INTRODUCTION
Time overrun in construction projects in Addis Ababa City, Ethiopia, is a
significant issue where projects fail to be completed within the agreed period,
leading to cost overruns, disputes, and project abandonment. Factors such as
contractors, clients, and consultants can cause delays, causing setbacks in
project progress. Time performance is crucial for project success, and
managing delays can lead to significant resource savings. Over 82.3% of road
and building projects in Addis Ababa city fall behind schedule due to known
and unknown reasons. Previous studies have not adequately addressed all
factors causing time overrun, including material, labor, equipment, financial,
government authorities, and social and economic-related factors. This study
aims to identify existing and emerging factors, rank their severity, and propose
remedial measures to mitigate the adverse consequences.

PROJECT OVERVIEW
Due to time overruns, construction projects in Addis Ababa, Ethiopia, have
been suffering from considerable delays. In a research with 121 respondents
from the construction industry, 54 delay-causing causes were found and
categorised into ten groups. The most important ones were consultant
resistance, incorrect contract estimates, approval and decision-making delays,
and a delayed labour mobilisation. Lack of enthusiasm, inadequately
distributed cash, and the lack of contractor incentives were the least important
reasons. Correct responsibility allocation, the use of the earned value principle,
a thorough task breakdown structure, and project software for planning and
monitoring project performance are some corrective approaches that have
been suggested to reduce these problems.
Causes Of Project And Time Overrun
Project and time overruns in the construction industry can be brought on by a
number of things, such as underestimating expenses, errors in calculations, a
lack of experience, late equipment delivery, bad design, payment delays, poor
contract administration, and disorganised site operations. Significant causes in
Addis Ababa, Ethiopia, include consultant resistance, faulty contract
estimation, approval delays, delayed labour mobilisation, a lack of funding, low
enthusiasm, and contractor incentives.

IMPACT OF PROJECT AND TIME OVERUN

Project and time overruns in construction projects can lead to negative

consequences such as cost overruns, disputes, project abandonment, and poor
quality. They can result in financial losses and resource wastage, as additional
time and resources are required to complete the project beyond the agreed
schedule. Time overruns can also cause delays in project delivery, causing
inconvenience to stakeholders and affecting overall performance. Construction
delays can lead to increased costs, such as labor and material costs. Time
overruns can negatively impact the construction industry and the economy by
hindering timely completion of infrastructure projects and delaying the
intended benefits. Effective management and identification of the causes of
project and time overruns are crucial for successful project delivery.

CONCLUSION
The study on project time overrun in Addis Ababa City, Ethiopia, identified
several factors causing delays, including reluctance of consultants, inaccurate
contract estimation, delay in approvals and decision-making, slow labor
mobilization, insufficient allocated funds, low motivation, and lack of
incentives to contractors. The top four most influential factors were reluctance
of consultants, inaccurate contract estimation, delay in approvals and decision-
making, and slow labor mobilization. The study also highlighted the need for
continuous research on the subject matter due to the changing dynamics of
factors causing time overrun due to technological advancements. Remedial
measures to mitigate time overrun included proper responsibility assignment,
the earned value principle, detailed work breakdown structures, and project
software for effective scheduling and tracking. The study recommended that
construction stakeholders carefully manage these factors during the design,
implementation, and monitoring phases of projects to minimize adverse
impacts.
