a) State the job description and job specification of a storekeeper’s officer.

StoreKeeper's job is to Be Collecting, processing, and documenting all items received and paid
for will make it easier for Hospital Teratai Indah. In addition, assist with inventory activities as

In conclusion, storekeepers need to have good teamwork skills. Storekeeper jobs involve many
departments in a business. Therefore, you need to coordinate with other departments such as
warehouse accounting, management, engineering, and warehouse security to ensure and
maintain the progress of warehouse work in a proper order just like in a hospital. Therefore,
coordination and teamwork skills play an important role.

QUESTION 2
a) Explain FIVE (5) methods that can be used by the organization to overcome the
SURPLUS of employees.

1. Freeze recruitment / hiring. Stop recruiting new employees and allowed managers to
organize and align their employees more efficiently. Department which has surplus
members may allowed manager from other department to use the service of the surplus
member (cross-service as in matrix structure of organization). The work burden could be
share among members and reduce the stress and burden carry by one.

2. Early retirement. The aim of this action is to cut the labor cost by reducing worker's
aging workforce. This is the best way to not only reduce the number of employees, but
also to avoid paying large amount of compensation if one organization have to dismiss
or terminate workers.

3. Physical exchange of resources without leakage

First, there needs to be a way to facilitate the buying, selling, renting, and free exchange
of surplus assets without leakage. The quantity, price, location, and condition of surplus
assets must be easily visible, ideally virtually hosted on a marketplace, with notifications
to the right parties at the right time in an effort to reduce the likelihood of leakage in the
system.

4. post-transaction documentation

Most existing reuse programs do not keep track of assets after the exchange has taken
place. Users gain easy access to the items they have claimed interest in only to throw
them away/leave them idle in storage. Instead, reuse networks must be intertwined with
a sustainability metrics report at the end of each month which documents the monetary
value recaptured, the amount of weight diverted from landfill, and the whereabouts of
resources that remain. This will help universities better understand the impact of their
sustainability efforts, on both procurement costs and environmental waste reduction.

5. Retaining value within systems with rentals

Most universities already possess a majority of the physical assets required within the
institution. However, procurement personnel are often double-buying items as there is a
lack of understanding and visibility of those existing assets. Resources only fulfill their
true value when they are fully utilized, not sitting idle in a storage room. By circulating
existing assets within members of an organization through rentals you retain and restore
value into resources already present within a university’s system.

b) Explain the concept of Voluntary Separation Scheme (VSS) and Mandatory Separation
Scheme (MSS) that can be used by organizations to reduce the surplus of employees.

Voluntary Separation Scheme (VSS)

A VSS is a scheme in which an employer invites the employee to cease employment


with the employer voluntarily. As part of this scheme, a compensation package will be
offered to the employee in consideration for the employee's voluntary agreement to
cease employment with the employer. A Voluntary Separation Scheme (VSS), also
known as a Voluntary Early Retirement Scheme (VERS) or Voluntary Retirement
Scheme (VRS), is a human resource management strategy used by organizations to
reduce their workforce voluntarily. It allows employees to opt for voluntary separation
from the company.

Voluntary Participation VSS is entirely voluntary, meaning employees are not forced or
coerced to participate. They choose to opt for the scheme based on their own
considerations and circumstances.

Financial Incentives, employees who opt for the VSS are usually offered financial
incentives, such as severance pay, early retirement benefits, or other financial packages
based on their years of service and salary levels.

Reduction of Workforce ,the primary objective of a VSS is to reduce the workforce in a


non-coercive manner. By offering attractive benefits, the organization aims to achieve
cost savings and streamline operations without resorting to layoffs or involuntary
terminations.

Mandatory Separation Scheme (MSS)

The Mandatory Separation Scheme (MSS), where the employer has the right to force
employees to leave the company. Mandatory Separation Scheme (MSS), also known as
a Voluntary Retirement Scheme (VRS) or Voluntary Separation Scheme (VSS), is a
program implemented by organizations to reduce their surplus of employees in a
structured and planned manner.

Eligibility Criteria is an organizations establish specific eligibility criteria for employees


who can participate in the MSS. These criteria may include age, years of service, job
role, or other relevant factors.

Offer Details is employees meeting the eligibility criteria are offered an attractive
package or incentive to voluntarily separate from the organization. The package may
include financial incentives such as severance pay, pension benefits, medical insurance,
and other benefits based on the employee's tenure and position within the organization.

Communication and Counseling was the organization communicates the details of the
MSS to eligible employees and may provide counseling sessions to help them
understand the implications of participating in the scheme. Employees are given the
opportunity to clarify their doubts and concerns.

c) Briefly explain the importance of human resource planning.

Human resource planning (HRP) is crucial for effective management and optimal utilization of
human capital within an organization. Human resource planning (HRP) allows a business to
better maintain and target the right kind of talent to employ—having the right technical and soft
skills to optimize their function within the company. It also allows managers to better train the
workforce and help them develop the required skills.
