SUBJECT : Proposed Ordinance No. 2020-198 entitled “An Ordinance

Recognizing Memorandum Circular NO. 2022-017 of Department of
the Interior and Local Government (DILG) which includes the cancer
and rare disease under type of Disability and Providing Additional
Benefits to all persons with Disabilities in the Municipality of Basco

The Committee to which was referred the subject matter from the Local Chief Executive has
the honor to report back its finding and recommendations to wit:

FINDINGS:

1. The DILG issued Memorandum Circular No. 2022-017 which includes cancer and
rare disease under types of disability;
2. Section 25 of Republic Act No. 11215 states “cancer patients, persons living with
cancer, cancer survivors are considered as persons with disabilities (PWDs)”;
3. Section 10 of Republic Act No. 10747 states “persons with rare diseases shall be
considered as person with disabilities (PWDs);
4. The objective of this subject ordinance is to recognize Memorandum Circular No.
2022-017 of the DILG which includes the cancer and rare diseases under type of
disability;
5. The said subject ordinance was forwarded to the Municipal Social Welfare Officer
and Municipal Local Government Operation Officer for proper consultation and
suggestion.
6. Section 2.3 to include in the definition the persons with disability instead of disabled
person.
7. To add privileges and benefits like cash subsidy to be given during, the conduct of the
Municipality prevention and rehabilitation week celebration very 3rd week of July.
RECOMMENDATIONS:

1. In view of the a above findings, the committee hereby recommends to the August
Body to calendar the Proposed Ordinance No. _____ Series of 2023 for second
reading in next regular session.
