You have volunteered as a researcher for Public health England during the Summer
holidays. You will be researching public health provision in your local area.
You are going to present the results of your research as a booklet to inform the public
about the role of public health.

Origins of public health policy
AIMS
The introduction of the NHS in 1948 was the first health service of its kind in the
end. This was a response to the health concerns following the Second World War
and all the returning causalities who couldn’t afford healthcare. This resulted from
the Beveridge Report which recommended the government find ways top treat
disease. This led to public health warning about diseases such as measles and more
effective treatment contributing to the decrease in the death rate.

Strategies for developing public health policies
- Planning and evaluating the national provision of health and social care target setting, to include
local and national provision.
The DH use agencies to research public health so they can put a plan in place to support people and
agencies feed back on healthcare needed in their area.
E.g. The NHS Health Check Implementation Review and Action Plan 2013 identified 7 most
preventable causes of death – alcohol, high blood pressure, smoking, obesity, cholesterol, poor diet and
lack of exercise

- Minimising harm of environmental factors, to include recycling, waste
management, pollution reduction, ensuring food safety.
The Department for Environment, Food and Rural Affairs (Defra) also has responsibility for
minimalizing harm from environmental conditions

The socio-economic impact of improving the health of individuals and of the
population
The Black Report highlighted the impact of social and economic circumstances on
an individuals health e.g. healthy people spend more, benefitting the economy.
Health and social care costs have increased rapidly e.g. caring for individuals with
type 2 diabetes costs almost £9bn a year. Minimising factors that affect health has
several socio-economic impacts:
- Reducing health and social inequalities e.g. improving disadvantaged communities
- Life expectancy and quality of life
- Reduced pressure on services
