Introduction The study aims to investigate the state of
appraisal and the compliance with archives
and records management legislations
(ARML), archives and records
management policy (ARMP), re-appraisals
of records, capacity building and archives
building in South African higher education
sector by comparing the one previously
advantaged and one previously
disadvantaged.

A framework for management of

South Africa
This study intends to propose a
framework for management of digital
records on the cloud in
South Africa. Contrary to cloud
computing, cloud storage is an
offering of cloud computing. Cloud
storage is a storage
medium that maintains data, manage
and backup remotely and
make data available to users over the
network or internet.
The purpose of this study was to
investigate the framework for
management of digital records on the
cloud in South Africa.
1) to identify the regulatory
framework for management of
digital records on the cloud in South
Africa
2) to establish the infrastructure for
management of records
on the cloud in South Africa
3) to propose a framework for
management of digital records
on the cloud in South Africa
Literature suggests that it is essential
to have archival legislation
to embrace that records created are
 qualitative data.
The findings shows that most of the 15/24
(62.5%) participants were aware of the
legislation
governing archives and records
management programmes in South Africa.
On a positive note,
both universities developed a records
management policy. However, the analysis
of both
universities’ records management policies
identified a lack of an explicit statement on
the
appraisal of records. Therefore, the
management of
student records cannot be ensured
throughout their life cycle without an explicit guidelines applicable to cloud
approval in a
records management policy.
Conclusion The study investigated the state of
appraisal with regard to compliance with
ARML, policy,
re-appraisal of records, capacity building,
archives building, electronic records
management
and making a recommendation based on
the research findings. The appraisal of
records according to a contextually
pertinent theory could
contribute to the development of post-
colonial archives and post-apartheid
national memory by helping to identify and
preserve records with a specific societal,
stored in the networked
environment and to allay fears of loss
of information when the
public sector considers locating
records to the cloud. Based on the
finding, the
footprints of the government are at
risk of neglect due to casual
custodians. It further emerged in this
research that the
government has not promulgated a
specific legislation for the
cloud and this were confirmed by
reliance on NARSA Act of
1996. This research revealed that
there are no specific existing
environment. According to this
study, guidelines on digital records
are outdated.
Technological advancements have
brought about dramatic
changes to the management of
records since cloud computing
emerged. As cloud storage is still in
its infancy in
South Africa, specifically on
government record keeping, it is
recommended that the records
management directorate be
formed to oversee management of
records in the cloud. The
legislative framework of digital
 historical and cultural value in that records be revised so that
particular context. management of records in the cloud
is done securely.
