INTRODUCTION
Crisis incidents occur when they
are least expected. What makes
these incidents become crisis
situations is when they go out of
control and cause destruction to
life and property or endanger
public safety.
The PNP 4Ps Crisis
Management Model is
envisioned to address
crisis situations in two
phases:
A. THE PRO-ACTIVE PHASE
Designed to predict or prevent
the probability of occurrence of
crises and at the same time to
prepare to handle them when
they occur.
4P’s of Crisis Management

1. PREDICTION
Foretellingthe likelihood of crises
occurring whether natural or
manmade through.

2. PREVENTION - involves the

This phase covers the last of
the 4P’s Crisis Management
Model.
4. PERFORMANCE

measures taken.

B. Action

 It begins as soon as the On-Scene


Command Post (OSCP) is
established and the Tactical
Intervention, Service Support Units,
Negotiation Team and Public Affairs
personnel arrive and are deployed
C. Post Action
 Begins as soon as the perpetrators
surrender, or when they are
captured or neutralized, and the
crisis situation is deemed clear
 Restore normalcy and bring
responsible to court
Stages of Crisis
Management
Stages of Crisis Mgt.

1. Pre-incident stage (Initial)


involves identification of potential
crisis situations and developing
contingency plans for responding
to each of them.
2. Incident stage (Action)
involves management of an
ongoing actual crisis situation
itself; and
3. Post-incident stage (Post
Action)
includes corrective and preventive
actions to preclude the recurrence
of the same crisis situation and
business recovery actions to
restore public confidence in the
brand or the company.
GENERAL TASKING
1. Peace and Order Council (POC)
 When crisis arises out of man made
emergencies, the POC at the
appropriate level shall be the
organizational body that shall primarily
act on the crisis situation.
 Addresses various aspects of national
security particularly those affecting peace
and order.
 Concerned with the formulation of crisis
management procedures, integration and
orchestration of government,
military/police and public efforts towards
the prevention and control of crisis
incidents.
2. National Council for Civil Aviation
Security (NCCAS)
 When a crisis results from a hijacking
of a vessel or from terrorism
committed against civil aviation,
NCCAS shall address the situation in
accordance with its mandate.
What is NACAHT?

 NACAHT was reconstituted and renamed as


the National Action Committee on Anti-
Hijacking and Anti-Terrorism (NACAHT)
pursuant to Executive Order No. 246 dated
May 16, 1995, and later on the NACAHT was
again reconstituted and renamed as the
National Council for Civil Aviation Security
(NCCAS) on January 5, 2000.
3. NATIONAL DISASTER RISK
REDUCTION AND MANAGEMENT
COUNCIL (NDRRMC), formerly known
as the National Disaster Coordinating
Council (NDCC)
When a crisis occurs as a result of
natural disasters or calamities, the NDCC
OR NDRRMC and its subordinate entities
shall primarily address the same.
 The NDRRMC is an agency of the
Philippine government under the (DND)
Department of National Defense,
responsible for ensuring the protection
and welfare of the people during
disasters or emergencies.
 Established by Republic Act 10121 of
2010
