a plan to implement the half rate
for the most congested cells on 9th of September 2007. This plan contained 391
TRX with priority 1 and 2 for the expansions and 851 cells to be converted to half
rate.

After the implementation of expansions and the implementation of half rate TCH
congestion has decreased a lot from more than 30% to 15%.

There is a new TRX expansion proposal submitted on 27th of November


containing the 143 cells on priority 1 for expansion. After the expansion the TCH
congestion will be reduced.

In the month of January all the congested cells for which the half rate
implementation is possible has been sent for the half rate implementation. All the
cells in Huawei BSC cannot be converted to half rate due the hardware limitation
in Huawei system.

1. Expansion proposal was sent on 9th of September. The implementation


on some cells was done in September and October.

2. Half Rate implementation proposal was sent on 9th of September. The


implementation was done on some cells in September and October.

3. TRX expansion proposal was sent on 27th of November.

4. Half Rate implementation was done in January.

8 Improvement in TCH Assignment Success Rate


TCH assignment Success Rate in the month of July 2007 was around 78% and
that decreased to a value of less than 75% in the month of October 2007. The
main reason for this low TCH assignment Success rate was the TCH congestion.
As the half rate was implemented and TRX expansions were carried out the TCH
assignment has improved significantly.

After the implementation of expansions and half rate the TCH assignment has
improved up to 90%. The KPI will improve further if the expansion proposal
submitted on 27th of November is implemented.

4. Half Rate implementation was done in January.

9 Blocking points for NPOC in improving the KPIs

9.1 Half Rate Implementation

There is a blocking point in Huawei system that all the cells in the BSC cannot be
converted to half Rate restriction being the BIE board limitation. A BIE cannot be
configured to more than 18TRX if one of the TRX in that BIE is configured as half
rate, hence decreasing the hardware utilization. So in this case the TRX
expansion is compulsory in order to reduce the TCH congestion and improving
the other KPIs degraded due to TCH congestion.

9.2 TRX Expansion

TRX expansion proposal was sent on 27th of November containing 143 priority1
cells for expansion. The expansion for these cells is very necessary in order to
reduce the TCH congestion and hence improving the KPIs related to TCH
congestion. None of these cells have been upgraded.

9.3 RPPU problem in Huawei PCUs

In Huawei PCUs the limit for the PDCH/RPPU has caused a severe problem. The
GPRS service of many cells in Huawei area is blocked due to this problem.

This problem of RPPU expansion has already been escalated to Mobilis and the
problem is still awaited to be solved.

9.4 Route Congestion

There is Route congestion for BSC El Taref and BSC Hassi Messaoud as shown
in the figures below.
