The calculation of the Quality Index QI is implemented
using a user-defined function that is based on the current
methodology of maintenance quality evaluation of
telecommunication facilities on Russian railways. According

Alexander A. Lyubchenko received his B.Sc. and


M.Sc. in Automation and Control from Omsk State
Transport University, Russia, in 2007 and 2009,
respectively. In 2013, he got the Cand.Sc. (Ph.D.)
degree in Computer-aided design from Siberian
State Automobile and Highway Academy, Omsk,
Russia. Currently, he is a post-doctorate researcher
