1. Municipal Secretary, The Kolkata Municipal Corporation, invites Item Rate e-tender for the work detailed in the table
above (Submission of Bid through online). Tender will be opened by the Municipal Secretary, KMC.

2. In the event of e-filing, intending bidder may download the tender documents from the website
http://etender.wb.nic.in directly with the help of Digital Signature Certificate. Necessary cost of tender documents
Earnest Money may be remitted through NEFT / RTGS through any Scheduled bank in favour of the “Kolkata Municipal
Corporation” payable at Kolkata and also to be documented through e-filing.

3. Eligibility criteria for participation in the tender.

i. The prospective bidder having credential of 40% of the estimated amount during the
last 5 (five) years for a similar nature of completed work / two similar nature of
completed work each having 30% of the estimated value of the instant one during
the last 5 (five) years from the date of issue of this Notice and at least two works of
similar nature as a prime agency under authority of State / Central Government,
State / Central Government undertaking / Statutory Bodies Constituted under the
Statute of the Central / State Government / any corporation and like as it is a
prestigious and special type of work.

ii. Income Tax Acknowledgement Receipt for the last three Assessment year,
P.T. Payment Certificate (Current financial year). Pan Card, Valid Trade Licence / CE,
Valid Electrical Contractor / Supervisor SCC Licence, GSTIN Certificate are to be
accompanied with the Technical Bid Documents.

iii. The prospective bidders or any of their constituent partner shall neither have
abandoned any work nor any of their contract have been rescinded during the
last 5 (five) years. Such abandonment or rescission will be considered as
disqualification towards eligibility. (A declaration in this respect through affidavit
has to be furnished by the prospective bidders without which the Technical Bid shall
be treated as non-responsive.

iv. Registered Partnership Deed for Partnership Firm only along with Power of Attorney
is to be submitted. The company shall furnish its Article of Association and
Memorandum of Association.
 v. A prospective bidder shall be allowed to participate in a particular job either in the
capacity of individual or as a partner of a firm. If found to have applied
severally in a single job, all his applications will be rejected for that job, without
assigning any reason thereof.

4. Earnest money to be deposited at the time of tender would be converted to Security Deposit in case of successful
bidder. Earnest money would be returned back to the unsuccessful bidders as per e-tender norms.

5. Agencies shall have to arrange land and structure for erection of Plant & Machineries, storing of materials, labour
shed, laboratory etc. at their own cost and responsibility.

6. All materials required for the proposed work including cement and steel shall be of specified grade and approved brand
inconformity with relevant code of practice (latest revision) and manufactured accordingly and shall be procured and
supplied by the agency at their own cost including all taxes. If required by the Officer-in-Charge, further testing from any
Government approved Testing Laboratory or Government Engineering College shall have to be conducted by the agency
at their own cost. All structures required for the erection of the decorative illumination shall be of best quality, durable
and safe for the entire period of erection and entire responsibility shall be borne by the entrusted contractor. The
Kolkata Municipal Corporation shall in no way be responsible for any injury / damage / loss of material / life arising out of
execution of the contract / installation of the structure / decorative illumination during the entire period, from starting to
closing / dismantling of the structure / work.

1. The system will continue to run from 19.10.2023 to 19.11.2023 as per schedule of works/B.O.Q or as
may be specified item wise.

2. The tender participants should have sufficient experience of a similar type of work done within the last 5
years of minimum work value of 40% of the total estimated value of the instant tender prior to
tender notice. KMC’s credential policy will be followed.

3. The electrical works are to be supervised by a licensed Electrical Supervisor to be engaged by the
party. Approximate power load is to be informed to the KMC before taking up of the work.

4. The contractor or his representative shall be present for joint inspections with the Municipal Secretary /
Engineers / KMC Officials for each item of work during the entire work period and
B.O.Q will be considered according to the joint inspection report. Bill for the work shall not be entertained
without the joint inspection report duly signed by both parties and the same must be submitted with the
Bill of Work.
 5. No decorative illumination shall be other than in LED lighting. Traditional Chandannagore type of
lighting with tuni bulb is to be avoided. The size and shape of the designs should be for large public views
and must suit the structures for illumination. Innovative / Creative decoration in lighting system to suit
the occasion is encouraged.

6. The broad designs for LED illuminations may be collected by the intending bidders from the office of the
Municipal Secretary, KMC on request / creative designs may be got vetted by the Municipal Secretary, KMC.

Non statutory Cover/Other Important Documents

1) Credential of similar type of work/s as per KMC’s policy.

2) GSTIN, IT Return, PT Payment Certificate, PAN, GST Return of last quarter, Bank Solvency Certificate
for Rs. 25 Lakh / Last 3 months’ bank statement.

3) Electrical Contractors licence/ valid Electrical Supervisor’s SCC Licence engaged for the work.
4) Registered / Notarized/ Deed of partnership Firm / Article of Association & Memorandum of Association.
5) Power of Attorney (for Partnership Firm / Private Limited Company), if any.

6) Affidavit as per declaration stated in 5, (iii)of eligibility criteria as at page 3, the prospective bidders or
any of their constituent partner shall neither have abandoned any work nor any their contract have been
rescinded during the last 5 (Five) years. Such abandonment or rescission will be considered as
disqualification towards eligibility. (A declaration in this respect Affidavit has to be furnished by the
prospective bidders without which the Technical Bid may be treated as non-responsive.)
