1.- INTRODUCTION

This Emergency Plan is a document that integrates all activities related to the planning,
organization, preparation and control of emergencies.

Its purpose is to provide and train all those involved in the content of the Emergency Plan that
provides human and material resources to face natural or created disasters of such magnitude that
they exceed the normal operating capacities in order to protect the physical integrity of workers,
avoid damage to facilities, allow the continuity of operations and avoid damage to the environment
and the community.

In addition, all those involved must be informed and trained on the contents of the Plan, the structure
of the emergency organization, the roles and responsibilities of its members and company workers,
and the resources available to effectively deal with the eventual emergency.

The instructions and procedures contained in this Plan are mandatory for all company personnel.

2.- OBJECTIVE

Establish the responsibilities and coordination actions to be carried out by all workers in the fuels
area, to ensure the physical integrity of workers and customers in the event of an emergency
situation, as well as to safeguard goods and property.

3.- SCOPE

This procedure will be applied by any worker in the fuels area, when faced with an emergency
situation, and also considers the measures to deal with catastrophic emergency situations that may
cause damage to operations, safety, health and the environment. It contains all the elements
necessary to prevent the occurrence of a highly critical event, and the plans to deal with it in the
event that it occurs.

TYPES OF EMERGENCIES

The types of emergencies that may occur at the facility are:

4.- DEFINITIONS

Occupational Accident: Any injury or damage suffered by a person due to or in connection with
work that may cause incapacity or death to the worker.

Travel Accident: Those occurring in the direct commute, outward or return, between the home
and the place of work, and those occurring in the direct commute between two places of work.

Serious occupational accident (Circular 2345 of SUSESO): Any occupational accident which:
 Force resuscitation maneuvers.
 Force rescue maneuvers.
 Occurs due to a fall from a height of more than 2 m.
 Immediately causes the amputation or loss of any part of the body.
 Involves such a number of workers that it affects the normal development of the affected
company.

Fatal occupational accident: An accident that causes the death of the worker immediately or
during transportation to a health care center.
It should be noted that the final determination of the referral of an accident will be the sole
responsibility of the respective headquarters.

Fire ignition: fire started, discovered and extinguished as soon as possible and causing no
damage or less than slight damage.

Emergency control: is the set of strategic activities and procedures developed to control
situations that may arise in the event of an unforeseen event, in people, facilities, processes, as
well as the result of natural catastrophes. The objective is to control such unforeseen and
unexpected situations in order to minimize the consequences of the incident.

Occupational Disease: It is caused by the direct performance of the work for which he/she was
hired and which results in disability or death.

Emergency: A situation in which an unexpected event occurs such as:


 Fire or Explosion
 Telluric Movements
 Accidents
 Attacks, etc.

Evacuation: Set of procedures and actions aimed at providing people threatened by a natural
and/or man-made hazard to protect their lives and physical integrity, by means of a pre-
established evacuation route from a place of greater risk to another place of greater security.

Partial Evacuation: It is carried out when it is necessary to evacuate a sector independently,


towards the determined safety zone. Instructions will be given by the Section Chief, who will
indicate to the workers or occupants the steps to be followed.

Total Evacuation: It is carried out when the emergency situation is such that it is necessary to
evacuate the facilities completely, to sectors previously determined by instructions of the
Emergency Chief.

Explosion: fire at higher velocity, producing rapid release of energy, increasing the volume of a
body, by means of a physical and chemical transformation.

Fire: fire of large proportions that causes damage to people and facilities.

Incident: A work-related event that results in or has the potential to result in an injury, or
impairment of health (regardless of severity) or fatality.

Mutual de Seguridad C.Ch.C.: This is the organization that administers the occupational
accident and occupational disease insurance to which the company is a member.

Simulation: Simulated representation of an emergency, to evaluate the behavior of workers, the


resources available in the areas and the effectiveness of specific procedures.

Earthquake: ground movement (to be discussed in extenso in the section on procedures in the
event of an earthquake).

Evacuation route: a clear, signposted, continuous and safe path leading from any point in the
facility to the safety zone.

Safety zone: place of temporary shelter in the open air, which must comply with the
characteristics of offering safety for the lives of those who arrive at that point, for its designation
it must be considered that there are no elements that could cause damage due to falls (trees,
electrical cables, old structures, etc.). This area will be designated by the risk prevention area.

5.- RESPONSIBILITIES

5.1.- Fuels Manager

 Dissemination and implementation of the prevention measures mentioned in the emergency


plan, where applicable.
 Report every time there is an unsafe condition or one that is outside the protocols
established by the Prevention Plan, for its timely correction.
 Establishes, together with risk prevention, emergency roles
 Responsible for disseminating the respective emergency roles to fuel attendants.
 Maintains emergency cascade numbers in visible locations in the ESD.
 Report the incident to the Administering Agency
 Leads the Incident Investigation

5.2.- Risk prevention

 Evaluate the protocols established by the Emergency Plan.


 Advise on the correct compliance with current legal regulations on preventive and control
measures in case of emergencies.
 Apply the prevention measures mentioned in the Emergency Plan.

5.3.- Fuel attendants and service managers

 Apply the preventive measures mentioned in the emergency plan, and report any anomaly
that may occur in the workplace.
 Comply with all applicable procedures, depending on the incident, for effective emergency
response.
 Form emergency control teams according to the respective emergency roles.

6.- EMERGENCY PROCEDURES

According to the nature of the emergency, it should adopt measures such as:

 Evacuation of affected area(s)


 Isolation of the area(s) involved
 Injury care for minor treatable injuries
 In case of a massive accident (with multiple injuries), or beyond the emergency response
capacity, the mutual insurance company will be informed.
 Execution of mitigation and/or control actions.

6.1.- FIRE EMERGENCY PROCEDURE

The person who detects a fire must immediately proceed to give the alarm to the people around
him, who will notify the Chief of Services and the Fuels Manager, giving an account of the place and
installations involved.

6.1.1.-Fire under control

 The person who detected the fire will ask for help and will go to the nearest extinguisher,
trying to control it.
 Fight the fire with fire extinguishers, directing the jet to the base of the fire, standing with your
back to the wind.
 If extinguished, the fire extinguisher will await instructions from the Fuels Manager.

 Once informed, the fuels manager will assess the situation, ensuring that there is no
reactivation of the fire.

6.1.2.-Declared Fire

Before the emergency

 Be aware of the Evacuation Routes and Safety Zones in the area, and activate emergency
cascade.
 Always have fire extinguishers with a current and operative expiration date.

During the emergency

 Evacuate in an orderly manner, avoid panic, walk at normal speed, do not run.
 Do not have reckless attitudes, which may endanger the physical integrity of other people.
 Help evacuate people who present problems.
 If your clothes catch fire, don't run, drop to the floor and start rolling over and over again until
you manage to smother the flames. Cover your face with your hands.
 Never turn back, if you have managed to get out, your life is more important than the goods.

After the emergency

 Do not return to the affected area until authorized by the competent authority.
 Assess the damage with the support of maintenance personnel.
 Cooperate with the authorities in the surveillance and security of the affected area.
 Support the victims.
 Keep calm.

6.1.3.-Fire under the hood

 Move the vehicle to an area away from the fuel pumps.


 Never lift the hood.
 Discharge the contents of the extinguisher through the radiator grill or hood vents.
 If the above is not achieved, open the hood 2 to 4 cm and discharge the extinguisher.
 Finish extinguishing the rubber parts with fire using a three-class ABC extinguisher or
water.

6.1.4.-Fire in the vehicle's tank pipe

 Do not remove the gun from the muzzle to avoid an extension of the fire.
 Make the occupants get out of the vehicle.
 Extinguish the flames by discharging the extinguisher and/or throwing a rag soaked in
water over the mouth of the pond.
 Once turned off, cool the surfaces with water.

 Have the person lie down immediately. This will prevent the flames from reaching the head
part.
 Use a fire blanket or a coat to smother the fire that engulfs the person. If you do not have a
blanket, force the person to roll over on the ground to try to smother the flames.
 If necessary, use a fire extinguisher, preventing the chemical powder from reaching the
face.
 When the fire is out, remove the cover and pour water over the person until he or she is
soaked.
 Call an ambulance to transport the person to the hospital for first aid and to check for
injuries.

Extinguishing equipment in service stations

Each EDS has two types of extinguishers, according to their extinguishing agent, depending on
the need:

 Dry Chemical Powder: For extinguishing combustible solids and liquids, as well as
electrical installations or equipment.
 Carbon Dioxide: Mainly BC type risks (liquid fuels and electrical equipment).

In the SDSs, 10 kg dry chemical powder (DPC) extinguishers, with an extinguishing potential of 40
ABC, are distributed in each fuel sales island.

Carbon dioxide (CO2) 5 kg extinguishers are installed in the corridors where the general electrical
panel is located and in the administrative offices. with an extinction potential of 40 BC.

6.2.- EMERGENCY PROCEDURE FOR EARTHQUAKES

During the emergency

 Stop equipment/processes that may be affected and/or increase the probability of


occurrence of Incidents.
 De-energize electrical equipment, pumps and others that could generate fires.
 Open and keep open the exit doors of the premises.
 Move away from power lines, poles and buildings from which objects may fall.
 Evacuate personnel from their location to the established Safety Zones.

After the emergency

 Remain alert, remember that after an earthquake the tremors will continue or there will be
new aftershocks.
 Verify that the facility's personnel are fully and in good physical health, assisting those in
need.
 Providing first aid care to injured personnel.

 If the magnitude of the telluric movement is considerable, you must wait for the approval of
the risk prevention expert, who will coordinate with the personnel in charge, if it is feasible
to return to the work that was being carried out.

Verification of the installation

 Enter damaged buildings with great caution, taking care to stay away from loose or
damaged electrical conductors and badly damaged buildings.
 Try to clean and tidy the premises.
 Check electrical equipment and installation by qualified technical personnel; arrange and
prepare fire extinguishers to secure the area in case of possible fire.
 Once the electrical equipment has been verified, the light connection will be gradually
connected by circuits.
 Verify the damage caused by the seismic phenomenon, taking note of everything that
occurred for subsequent reporting to higher levels.
 Report via phone, email or fax to superiors on the status of the facilities and actions taken.

6.3.- PROCEDURE IN CASE OF SPILLS OF COMBUSTIBLE LIQUIDS.

6.3.1.-In case of fuel spill on the surface:

 In case of fuel spills, only clean and dry sand should be used to contain them adequately
to prevent them from going into canals and/or sewers.
 Isolate the area, not allowing access of other vehicles and people to the ES.
 Collect the spilled product and place it in the hazardous waste container, which should be
properly labeled.
 The procedure should be carried out immediately to avoid possible inflammation of the
spilled liquids.
 In the event that the spill is significant and begins to move towards public roads and/or
canals/sewers, external emergency agencies should be notified immediately.
 Ready the extinguishers around the spill at a distance of 5 meters.

6.3.2.-Spillage of fuel on clothing

 Do not take off your clothes. May produce static sparks with risk of ignition.
 Suspend all activities.
 Go to the locker room, enter the shower with all clothes on and soak with plenty of water.
 At this point, take off your clothes and wash your body with soap and water.

6.3.3.- In case of contamination of tanks with product of different flash points in discharge

 If product contamination is detected, stop the discharge.


 Stop the sale of product at the pumps that are connected to this tank.
 Notify the person in charge of the reception of the EdS.

 Notify Enex Zone Manager


 Activate emergency cascade to attend to the removal of the product and its final disposal.
 The EoS operator must notify SEC within 24 hours of the incident.

6.4.-PROCEDURE IN CASE OF OCCUPATIONAL ACCIDENTS

6.4.1.-Minor accidents

In the occurrence of an accident considered minor, the affected person will immediately inform his
or her direct supervisor, who will notify the Risk Prevention Advisor, who, depending on the injury,
will send him or her to MUTUAL C.CH.C. or to the nearest medical center.

It is the Fuels Manager's obligation to carry out the investigation of the work accident, so that they
can recommend in time the appropriate corrective actions to avoid the repetition of similar
situations.

6.4.2.-Serious Accidents

In major accidents, the following will be carried out:

 The most senior personnel on the scene shall immediately suspend the affected work, take
immediate measures to correct the causes of the accident and, if necessary, allow the
workers to evacuate the workplace.
 Accidents of this nature will be reported to the Risk Prevention Advisor and Company
Management immediately.
 The Risk Prevention Advisor will immediately notify the Labor Inspectorate, the Seremi de
Salud. (BASED ON CIRCULAR 2345)
 Work will be resumed with the prior written authorization of the inspection body.

6.4.3.-Fatal Workplace Accident

 Once the event has occurred, it is the Workers' obligation to immediately inform the Site
Manager, who in turn will immediately inform the Risk Prevention Advisor and the
Company Manager.
 The most senior personnel on site will immediately suspend the affected work, take
immediate measures to correct the causes of the accident and, if necessary, allow the
workers to evacuate the workplace.
 The body is covered with blankets, blankets or others.
 The Risk Prevention Advisor will immediately notify the Labor Inspectorate, the Seremi de
Salud.
 The most senior personnel at the scene of the event should self-suspend the affected work
and take measures to correct the causes of the accident.
 The site of the event must remain unchanged until the order is received from the
appropriate agencies.

 Every worker shall have the obligation to cooperate with the investigation of the accident,
after it has been controlled.
 Work will be resumed with the prior written authorization of the inspection body.

In accordance with the provisions of the Circular issued by the Superintendency of Social Security
(SUSESO), in the event of a fatal accident or an accident with the characteristics described
above, the following procedure must be adopted and the following form must be used for
notification:

6.5.- PROCEDURE IN CASE OF MINOR INJURIES

They are those produced as a consequence of blows, cutting wounds without hemorrhage, slips,
foreign body in the eyes, attritions without fracture and those that in personal judgment so warrant.

What to do in case of minor injuries

 Contact risk prevention to evaluate the injured person and determine if he/she will be sent
to a health care center.
 Providing first aid care

6.5.1.-Ocular injuries

 The affected person should not have to operate on the eye

 Anesthesia will be administered and the eye will be checked and flushed with saline to
dislodge the particle.
 If the discomfort persists, the patient should be taken to a health care center.
 Notify headquarters

6.5.2.-Burns

 The burn should be wetted with plenty of water.


 Apply burn cream and wrap with clean gauze.
 If the burn is very extensive, the condition will be evaluated and the patient will be sent to a
health care center.

6.6.-PROCEDURE IN CASE OF SERIOUS GENERAL INJURY

They are those in which the injured person or persons are generally unconscious or semi-
conscious, with loss of balance, intense pallor, cold skin, cold sweat, deviated eyes, altered
breathing, shortness of breath, cardiac arrest or fatal. Examples:

 Blows to the head.


 Spine.
 Arterial hemorrhages.
 Easily observable fracture of the limbs.
 Electric shocks.
 Intense burns.
 Hit by machinery or vehicles.
 Falls from height.

What to do in case of serious injury

 If you do not know how to assess the situation, do not move the injured person.
 Verbally stimulate the worker to keep him/her conscious and not to go into shock.
 Call the corresponding Mutualidad (Emergency Cascade).
 Follow Procedure for serious or fatal accidents (Circular 2345)

6.6.1.- Arterial hemorrhage

 Bright red blood gushing out


 Apply pressure to the bleeding site with clean gauze and bandages to promote clot
formation and staunch bleeding.
 Elevate affected limb.

6.6.2.-Head whips

 Do not move the injured person

 If there are cuts, pull the wound together and apply pressure.

6.6.3.-Shock.

 The person will have a weak pulse


 Sweaty and pale
 Dilated pupils
 Stimulate and reassure the injured person

6.6.4.-Electrical discharge
 Disconnect power before touching the injured person.
 Check if the victim is breathing.
 Give first aid (trained personnel only).
 Call emergency services (ambulance or doctor).

6.7.-PROCEDURES IN CASE OF ASSAULT, BOMB THREAT OR EXPLOSION


6.7.1- In case of assault
During the assault
 Do not panic, keep calm.
 Do not antagonize the offender.
 Do not look him straight in the eyes.
 Do not be a hero, do not resist, and do not pursue the offender.
 Try to remember traits or elements about the thief.

After the assault

 Stop activities
 Make an emergency call to the Carabineros, immediately after the thieves have left the
place.. Then activate emergency cascade.
 Fuels Manager activates Mutual's ERIC Program for psychological injury incidents.
 Inform Carabineros to verify injuries.

6.7.2.- In case of a bomb threat


In case you receive a phone call, ask:

 Where is the pump?


 What type of pump is involved?
 When is it scheduled to explode?

 Evacuate in order and with caution all the ESD, closing the access with barriers.

 Shut off power to the ESD.


 Immediately call Carabineros at 133.
 Do not look for the pump or touch anything.
 Immediately leave the ESD to a safe area.
 Cooperate on a permanent basis with the Carabineros who are present at the site.

6.7.3.- In case of material explosions:

 Move away as quickly as possible from the affected area.


 Helping people who need your cooperation.
 Inform management of what happened in which area, location, number of personnel
involved, etc.
 If there are any injuries, resort to the nearest medical services.
 Verify structural damage to sanitary systems and electrical installations.
 No heroic actions.

6.8.- IN CASE OF VEHICLE ROLLOVER

In these cases, the following activities should be carried out in order to minimize the impact as a
result of the vehicular incident:

 Check for the presence of fire and/or fuel spillage, if so. The vehicle must be stopped and
the battery disconnected, immediately using the vehicle's fire extinguisher or any other fire
extinguisher at hand.
 Check if there are conscious people and if there are no injuries proceed to remove them
from the accident vehicle and move away.
 In the event that unconscious persons are found, trained personnel on the ground should
assist the injured until medical assistance arrives, who should provide first aid. In addition,
vital signs should be checked for injuries, and if not, try to remove from the vehicle with the
minimum of movement.
 Wait for the arrival of the ambulance to transport the injured to the nearest medical center
or to the CCHC Mutual clinic.
 In the event of a vehicle rollover, the victims should not be moved from their original
position. If possible, it is advisable to examine them by taking their pulse at the neck or
wrist, observing their breathing. wounds, fractures or hemorrhages should be visualized
and safely attended until specialized help arrives.
 If the injured person has a spinal injury, he/she should not move for any reason, as he/she
may become disabled, especially if he/she does not know how to do so. If the victim is
inside the vehicle, he/she can be rescued by removing the seat or the front or rear
windshield.
 In the event of death due to vehicle rollover, the body shall remain at the scene.

7.-EMERGENCY RULES AND TRAINING

In order to control the emergency situations described above, the service stations designate and
organize workers according to emergency roles.

Emergency roles are the activities performed by each of the workers during and after the
emergency to mitigate its impact. Emergency roles may be designated by position held or by job
title, and will be designated jointly by the Fuel and Risk Prevention Manager.

In addition, workers shall be trained in their respective emergency roles, and these shall be posted
in conspicuous places in the ESD.

Combustible emergency roles:

 Power outage
 Station closure with barriers
 Evacuation of customers and workers to safety zones
 In case of fire, act with fire extinguishers.
 In case of spillage, control with clean sand.
 Calling of emergency cascade numbers

In the event that first aid is required, only trained personnel may perform it.
In addition, in the event of fire and explosive devices, all personnel must be trained in the handling
and use of fire extinguishers in the stores in the event of a fire or possible explosion.
