INTRODUCTION
• Crisis incidents occur when they are least
expected. What makes these incidents
become crisis situations is when they go
out of control and cause destruction to life
and property, or endanger public safety.
The 4P Crisis Management Model is
envisioned to address crisis situations in two
phases:

A. THE PRO-ACTIVE PHASE –


designed to predict or prevent the probability of
occurrence of crises and at the same time to
prepare to handle them when they occur.
4P’s of Crisis Management
1. PREDICTION - foretelling the
likelihood of crises occurring whether
natural or manmade through
• continuous assessment of all possible
threats and threat groups and
• analysis of developing or reported events
and incidents.
2. PREVENTION - involves the institution
of passive and active security measures, as
well as the remedy or resolution of
destabilizing factors and security flaws
leading to such crises or emergencies.
3. PREPARATION – entails planning
organization, training and stockpiling of
equipment and supplies needed for such crises
or emergencies.
B. THE RE-ACTIVE PHASE – this phase
covers the last of the 4P’s Crisis Management
Model.

4. PERFORMANCE – this is the actual


execution or implementation of contingency
plan when a crisis situation occurs despite the
proactive measures taken.
Stages of Crisis Mgt.
1) Pre-incident stage (Initial) - involves
identification of potential crisis situations
and developing contingency plans for
responding to each of them.
2) Incident stage (Action) -
involves management of an
ongoing actual crisis situation
itself; and
3) Post-incident stage (Post Action) -
which includes corrective and
preventive actions to preclude the
recurrence of the same crisis situation
and business recovery actions to
restore public confidence in the brand
or the company. 
GENERAL TASKING
• When crisis arises out of man made
emergencies, the Peace and Order
Council at the appropriate level shall be
the organizational body that shall
primarily act on the crisis situation.

• When a crisis results from a hijacking of a


vessel or from terrorism committed against
civil aviation, the National Action
Committee on Anti – Hijacking and
Terrorism (NACAHT) shall address the
situation in accordance with its mandate.
GENERAL TASKING

• When a crisis occurs as a result of natural


disasters or calamities, the organization that
shall primarily address the same will be the
National Disaster Coordinating Council and
its subordinate entities.
