AN ORDINANCE INSTITUTIONALIZING AN EARLY CHI DHOOD CARE

AND DEVELOPMENT (ECCD) PROGRAM IN THE Mu NICIPALITY OF
GOA, CAMARINES SUR, CONVERTING ALL EXISTI G DAY CARE
CENTERS WITHIN THE MUNICIPALITY INTO CHILD EVELOPMENT
CENTERS, CREATING THE MUNICIPAL EC D COUNCIL,
APPROPRIATING FUNDS THEREFOR, AND FOR SuCH OTHER
PURPOSES.

BE IT ORDAINED, as it is hereby ordained by the Sangg niang Bayan of Goa,

Camarines Sur, in session duly assembled that:

"MUNICIPAL EARLY
Section 1. SHORT TITLE - This ordinance shall be known as th
CHILDHOOD CARE AND DEVELOPMENT (ECCD) ORDINANCE OF GOA, MARINES SUR".

Section 2. DEFINITION OF TERMS -The following terms used in this Ordinance are
defined as follows:

a. Early Childhood Care and Development (ECCD) System fers to the full range
of health, nutrition, early education and social ervices development
programs that provide for the basic holistic needs of y ung children from age
zero (o) to four (4) years;

b. ECCD Program refers to various services health and san tation, nutrition, early
education, child protection, social
and humanservices devel pment

programs by various ECCD providers;

c. Center-based programs refer to programs such as he day care service

established under R.A. No. 6972, otherwise known a the ``Barangay-Level
Total Development and Protection of Children Act", an herein referred to as

MUNICIPALITY `NTO CHILD DEVELOPMENT CENTERS, CREATING THE MUNICIPAL ECC COUNCIL, APPROPRIATING
FUNDS THEREFOR, AND FOR SUCH OTHER PURPOSES."

Section 8. COORDINATION WITH OTHER LOCAL S ECIAL BODIES AND

HARMONIZATION OF PIANS - The LGU-Goa shall i clude ECCD-related

programs/projects/activities (PPAs) in its local development plan, rel ted sectoral plans, and
investment programs. The Municipal ECCD Council shall closely coo inate with other local
special bodies of the LGU-Goa such as the Local Nutrition Committ e, Local School Board,
Local Health Board, Local Council for the Protection of Children and the Gender and
Development Focal Point System to come up with a comprehensive and harmonized ECCD
Program lmplementation plan for the Municipality.

Section 9. APPROPRIATloNS - The funds necessary to car out the objectives of

this Ordinance shall be included in the annual appropriations of the Municipality. The
Municipal ECCD Council, through a Resolution, shall submit progra and budget proposals
to the Municipal Development Council and Sangguniang Bayan for consideration and
inclusion in the proposed annual and/or supplemental budget.

SECTION 1o. REPEALING CLAUSE - Any Municipal Ordinance, rule and regulations and or

parts thereof inconsistent with the provisions of this ordinance are hereby epealed and or modified
accordingly.

SECTION 11. SEPARABILITY CLAUSE -In the event that any part or p ovision of this Ordinance
shall be held unconstitutional or invalid, the other parts of provision here o which are not affected
thereby shall continue to be in full force and affect.

Section 12. EFFECTIVITY - This Ordinance shall take effect immediately upon its
approval.

ENACTED this 12th day of April 2o22, on motion of Coun. anna-len I. Broqueza,
jointly seconded by Couns. Sheila Belleza-Visitacion and Reib Ruen DC. Enciso, in session
assembled.
