TEXT ONE Part One: Reading 15points)

A/Comprehension
Read the text carefully and do the activities.

We see successful businesses suffer a downfall and famous names in the business world
lose their reputation. One of the main reasons behind these surprising failures is the lack of
business ethics.

The key towards success as some managers argue is to implement the ‘business is
business’ principle which excludes moral values. However, many others believe that success is
linked essentially to ethical standards. For them, a business that makes of money its main
objective at the expense of ethics would never make advance. When bosses start their projects
basing on ethical strategies, they can run successfully for long. For instance, a business man
who deals honestly with consumers leaves positive impression on their minds. Moneymakers
who ignore ethical values may earn success but it is only short-lived.

Ethics in business are not limited to the owners of companies; rather, employees are also
meant to keep their honesty. It is their duty not to cheat or use company resources for
personal benefits. A careful and thoughtful utilization of company resources is an essential
component for the stability of businesses.

TEXT TWO PART ONE: Reading (14 points)
A/Comprehension: (07pts)
Read the text carefully then do the activities.
Computers have become so necessary to modern living that it is difficult to believe that they are a
relatively recent invention. Undoubtedly, they have proved to be of great value, but they also have their
disadvantages. For one thing, they have added to our already large number of crimes.

Hacking was the first computer crime that most of us became aware of. By using their computing
expertise, people known as hackers can gain unauthorized access to someone else’s computer and make use
of the data which they find there. They may, for example, get hold of lists of the names of their competitors’
clients and use these to build up their own businesses, or they may use hacking as a form of industrial
espionage to find out a rival company’s plans. Other hacking activities may be more obviously criminal, in
that hackers may log on to financial data in someone else’s computer and either alter it illegally or use it
for fraudulent purposes.

The possibility of serious financial fraud has been greatly increased by the modern practice of
purchasing goods though the Internet. Apparently, the use of credit cards to pay for such purchases has led
to record levels of fraud with a great many people being swindled out of a great deal of money. Banks are
working hard to improve online security and to provide safeguards for customers, but fraudsters are
working just as hard to improve their fraudulent techniques.

Many computer users worry in case their systems are affected by computer viruses. The people who
introduce such bugs into other people’s computer programs may not intentionally be committing a crime,
but may be doing so as an act of mischief or spite. The motive does not really matter to the people whose
data has been deleted or altered or whose files have been corrupted.

Computers are part of a highly technical method of working, in which there are constantly new
developments. Unfortunately, there is also a constant stream of new developments in the fraud industry
associated with them. All computer users must be on their guard.

TEXT THREE Reading (15 points)
A/Comprehension: (07pts)
Read the text carefully then do the activities.

Unethical behaviors in the workplace can be defined as any action that does not confirm with the
standards of conduct established by the organization. Unethical behaviors can occur in the relationships
between employees, in the way an employee goes about his business or how he uses company resources.
Unethical behaviors can even break the law in some situations.

Employees may use company computers to engage in unethical behaviors. For example, an employee
who is not permitted to use the Internet for personal reasons commits an unethical act by shopping online
while working. Random Internet surfing takes away from the time he spends on work related activities.
Employees sometimes use company’s email to spread inappropriate websites or videos to colleagues, some of
which could be considered disrespectful by the recipients.

Unethical behaviors can include “stealing” time from the company, as it is paying its employees and
receiving no productivity in return. In addition to time spent on aimless Internet surfing, time misuse can
consist of extending breaks beyond the allotted time, falsifying time sheets, coming into work late and leaving
early and running personal matters while travelling on company business.

Some unethical acts can also be illegal when a bookkeeper or an accountant commits embezzlement
by having access to the company’s financial records. As well as an employee dealing with personal files, uses
Social Security number to raid bank accounts or fraudulently obtain credit cards.

TEXT FOUR PART ONE : Reading

A/ Comprehension Read the text carefully then do the activities.

Over the past decade, social auditing has taken on an important new role in the monitoring of labour
and environmental standards. It has grown rapidly in recent years, involving various companies, consulting
firms, labour unions and non-governmental organizations (NGOs) in industries such as forestry, agriculture,
clothing and footwear, and textiles. The combined pressure of campaigns by trade unions and NGOs, negative
media attention and an increasingly vocal public concern about working conditions have prompted some
companies to have their factories audited. Concern about the credibility of such audits has been a major issue
in the public debate about corporate social responsibility.
Auditing, inspection and monitoring are three terms used interchangeably to refer to the practice of
evaluating a company’s compliance with a set of standards. However, they represent distinct elements of this
evaluation and thus provide a useful framework for the analysis of auditing a standard.
A social audit is undertaken by a company to evaluate the working conditions existing in a facility or
supply chain. Unlike monitoring, it lasts anywhere from a few hours to a few days, and involves a number of
steps, each one theoretically used in combination with the others. The performance of a social audit tends to
involve three related processes: the document review, the site inspection and interviews with workers,
management and third-party stakeholders. An auditor or team of auditors generally conducts the document
review, site inspection and interviews. Social auditing does not involve continuous monitoring, although
follow-up procedures are not uncommon.

TEXT FIVE
PART ONE : Reading A/ Comprehension
Read the text carefully then do the activities.

In many parts of the world, people do not hesitate to engage in activities that do not comply with the
basic patterns of ethics. The absence of legal structures to control their businesses and the spread of poverty
and illiteracy in their land encourage the birth of all sorts of unlawful practices. The illegal means they handle
enable them to acquire vast fortunes and hold immense influence over their communities.
In Asia and in Africa but also in South America, the widespread usage of child labor by merciless
employers and the expanding trade in drugs and narcotics dominated by powerful groups are vivid examples
of the barbarous features that take grip of human societies. Other misdeeds that are practiced on a large scale
involve the obligation made to girls and women to perform immoral acts in return to low gains, and the
extending manufacture of all sorts of forged and imitated goods without any respect either to the statutes
protecting the products and their inventors or the regulations required for their safe use.
We also find that bribery and embezzlement of public funds by unscrupulous individuals take alarming
proportions in many nations. At the same time the unauthorized sale of fire arms and the marketing of
suspicious medicaments have become intensive. In addition, many operations are carried out by international
organizations that no authority is able to check and to penalize.
All these transgressions to law and morality weaken the resources of the state and impair the social
condition of the inhabitants because of the tax evasion they generate in every country. Worse than that,
they enable their authors to handle the clever strategy of laundering their billions of dollars through
lawful channels where no suspicion will be raised about the cruelty through which they have amassed and
even the death of thousands of defenseless creatures they have caused.

TEXT SIX PART ONE: Reading A/
Comprehension
Read the text carefully then do the activities.
The media have begun to write about the loss of ethics in today's business world. Many people believe
that there are no absolute standards in ethics. Honesty in business doesn’t seem to be in minds. The biggest
victim of this ethical decline is trust. Loss of trust can start between the employees and make its way up to the
supervisor and also between divisions of the companies. When this decline occurs, employees’ productivity
falls and employees theft begins to appear. Eventually, the trust between the company and its customers
decreases.
Why has an important topic as business ethic gone unnoticed and ignored?
The biggest reason is that ethics is misunderstood. Ethical behavior conducted with honesty and
integrity, has recently become mixed up with political or moral concern.
Ethical behavior is a personal matter which requires that a person be honest and truthful in all
business dealings. It starts at the top within its own employees and top management. Ethical behavior led by
the leaders of an organization will inevitably set the tone for the rest of the company - values will remain
consistent. Further, a well-communicated commitment to ethics sends a powerful message that ethical
behavior is considered to be a business imperative.

TEXT SEVEN PART ONE: Reading
A/ Comprehension
Read the text carefully then do the activities.
Corruption occurs when organisations or individuals profit improperly through their position in an
activity, and thereby cause damage or loss. Corruption can be found in all countries but is particularly
widespread in states where the legal system, mass media and the public administration are weak and
undeveloped. Three levels of corruption are usually referred to: petty corruption (bureaucratic corruption),
grand corruption (political corruption) and state capture (corruption which affects the entire state apparatus).
Corruption is more or less widespread in all countries. These countries are often young states that are
at a stage where important social functions are still undeveloped or weak. In recent years there has been an
increase in corruption in many countries. However, it has also been given more attention and is being
combated both internationally and nationally
There are several degrees of corruption. The lowest degree is called petty corruption. Petty corruption
is when a public servant, for example a customs officer, doctor or policeman, extracts illegal fees from the
general public The second degree is characterised by the involvement of high politicians and senior civil
servants who take advantage of their positions to enrich themselves in order to stay in power. At its highest
level, this form of corruption, known as grand corruption, often involves large international bribes and secret
bank accounts in foreign banks. The third level of corruption, state capture, arises when weak states allow
businessmen and other powerful people in the country to exert an influence on legislation, regulations etc,
with the effect that competition in the private sector is distorted. Corruption always means that money is paid
upward. It is the poorest groups that are most severely affected by corruption. For example, it can be difficult
enough for poor people to afford to go to a doctor when they have to. If the doctor must also be given a bribe
to do his job, poor people might just not have enough money.

TEXT EIGHT PART ONE : Reading
A/ Comprehension
Read the text carefully then do the activities.

Nepotism is favoritism granted to relatives or friends, with no regard to merit. Nepotism can happen at
home, school, college, politics and even in workplace. Workplace Nepotism is hard to tolerate. Remember at
school or college, your class teacher or lecturer who gives preferences to his/ her favorite student. Political
Nepotism is also common, where their relations and friends are given importance when it comes to play a
powerful role in politics. Similar is the case of Workplace Nepotism or favoritism. Every employee wants
to be appreciated for his/her work and performance.

In the workplace, when someone or perhaps a group of people appears to be treated better than
others and not necessarily for reasons related to superior work performance it is referred to as nepotism. It
can also be seen in cases where the supervisor is favoring a relative at the workplace and providing the
particular person with more facilities than the other employees working in the same office. It is a demoralizing
factor for an employee who is part of the organization.

Read the text carefully and do the activities.
Biomedical ethics addresses moral questions that arise from the use of medical technology to begin or
maintain a life . Many ethical questions focus on medical procedures that affect human reproduction .These
include in vitro fertilization(staring human life in a test tube),the cloning (duplication)of human embryos
,abortion and procedures that alter the genes of the fetus .Another important issue is euthanasia ,the
practice of painlessly putting to death people who are hopelessly injured or terminally ill.
Clinical ethics evaluates the morality of decisions about medical care made by or with patients and their
families .Problems of clinical ethics include deciding whether or not to remove life –sustaining treatment
,making medical decisions for a newborn with severe mental retardation or an unconscious person ,and
dealing with requests for euthanasia from patients or their families.
All three branches of medical ethics relate to one another. For example ,patients with AIDS are
concerned with the availability of newly developed medications (public policy medical ethics ), participate in
arguments about whether or not physicians are obliged to treat them (biomedical ethics ),and make decisions
about their care and death with loved ones and physicians ( clinical ethics)

Not all hackers are bad. The good ones are called “white-hat hackers” and use hacking to improve computer
security. The ones who are just having fun are called “gray-hat hackers.” But the malicious kind you’re
thinking of? They’re called “black-hat hackers.” And they can cause a lot of harm, as history has shown.
The story of Jonathan James, known as “c0mrade,” is a tragic one. He began hacking at a young age,
managing to hack into several commercial and government networks and being sent to prison for it—all while
he was still a minor.
James eventually hacked into NASA’s network and downloaded enough source code (assets equaling $1.7
million at the time) to learn how the International Space Station worked. NASA had to shut down its network
for three entire weeks while they investigated the breach, costing an additional $41,000.
In 2007, several high-profile companies fell victim to numerous malicious network attacks. Even though
James denied any involvement, he was suspected and investigated. In 2008, James committed suicide,
believing he would be convicted of crimes he didn’t commit.

Smuggling of items usually occurs in attempt to bypass import and export laws and taxes. In India, the
world’s largest consumer of gold, this is certainly the case. India loves its gold and often hoards it as a store
of wealth. In June of 2013, a higher duty (tax) on gold jewellery was introduced. Over the whole year, duty
hikes occurred three times, eventually amounting to a 15% rise. The government was attempting to curb the
high demand for gold. Smuggling is a way to illegally avoid these taxes.
An estimated 700kg of gold is smuggled into India every day. Officials at India's Financial Intelligence
Unit (FIU) say the country has not seen such a sharp rise in contraband gold for two decades. They claim
smugglers are using innovative ways to bring in the metal illegally. Sometimes gold is melted into seed-
shaped chips and hidden in dates from Dubai, or ground into granules and mixed with other metals to look
like ore. The metal is also being converted into gold belt buckles and torch batteries. The smuggling is
becoming increasingly difficult to contain, admit regulators.
Gold smugglers are now shifting their focus to European nations from traditional Gulf countries, a
preferred route for illegal ferrying of the yellow metal, to avoid suspicion of Indian customs authorities,
officials said. There is a strict vigil on the passengers coming from Gulf countries to check any attempt of
gold smuggling. However, flights coming from European countries do not see such strict checks.

People smuggling(also called human smuggling),under US law ,is “the facilitation, transportation,
attempted transportation or illegal entry of a person or persons across an international border, in
violation of one or more countries’ laws, either clandestinely or through deception ,such as the use of
fraudulent documents”. Internationally, the term is understood as and often used interchangeably with
migrant smuggling.
The practice of people smuggling or irregular immigration has seen a rise over the past few
decades and today in countries around the world. People smuggling generally takes place with the
consent of the person or persons being smuggled, and common reasons for individuals seeking to be
smuggled include employment and economics opportunity, personal and/or familial betterment, and
escape from persecution or conflict.
In 2015, the ongoing civil war in Syria has led to massive displacement and reliance on people
smugglers to assist people to seek sanctuary in Europe. This has also led to unprecedented movements-
and deaths- across the Mediterranean. According to the United Nations High Commission for Refugees
(UNHCR) statistics, there have been almost one million arrivals by sea in Europe in 2015 and more than
2900 dead or missing migrants. According to the International Organization of Migration IOM Missing
Migrants Project, there have been more than 3800 deaths during migration around the world in 2015.

Read the text carefully then do the following questions

Americans have become less ethical in recent decades when it comes to getting ahead – doing well in
school, advancing in their careers and making money. Evidence of this trend can be found in numerous parts
of American life.

Scholars of academic integrity find that cheating has increased among high school, college and
graduate students. Reports show that tax evasion, workplace theft and occupational fraud have risen and now
cost the government billions of dollars a year. The frequency and seriousness of corporate scandals has risen
significantly since the 1970s. Ethical problems have risen in key professions. Medicine has been convulsed by
reports of widespread conflicts-of-interest involving doctors and pharmaceutical companies. Chronic
overbilling has been commonplace in major law firms. The use of performance enhancing drugs in
professional sports soared in the 1990s and the last decade has seen an endless string of scandals involving
top athletes like Lance Armstrong.

Evidence of America’s crisis of ethics is everywhere. However, what is notable is that this alarming
shift has occurred at the same time that Americans have actually improved their behaviour in some areas of
social behaviour. Crime is way down from because drunken driving deaths have fallen by nearly 40 percent
and fewer Americans smoke today than in 1960. The divorce and abortion rates are much lower. In addition,
surveys find that Americans are less racist than they were thirty years.

ETHICS EXAMS / KHANFRI MOUNA
Passage : Read the text carefully then do the activities.

The media have begun to write about the loss of ethics in today's business world. Many people believe
that there are no absolute standards in ethics. Honesty in business doesn’t seem to be in minds. The biggest
victim of this ethical decline is trust. Loss of trust can start between the emp1oyees and make its way up to the
supervisor and also between divisions of the companies. When this decline occurs, employee’s productivity
falls and employees theft begins to appear. Eventually, the trust between the company and its customers
decreases.
Why has an important topic as business ethic gone unnoticed and ignored? The biggest reason is that ethics
is misunderstood. Ethical behaviour conducted with honesty and integrity has recently become mixed up with
politica1 or moral concern.
Ethical behaviour is a personal matter which requires that a person be honest and truthful in all business
dealings. It starts at the top within its own employees and top management. Ethical behaviour led by the
leaders of an organization will inevitably set the tone for the rest of the company - values will remain
consistent. Further, a well-communicated commitment to ethics sends a powerful message that ethical
behaviour is considered to be a business imperative.

Algeria is beefing up anti-corruption measures within the all-powerful SONTRACH oil company. The
company finds itself at the heart of a huge corruption scandal involving former officials, including the
company's former CEO, his two sons and several of his associates.
Investigation published on Thursday (February 21st) by the Canadian and Italian press revealing that the
Canadian group SNC Lavalin managed to secure oil contracts from SONATRACH under dubious circumstances.
According to the investigation, bribes were allegedly paid to Algerian officials. They took advantage of their
powerful position to secure co SONTRACH contracts for foreign companies to which they had links, and to
acquire property and benefits both in Algeria and abroad. These serious events led the general prosecutor's
office at the court of Algiers to instruct the judge overseeing the 2011 SONTRACH corruption case to extend
the investigation to these reported new dealings. The so-called "SONATRACH 2" scandal has stirred up
indignation among the political class, community groups and civil society in Algeria.
The Algerian President also broke his silence on Sunday In a message to Algerian workers on the
occasion of the double anniversary of the nationalization of the hydrocarbon industry and the creation of the
General Union of Algerian Workers (UGTA). He said that he could not "allow the scandals recently noted by
the press and concerning SONTRACH's management to pass without comment".

Counterfeiting in China
With the rapid economic growth of China in the last one and half decades, there is a "made in China" product in
almost every household in the world. This high demand for "made in China" products is bolstered by the fact that they
are cheap compared with similar products made in the developed countries.
However, recently, Chinese made products are making the headlines for all the wrong reasons. The high demand for
"made in China" products has caused the Chinese to compromise on quality and safety. This has raised alarms all over
the world. It has been discovered that many Chinese exports, particularly food products to many parts of the world,
have been tainted with chemicals not approved for human consumption. In the case of the well-publicized pet food
imports from China to the US, thousands of pets died as a result of eating these contaminated products. This happened
not only in the US but also in Canada and South Africa.
Imported Chinese toys have high levels of toxicity. This is particularly dangerous because these are toys for children
who are likely to put anything into their mouths.
This requires that products made for children should be very safe and producers and regulators must both adhere to
very high safety standards.

The Council of Europe Convention on Cybercrime defines cybercrime as a wide range of malicious
activities including the illegal interception of data, system interferences that compromise network integrity
and availability and copyright infringements. Other forms of cybercrime include illegal gambling, the sale of
illegal items like weapons, drugs or counterfeit goods, as well as the solicitation, production, possession or
distribution of child abuse.
The growth of the internet has enabled an increase in the volume of cybercrime activities because
there is no longer a need for the criminal to be physically present when committing a crime. The internet's
speed, convenience, anonymity and lack of borders makes computer-based variations of financial crimes, such
as theft, money laundering or fraud, and hate crimes, such as stalking and bullying, easier to carry out.
Cybercrime may be committed by individuals or small groups, as well as by criminal organizations that
are often spread around the world and committing crimes on an unprecedented scale. Cybercrime has the
unusual characteristic that the victim and the perpetrator may never come into direct contact; in many cases,
thousands of miles separate perpetrators and victims. To reduce the chances of detection and prosecution,
cybercriminals often choose to operate in countries with weak or nonexistent cybercrime laws.
The member States of the Council of Europe and the other States signatory Consider that the aim of
the Council of Europe is to achieve a greater unity between its members in recognizing the value of fostering
co-operation with the other States parties to this Convention. This is why they are convinced that they need
to pursue, as a matter of priority, a common criminal policy aimed at the protection of society against
cybercrime, inter alia, by adopting appropriate legislation and fostering international co-operation.

Somalia, South Sudan, North Korea and Syria are perceived to be the most corrupt countries in the
world, according to Transparency International's latest annual review that draws on a mix of business and
government sources for its rankings .Somalia has held the undesirable title as the world's most corrupt
country for the past ten years, with a score of 10 on the Corruption Perceptions Index 2016, which ranks
countries' public sector from zero to 100.

Countries with a lower score are considered to be more corrupt, and are generally characterized by
impunity for corruption, poor governance and weak institutions, the report said. Second from the bottom is
South Sudan, a relatively new country which only gained its independence from Sudan six years ago, with a
score of 11. The third most corrupt country is North Korea, followed by Syria, a war-torn country which is
presently seeing a massive outflow of refugees.

Countries in the Middle East suffered the worst declines on the corruption index, led by Qatar which fell
10 scores from the previous year due to scandals such as FIFA's decision to host the World Cup 2022 in Qatar
surrounded by reports of migrant workers abuse.

Bribery is the crime of giving or receiving something of value to influence official action. Both the person
giving and receiving the bribe are guilty of bribery.
Bribery is illegal for two reasons: Firstly, it usually involves a public official using his or her office for
personal gain. Secondly, it can cause officials to make unfair decisions that affect citizens. Bribery is a very old
crime. There is evidence of bribery dating back more than 4,000 years.
Usually, a person who bribes a public official is paying to get special treatment. This special treatment
can come in many forms. For example, a company might bribe an official to win a government contract.
Bribing a public official is the most common type of bribery. In the United States, officials convicted of
bribery may be fined, removed from office, and sent to prison for up to 20 years. Commercial bribery, the
bribery of owners or employees of private companies, is also illegal in many places, but it is less commonly
punished.
No one knows how often people commit bribery, but many experts believe that most people who bribe
officials are never caught. Bribery is most common in some countries or parts of countries than in others.
Many countries have made it illegal to bribe officials from other countries.

Nepotism is the practice of hiring relatives over nonrelatives. It can occur on the corporate or small-
business levels, using a merit system or out of blatant favoritism. While nepotism can be problematic, the
negative connotations often associated with the term may not always be warranted. The private sector is
particularly open to nepotistic practices because those in positions of power are free to hire and advance
whomever they choose. Nepotism in the private sector combines positives and negatives.
Negatives
Private-sector companies that engage in nepotism risk internal dissatisfaction. Workers may stop giving their
best and accept a career at their current level. Worse, they may move on to another position where upward
mobility is possible. In either case, the current company loses. Another byproduct of nepotism in the private
sector is its potential to dilute the talent pool by inserting less-qualified personnel into positions that suit
others better.
Positives
The benefits of nepotism include the trust and comfort that come with an existing relationship. Family
members tend to remain loyal and can be molded for further leadership positions over time as well. In some
cases nepotism may even lead to better performance. For example, if a relative takes a top position in the
company, other workers may question the decision until the new hire proves herself with more effort and
better results than expected. Such a performance may justify the hire in the minds of your workers.

I became interested in finding out more about the purchase of fashion counterfeit goods when I
was invited to visit a factory abroad where I could see counterfeiting in operation! I was just amazed at
the upfront coolness of the invitation. whole factories in various countries are given up to churning out
fake goods in accessories , trainers, apparel , media items , pharmacy products , auto car parts,
detergents and cigarettes. One day the factory produces genuine articles for a supplier order and the
next day it changes production to do an equally large but counterfeit production run of the same
product. Often such factory operations have false walls which can reveal whole stockrooms of overrun
goods.
Counterfeiting is such a big business that it is threatening the profits of the original design houses.
This shadow economy, according to Tim Phillips the writer of knockoff: the deadly trade in counterfeit
goods would be the world's biggest business if it were a named business. Counterfeiting is known to
account for 7% of world trade and may be as high as 10%.
A high percentage of trade goods, including clothes and accessories are counterfeit. More alarming,
is the knowledge that these goods include fake products that may be taken into or used on the body.
This problem of fake goods is in everyone's backyard or doorstep.
Fake cosmetics and pharmaceuticals include somewhat alarmingly, fake Tami flu, cardiac heart pills,
defective hip implant parts as well as fake guns and airplane replacement parts. Just imagine having no
response to a faulty drug for a serious ailment, or a faulty car part that causes a lethal or even minor
accident. This all puts counterfeiting in perspective as the criminal activity it really has become.

PART ONE: READING (15pts)

A/Comprehension and Interpretation (08pts) Read the text carefully then do the following activities:
Corruption is the use and abuse of power for private purposes. These purposes are generally private
personal enrichment or for the benefit of the others. It is an illegal practice that can affect anyone with
power, whether a politician, an arbitrator, or a sportsman among other examples.
Bribery is to offer money or service to anyone who holds power in exchange for an undue advantage.
Corruption is to accept that money. A common example is that of a politician who receives money in his
personal account on the part of a business and public work contracts in return he assigned a public market.
This politician who has received money, could be accused of passive corruption while the company can,
however, be accused of bribery.
No country is entirely free of corruption. But when corruption takes such proportions that it could
hinder economic growth and undermine efforts to establish good governance, it leads to the general
disintegration of the social fabric. Obstacles to sustainable development, corruption can potentially aggravate
differences and encourage organized crime. In fact, if corruption is growing unhindered, democracy, freedom
and justice can hardly flourish..
In recent years, efforts at the international level to fight corruption encourage transparency and
accountability; and they are on the increase. As a result, important victories have been won. Canada, to site
one example, strongly supports the international fight against corruption because it is both an obstacle to
good governance, a problem of crime, and also represents an obstacle to economic, social and political
development.
