CHAPTER 1
INTRODUCTION AND BACKGROUND
Introduction
Butibori Industrial Area is one of the prominent industrial areas in Vidarbha Region of state
of Maharashtra. The industrial estate has many large, medium and small scale industries and
export oriented units. As a part of national environmental policy and to abate industrial
pollution, Common Effluent Treatment plant (CETP) was established jointly by SMS
Infrastructure Limited., Maharashtra Industrial Development Corporation (MIDC) & Butibori
Manufacturer’s Association (BMA) in the year of 2006 with 5 MLD capacity keeping facility to
expand up to 10 MLD capacity.
The existing CETP was designed for 5 MLD capacities with primary, secondary and tertiary
treatment and provision is kept in design so that in future it can be expanded to 10 MLD
capacity. Number of industries in MIDC, Butibori is increasing day by day and many of the
existing industries are under the process of expansion. During operation of existing 5 MLD
plant, incoming effluent flow was often recorded exceeding 5 MLD. Based on current
scenario of expansion of existing industry and upcoming new industry expansion of existing
5 MLD capacities to 10 MLD is envisaged. Provisions for collection of effluent and pumping
to CETP (Expansion quantity 5 MLD) and design & development of HRTS (For expansion
quantity 5 MLD) shall be responsibility of MIDC as done in first phase of 5 MLD. NEERI
suggestions shall be incorporated while designing the HRTS.
Need of an Expansion
Expansion of common effluent treatment plant, named as Butibori CETP Pvt. Ltd (BCPL) is
being proposed based on present intake of Butibori CETP which is almost to its full designed
capacity of 5 MLD. In monsoon this intake increases and cross the designed 5 MLD capacity
which is very difficult to manage. In addition to this upcoming industries coming in the
industrial estate and expansion of existing industries considering these factors need of
another 3- 3.5 MLD capacity is need of an hour and 5 MLD capacity increase will suffice the
present and future expansions.
At present CETP is on an average basis receiving effluent at 4.5 to 5.0 MLD flow. (Data
Attached below in chapter 2 with design basis)

CHAPTER 2
BASIS OF DESIGN
Detailed project report is prepared based on following design basis:
Based on the type and nature of industries expected in the estate and based on present
operating experience, waste water characteristics proposed for the expansion project is
marginally revised than the present design inlet characteristics of waste water.
Characteristics of inlet waste water to CETP present and proposed is are tabulated in Table
2.1

Notes:
1. Effluent from the industries shall be collected by MIDC in their three effluent
collection tanks and then effluent shall be pumped to CETP wastewater collection
sump by MIDC at uniform rate. It is assumed that if any up gradation in conveyance
system is required shall be taken care by MIDC separately.
Characteristics of the treated effluent are tabulated in table 2.2 below. Treated water from
CETP is required to comply with following parameters as per CCA issued by MPCB.

At present 5 MLD of tertiary treated waste water is discharge through HRTS (High Rate
Transpiration System) which is based on NEERI design and developed in 25 Hectors of land
by MIDC. The CETP is proposing the discharge of future 5 MLD treated water through
additional HRTS system to be developed with further improvement to be suggested by
NEERI.
2.4 Battery Limit

CHAPTER 3
PROCESS DESCRIPTION
Butibori industrial area consists of different type of small, medium and large-scale industries.
Major part of wastewater generated are from large textile based industries and small
number of food processing industries. Data of wastewater generation and its quality, as well
as performance of existing effluent treatment plants for similar wastewater, indicates that
waste is suitable for biodegradation and hence a treatment scheme based on Conventional
Biological Degradation of waste water is suggested. In addition to take care of incoming
concentration of suspended solids physico chemical treatment followed by clarification
process is included. After biological treatment to meet the final discharge norms tertiary
treatment having pressure sand filter, activated carbon filter and chlorination treatment is
also included in the treatment scheme. The brief process description is as given below.
CETP shall receive the wastewater from existing pumping station where provision of
screening, equalization, settling and grit/settable solids removal has been provided by MIDC.
From here effluent is received in waste water collection sump of CETP.
Major effluent contributing industries shall install Online monitoring system to monitor flow
& quality of waste water discharged to CETP/MIDC sumps. And Industry shall bear the
installation cost of Online monitoring system.
In the present plant waste water is received at the inlet of waste water collection sump and
from here effluent is transferred to a Tank which is adjacent to the Existing Aeration Tank.
Now this tank will be utilized as second Aeration tank. So a new equalization tank will be
required to build for enhanced load. So for the proposed expansion waste water from waste
water collection sump will be transferred to proposed equalization tank. At the inlet of
equalization tank oil and grease trap and fine screen shall be provided. Since MIDC is having
their own collection and pumping facility for the effluent collection and conveyance before it
is reached to CETP site, it is expected that load on fine screen chamber will be very much
minimum. Operation of Effluent Feed Pump from waste water collection sump will be
automatic using level switch installed in waste water collection sump. Oil and grease trap is a
baffled wall channel where waste water is subjected to up and down flow for the removal of
top floating particles at the top surface. Top separated oil and grease layer is collected from
the top layer by manual skimming operation through collecting troughs and drain pipe. Fine
screen is installed in fine screen chamber. Mechanical type fine screen is provided to restrict
particles up to 10 mm size. As a standby to mechanical type fine screen, fixed type fine
screen is also provided. Particles collected on fine screen are transferred mechanically on
belt conveyor for collection. For successful plant operation it is very essential to have
uniform quality and quantity of effluent available to feed for treatment. Equalization tank
will be provided to take care of variation in effluent quality and quantity. Equalization tank

with 8 hours hydraulic retention time will be provided separately. Equalization tank will also
be provided with coarse bubble diffusers for complete mixing of waste water. Complete
mixing will also help to avoid settlement of suspended particles in Equalization tank bottom
which in long turn reduces tank operating condition and develop septic condition at the
bottom of equalization tank.
Effluent from Effluent Feed Pump shall be taken to two parallel streams of Flash Mixer for
the reaction with lime slurry. pH of effluent is raised in the range of 8.5 to 9.5. Effluent from
flash mixer is then taken to Flocculator, where Ferrous Sulfate is added to carry out
flocculation and coagulation of suspended and precipitated particles. From Flocculator
effluent is passed through reaction channel where suitable polyelectrolyte shall be added to
increase settling rate of flocculated and coagulated mass. Two flash mixer is series followed
by flocculator and reaction channel will ensure complete reaction of lime slurry with effluent
to achieve desired result before effluent enters into primary clarifier.
Existing two primary lamella clarifiers are provided for separation of solids from the physico
chemical treatment process. New additional three numbers of primary lamella clarifiers shall
be provided in parallel to the existing one. Primary lamella clarifiers are provided with Tube
deck packing to provide high surface to volume ratio for settling under gravity. Clear
overflow from primary clarifier is conveyed to biological treatment section of the plant.
Settled sludge at the bottom of the existing and new primary clarifier is transferred to
primary sludge sump.
Similar to the existing plant, activated sludge process is selected for biological treatment of
effluent. Here, soluble BOD is stabilized by oxidation of organic matter by microorganism.
Microorganism is supplied with oxygen and nutrients (DAP and Urea) necessary for their
metabolism. Existing equalization tank shall be converted to Aeration Tank 2. Thus for 10
MLD capacity there will be two aeration tanks. Oxygen required is provided by air blower
through non-clog type fine bubble membrane diffusers to achieve higher rate of oxygen
transfer efficiency. Mixed liquor overflow from aeration tank is taken in to secondary

clarification process, for the separation of microorganism from treated wastewater under
gravity. In addition to existing two numbers of secondary lamella clarifier one secondary
clarifier shall be provided in parallel to meet the requirement of additional capacity. Bottom
sludge from the existing secondary lamella clarifier and new secondary clarifier is returned
back to bio sludge tank from where it is pumped back to aeration tank and recycle ratio is
decided based on the design MLVSS level in the aeration tank. Excess bio mass is discharged
through sludge handling system. Nutrient and food if required additionally shall be fed to
aeration tank from respective tanks.
In existing treatment scheme chlorination stage is not provided as tertiary treatment. But in
the proposed scheme chlorination is added before tertiary treatment of waste water for
disinfection of treated waste water.
Clear wastewater after biological treatment shall be subjected to tertiary treatment. The
tertiary treatment consists of chlorination system, pressure sand filter and activated carbon
filters. Effluent from biological treatment shall be passed through chlorine contact tank
where preferably sodium hypochlorite dosing is carried out for chemical oxidation of
effluent to enhance colour removal from the effluent.
Effluent from chlorine contact tank is subjected to treatment through pressure sand filter
and activated carbon filter through intermittent storage tank. PSF removes suspended solids
to much lesser level and activated carbon filter provides polishing treatment for color and
COD removal from the waste water so that final treated waste water meets the discharge
norms specified by MPCB to discharge into HRTS system. Both PSF and ACF are required to
provide back washing daily for cleaning of filter beds. The back washed water is diverted is
taken back to waste water collection sump for further treatment. Additionally 3 sets of PSF
and ACF shall be provided parallel to existing 2 sets.
At present sludge generated from primary lamella clarifier and secondary lamella clarifier is
collected in sludge tank and then this sludge is pumped through filter press for dewatering.
Sludge collected in filter press is squeezed further using compressed air for water removal.
Sludge is then collected in bottom container for sending it to the TSDF site.
For proposed primary and secondary sludge generation from the lamella clarifiers and
clarifiers will be first fed to mechanical screw type primary sludge thickener and secondary
sludge thickener respectively to increase sludge consistency from 1% to 5% by wt. Thickened
sludge is then fed to existing filter press, primary screw press and secondary screw press
from respective thickened sludge sumps. Dewatered primary sludge from these equipments
is sent to TSDF site for secured landfill. Dewatered secondary sludge from these equipment
can be sent to cement industry for co-processing or for land application after suitability test.

Note:
Present SWD of Aeration Tank is 4.5 M. This SWD needs to be increased to 5 M + 0.5 M Free
Board. For this purpose present lamella clarifier hydraulic needs to be checked and adjusted.

CHAPTER 5
ELECTRICAL AND INSTRUMENTATION
5.1 Specification of Electrical Work
Existing plant has HT switchyard, Transformer and LT Switch yard. As per the requirement of
additional electrical load for the proposed expansion, HT switchyard, transformer and LT
Switchyard needs to be increased. General Specifications of LT switch yard is provided as
under with drive list
The following voltage levels shall be used to provide electrical power for various purposes:

For medium voltage motors, the voltage available at the motor terminals is equal to or
greater than 75 % of rated voltage. Voltage drop in supply cable feeding the motors and
other 3 phase loads are restricted to 5 % of rated voltage. Voltage drop in supply cable,
feeding the lighting fixture from lighting distribution board / panel are restricted to 2 %
when all the lighting point connected to the circuit are switched ON.
Plant area is ‘safe’. And all electrical equipments are suitable for safe area.

The MCC is free standing, floor mounting, dust and vermin proof, single front, fixed type
version. MCC provided with one incomer feeder. Cable entry is from bottom and bus bar is
located on top portion of MCC. MCC to have 3 phase and neutral bus bars, colour coded at
regular intervals. Bus bar chambers shall be accessible from the front.
4.2 Each motor feeder is provided with fuse switch, contactor, and thermal overload
relay with in-built single phasing protection. ON / OFF indicating lamps 1 No. - 2 position
selector switch (remote / local). 2 Nos. instrument panel and local near the drive.
4.3 DOL/Star delta starter feeders are provided for all motors.
4.4 Provision for remote ammeter is provided by incorporating 1 No. CT in ‘Y’ phase in
all motor feeders rated above 30 KW.
4.5 1 No. 63 A FSU feeder is considered for feeding power to 3 Nos. 32 A, 3 phase
metallic plug sockets with MCB, distributed in the plant.
Motors are TEFC squirrel cage type, suitable for operation on 415 V + 10 % - 10 % and 50 Hz
+ 3 % - 3 %, 3 phase, 3 wire supply. Motors are suitable for continuous duty. All motors have
degree of protection as IP - 55 as per IS 325. Motor insulation is class ‘B’ and temperature
rise of 80 C is permitted above ambient temperature of 40 C.
1.1. KV grade cables are PVC insulated, PVC sheathed, armoured cable with aluminium
conductors.
The control cables are PVC insulated, PVC sheathed, armoured cable with copper
conductors. Minimum size 3 C x 1.5 sq. mm.
6.2 Power cables are sized based on 0.6 derating factor and voltage drop of 5 % power
cables for motors have 3 numbers of cores.
6.3 In plant area cables are laid on site fabricated cable trays supported at 3.0 m above
ground level or above pipe racks wherever available.

HIGH RATE TRANSPIRATION SYSTEM (HRTS)
6.1 Design Criteria
Following design criteria is adopted for the disposal of additional 5 MLD treated waste water
through HRTS
HRTS permits the disposal of 60 - 120 m3 of wastewater per hectare of land per day,
as all the wastewater is utilized in this process, the ground water pollution problem
is avoided. For all practical purpose and to be on safer side disposal at the rate of
120 m3 of waste water per hectare of land per day is considered.

Design will be subject to approval and authentication from NEERI, Nagpur

HRTS area

soil matrix. The design and description of piezometers is detailed in Figure 9.4.
Treated waste water from CETP will be disposed to entire HRTS system.
From Treated water tank, through pipeline, waste water is fed at the inlet of each
feeding channel. Pipelines for each feeding channel are isolated through valves.
Unused / drained water from the HRTS system will be connected in an underground
storage tank downstream of HRTS system. This water will be pumped back through

CHAPTER 7
SPECIFICATION FOR CIVIL WORK
7.1 DESIGN CRITERIA
Safe bearing capacity:
Safe bearing capacity shall be ascertained at site, however for design purpose SBC shall not
be considered more than 25 t/m2. Accordingly foundations shall be designed
Concrete:
Cement: Unless specified all cement shall be Ordinary Portland cement and in accordance
with Indian Standard specification as revised from time to time.
Sand: Sand shall be clean and gritty composed of hard siliceous gains and free from clay or
any vegetable/organic matter. All sand shall pass through a mesh 4.75 mm. If there is any
trace of earthy matter, sand must be washed/screened.
Aggregate: Aggregate shall comply requirement of IS 383. Aggregates shall consist of broken
stones, sound, hard and durable so as to pass through 20 mm mesh. The size shall not vary
as far as possible. All aggregates must be perfectly cleaned, cubical and should be washed if
necessary and free from sulfur. No limestone be used.
Fly Ash: Fly ash confirming to Grade I of IS 3812 may be used as part replacement of
ordinary Portland cement provided uniform blending with cement is ensured. The maximum
quantity of fly ash shall be 60 kg/M3 for M250 grade mix design concrete.
Centering: The terms centering shall include all forms, moulds, shuttering, plates, poles,
shores, strutting and up rights and all other temporary supports for the concrete to be laid.
The centering shall be of such dimensions and as constructed as to remain rigid during the
process of laying, curing, tamping and settling the concrete, Joints must be water tight so as
to prevent the leakage of liquid cement paste.
Water Cement Ratio: The proportion of water should be as per IS 456-2000 clause 5. The
proportion of cement & sand and its crushing strength will depend upon the grade of
concrete.
Placing of concrete: Before concrete is put in position centering must be fully wet with
water in order to prevent sucking moisture from the concrete. The concrete shall be placed
in its final position in the work as soon as possible after mixing and care must be taken to

place it gently in position and not to drop it from a height. It must be well tamped and
vibrated with mechanical vibrator till all the air is expelled. Care must be taken to see that
reinforcement is thoroughly surrounded by the liquid concrete and there are not voids or
cavities are left. The concrete shall be continuously watered and kept damp for 21 days after
placing in position.
Striking Centering
Under the ordinary circumstances the centering of the slabs beam and column shall be
removed as per the following conditions
General workmanship: This should comply with Clause No 1 of the Indian Standard
Specification 250:1965.

Grade of Concrete:
a) The Grade of Concrete shall be M250 for all structures coming in contact with

The above grade of concrete shall be considered for designing the units of CETP.
Steel: Only TMT bars/ steel of Shyam / TATA / equivalent make shall be use for the above
work.
IS: Code: IS: 456 – 2000 and IS: 3370- 1965 or latest version of IS: Code for design and
application.
All concrete shall be as per design mix and the same shall be batched by volume.
Minimum cement content for various grades of concrete shall be as per IS 456: 2000
or IS 3370.
The hydro test for liquid retaining structures shall be done in accordance with IS
3370. However, the liquid depth for testing purposes shall be design liquid depth
excluding the free board.
Maximum cover to main reinforcement shall be as per relevant IS ( 456:2000, 3370 )
All concrete surfaces shall be fair finished concrete and 20mm plastering shall be
done, if specified by the designer.
Water proofing for RCC roof terraces shall be done. The Grade of Concrete shall be
M200 for all other RCC Structures.

Walkways shall have minimum clear width of 0.9 Mtr and railing shall be of 0.9
meter height made of three rows of GI pipes of 25mm Dia and with the support of
40mm GI pipe spaced at 2000mm c/c.
Half brick partition walls shall be constructed in CM 1:4 with 8 mm hoop iron
reinforcement at every 4th course.
Half brick masonry walls used as partition walls shall be directly rested on the
ground floor slab by locally thickening the floor slab.
Communication walls within and over the units shall be 900 mm wide.
Specifications of floor-on-grade in pump skid shall be as under –
a. Rubble filling 230 mm over well compacted earth.
b. 100 mm thick RCC slab of grade M 15 with one layer of reinforcement of 8 mm
(tor) dia 300 mm c/c both ways over PCC.

ENVIRONMENT MANAGEMENT PLAN
ENVIRONMENT MANAGEMENT PLAN
The common effluent treatment facility at Butibori, will comprise of following stages:
1. Primary Treatment
2. Physico - Chemical Treatment
3. Biological Treatment
4. Tertiary Treatment
As per scheme the influent will be collected in the sump and then it will be treated in a
stepwise manner to bring down the pollutants at different stages. The effluent after
activated carbon filter will be collected in the treated water collection tank.
For smooth operation and to achieve the treated effluent quality, regular monitoring of the
plant is very much required. The samples from different stages of treatment shall be
collected and analyzed as per details given in the table-1. The samples will be composited of
24 hrs, collected after every hour of interval. The samples will be analyzed in the CETP
laboratory and a record will be maintained on daily basis.

Deep well burial of toxic effluents should not be resorted to as it can result in
resurfacing and ground water contamination. Re-surfacing has been known to cause
extensive damage to crop and livestock
In all cases, efforts should be made for re-use of water and its conservation
Air Pollution Management
The emission levels of pollutants from different stack should conform to the pollution
control standards prescribed by Central or State Boards
Adequate control equipment should be installed for minimizing the emission of
pollutants from the various stacks
In-plant control measures should be taken to contain the fugitive emissions
Infrastructural facilities should be provided for monitoring the stack emissions and
measuring the ambient air quality including micro-meteorological data (wherever
required) in the area
Proper stack height as prescribed by the Central/State Pollution Control Boards should
be provided for better dispersion of pollutants over a wider area to minimize the effect
of pollution.
Solid & Hazardous Waste Management
The site for waste disposal should be checked to verify permeability so that no
contaminants percolate into the ground water or river/lake
Waste disposal areas should be planned down-wind of villages and townships
Reactive materials should be disposed of by immobilizing the reactive materials with
suitable additives
The pattern of filling disposal site should be planned to create better landscape and be
approved by appropriate agency and the appropriately pretreated solid wastes should
be disposed according to the approved plan
Intensive programs of tree plantation on disposal areas should be undertaken

Illumination:
Adequate exterior and interior lighting throughout the plant will be provided
Emergency lighting (battery operated lights) will be provided
Laboratories:
Full-fledged laboratory facility for the monitoring of CETP performance and continuous
up gradation and optimization of plant operation is already provided.
Personal Protective and Safety equipment:
Safety shoes, chemical aprons, work cloths, safety helmet and rubber boots will be
provided
Safety equipment will be located for easy access in an emergency
Safety Helmets and ear plugs will be provided for visitors
Piping and Valves:
The valves will be accessible and easily operated
Head clearance will be provided
Piping will be designed in such a way that will not block or restrict access for routine
operation or maintenance
Walkway, Ladders and stairways:
Nonslip stair treads on landings and stairs will be provided
Stair risers of equal height and proper slope will be provided
Handrails of type and cross section will be provided such that they can be fully gripped
with fingers and thumb
Rest landings on stairways will be provided
Prevention, maintenance and operation of Environment Control Systems
Adequate safety precautions will be taken during preventive maintenance and shut

More than 33% of total plot area shall be developed under green belt development. Native,
fast growing tree species will be planted. Ground flora and shrubs species shall be provided.
Proper maintenance shall also be ensured for survival of the plant species.
Disaster Planning
Proper disaster planning shall be done to meet any emergency situation arising due to fire,
explosion, sudden leakage of gas etc. Firefighting equipment and other safety appliances
shall be kept ready for use during disaster/emergency situation including natural calamities
like earthquake/flood.
