RE: Yangon Circular Rail Embankment Rehabilitation and Ground Improvement Works

It is our understanding that Myanmar Rail have asked Shwe Taung to provide a construction estimate
for the embankment rehabilitation and ground improvement for the Yangon Circular Railway
between Kyite Ka Lae station (25k+430) and War Bar Gi station (29k+300).

From the preliminary site visit undertaken and a review of the Myanmar Rail documents it has been
determined that are number of issues along this section of track:-
• Subsidence and slip failures of the track formation and embankment
• Settlement including differential settlement along the track formation
• Localised issues with embankment interface with waterways and water ingress into the
embankment.

Scope of Services

SMEC have been asked to provide a proposal for assisting Shwe Taung by undertaking a tender
design for the embankment rehabilitation and ground improvement: -
• Provision of a brief for the site investigations works and associated laboratory testing
• Provision of a geologist to undertake the core logging and prepare detail engineering logs.
This scope shall include geological survey and investigation along the entire alignment,
specifically at locations with observed slope failures, tension cracks, landslide scars, and
areas with settlement and subsidence and at sinking areas.
• Desktop assessment of geotechnical and hydrological constraints and issues associated with
this scope of works.
• Development of a tender conceptual design for the embankment rehabilitation and ground
improvement to a sufficient detail to provide construction estimates
• Provision of technical input to Shwe Taung to complete project cost estimate.

SMEC will undertake a tender design based on a level of effort that is restricted to a nominal 30%
design completion. This will be supplemented by desktop assessment to identify and evaluate
constraints and opportunities to inform the development of concept alignment options for the rail
spur. Our approach is summarised as follows:

1. Project Inception and Start Up Meeting


2. Provision of Investigations Brief Geotechnical and Survey
3. Assistance with Site Investigation and Laboratory Testing by Geologist
4. Review of client supplied information
5. Site Visit
6. Agreement of Design Basis and Criteria with Myanmar Rail
7. Development of Remedial and Ground Improvement Options - Develop a maximum of 3
feasible options based on examining solutions to determine opportunities against known
constraints, constructability and topography.
8. Workshop 1 – Options - Identification of Option for Refinement into Tender Design. This
will involve a rapid exploration of options and quickly discount and document the
reasons options achieve or fail to achieve obvious pragmatic, feasibility or client
objectives.
9. Tender Design - Finalise design including tender sketches and design report
10. Workshop 2 – Final Concept Risk and Opportunities - Review the design in context with
the existing environment identifying potential project risk and opportunities associated
the level of design undertaken.
11. Inputs for Shwe Taung’s Cost Estimate.

Client Supplied Information

We understand that Shew Taung will be providing the following information (service, data, etc) as
part of this commission:
• If available client requirements such as operational criteria, basis of design and interface with
Myanmar Rail Assets.
• Full topographic survey of site, triangulated in 3D CAD electronic format. Includes all existing
track formation, existing grass/earth areas outlined, drainage, signage, creek crossing, other
furniture and structures etc. If available survey of track to include 5m from toe of each
embankment.
• Any existing hydraulic and geotechnical information available.
• Any existing services and proposed services plan and details available.
• Make SMEC fully aware of any particular requirements of the Services
• Provide immediate notice with 24 hours of any matters likely to change the scope of the
project
• Facilitate a site visit and access to the site if required, and provide a copy of any site specific
safety conditions and arrange any relevant site inductions.

The following are excluded from SMECs Scope of Works:-

• Inputs into Shew Taungs’s Cost Estimate

Programme

Our initial assessment of the programme required to complete the Design Services is approximately 4
weeks as follows:-
• Kick Off Meeting - Week 1
• Design Basis, Investigations Brief – Week 1
• Site Investigation and Laboratory Testing - Week 1 & Week 2
• Tender Design Week 2 – Week 4

Please note that our ability to achieve this programme will be directly influenced by the Shwe
Taung’s ability to:-
• Provide the site investigation and laboratory test results progressively at the start of Week 2
• Finalise concept for construction in prior to end of Week 2
• Timely supply of other design inputs as requested.

This excludes any delays associated with obtaining design inputs from the Shwe Taungs and others,
such as agreement of design basis and criteria with Myanmar Rail.

2. If the scope of services extends beyond this 4 weeks, we will need to renegotiate the
rates and the scope of works to better suit the STD(Client) needs.
3. The estimated fee has provided are based on the Scope of Work, Resources and
Deliverables as outlined. If STD (Client) requires a change to the scope of works,
duration or proposed resourcing will require a review of the rates, deliverables and
schedule.

4. The fee estimate provided do not include any expenses these will need to be reimbursed
by the Client at cost.
5. It is anticipated that for the works that the expenses such as airfares, ground transport,
accommodation and per-diems ($60 USD per day) in Yangon will be required.
6. Other facilities, on-site office, accommodation, computer/printer, local transport and
office consumables shall be arranged and provided by the STD (Client).
7. The fee estimate does not include any applicable local taxes which will added on top in
monthly invoices as required.
8. All third-party costs have been excluded.

Terms of Proposal and Payment


The terms of our proposal are:

1. This proposal is valid for 60 days from the date of submission.


2. The Consultant expects that the Contract for the Services will be executed as soon as the
negotiation on the scope of works and fees are finalized, so that the project members
nominated could be mobilized as planned.
The terms of payment are:

1. Payment will be on a monthly basis for the services rendered due to the nature of these
Consultancy Services.
2. Payment shall be made within 30 days of receipt of the Consultant’s invoice.
3. Payments which are delayed more than 30 days after the payment due date will be
subjected to an interest charge rate of 0.03% per day.

SMEC have been asked to provide a proposal for assisting Shwe Taung by undertaking a tender
design for the embankment rehabilitation and ground improvement: -

• Site visit to the Yangon Circular Railway Rehabilitation area for two to three days during the
week commencing Sunday 28 January 2018. It is likely that the geologist/geotechnical
engineer will arrive on Monday. The visit will allow an appreciation of the project site and
those areas suffering deformation (e.g. settlement, spreading, sliding, collapse, etc).
Observations of the drilling process, SPT, logging and sampling methods will also be
completed as part of this inspection. A selection of samples collected as part of the drilling
program will be compared to the geological/geotechnical logs to confirm the reliability of the
data.

• The existing intrusive investigation data and the new data (current drilling program) will be
compiled to develop a ground model for the rehabilitation area, providing an understanding
of sub-surface conditions based on the borehole (and other available) data. This model will
include geological and geotechnical information.

• At six (6) locations considered to be representative of the railway corridor and including
areas with known deformation issues (four) and no known deformation issues (two) two-
dimensional numerical stability analyses using Slope/W will be completed to determine the
current conditions and possible remedial solutions (for example: buttressing, revised
embankment geometry, dewatering, etc).

• The selected remedial solutions will be designed and detailed, with design drawings for each
solution prepared.

• The rehabilitation section of the railway will be divided into categories (Ground Types) based
on the ground conditions, with each category assigned a remedial option to stabilise the
embankment.

This project assumes the following conditions and SMEC reserve the right to adjust the deliverables
should the actual conditions vary from those assumed.

It is assumed that:
• There is a degree of relative consistency along the rail corridor, with no more than six (6)
different Ground Types present along the corridor.
• The geological and geotechnical information, including, but not limited to, drilling logs,
laboratory testing, historic observations, etc., provided to SMEC from the current and
previous drilling programs have sufficient detail and are to a recognised and consistent
standard to allow engineering classification, assessment and design to proceed.
• The topographic survey provided to SMEC by others is of sufficient resolution to accurately
determine the geometry of the railway embankments, including ground surface levels below
impounded water.
• The conditions observed on site are consistent across any one year (i.e. constant water
levels, dry areas, wet areas, irrigation, etc).
• The design is limited to the embankment only and does not include the railway, ballast, or
structures, including, but not limited to, bridges, culverts, stations, etc.
• The design is limited to supporting an embankment which carries a maximum load of 17
tonnes.
• SMEC are provided with water levels (in metres above ground level) for each, and on both
sides, of the sections of embankment selected for numerical analysis.
• The analysis of the geotechnical samples is completed by one recognised laboratory to a
recognised and certified standard.
• The solution will be a simple earthwork solution (e.g. a stability berm) and will not be a
complicated sub-surface or in situ treatment (e.g. grouting).
• The analyses and design will be based on the information provided to SMEC. If insufficient or
unreliable data is provided, progressing the design may not be possible or may defer to
assumed conditions.

No seismic hazard analysis will be completed as part of this assessment.

Comment

To ensure a robust design, SMEC strongly recommend the acquisition of:


• MASW Shear Wave Seismic Profiling
• Cone Penetration Testing (CPT) with pore pressure measurement
• Installation of vibrating wire piezometers for transient pore pressure measurement.
• Logging to Australian, British or American Standard.
• Laboratory testing at recognised laboratory to recognised Australian, British or American
Standard.
• Engineering accurate to ± 50 mm in all dimensions.

Fee Offer and Terms

SMEC can provide all the above necessary inputs into the project for a Lump Sum Fee of $40,000, Forty
Thousand US Dollars excluding local taxes. All SMECs standard Terms and Conditions will apply including the
following particular conditions;

2. If the scope of services extends beyond this 4 weeks, we will need to renegotiate the
rates and the scope of works to better suit the STDC(Client) needs.
3. The estimated fee provided is based on the Scope of Work, Resources and Deliverables
as outlined. If STDC (Client) requires a change to the scope of works, duration or
proposed resourcing will require a review of the rates, deliverables and schedule.
4. The fee estimate provided do not include any expenses these will need to be reimbursed
by the Client at cost.
5. It is anticipated that for the works that the expenses such as airfares, ground transport,
accommodation and per-diems ($60 USD per day) in Yangon will be required.
6. Other facilities, on-site office, accommodation, computer/printer, local transport and
office consumables shall be arranged and provided by the STDC (Client).
7. The fee estimate does not include any applicable local taxes which will added on top in
monthly invoices as required.
8. All third-party costs have been excluded.

Terms of Proposal and Payment


The terms of our proposal are:

1. This proposal is valid for 10 days from the date of submission.
2. The Consultant expects that the Contract for the Services will be executed as soon as the
negotiation on the scope of works and fees are finalized, so that the project members
nominated could be mobilized as planned.
The terms of payment are:

1. Payment Schedule

b. 70% On Submission of Outputs
2. Payment shall be made within 30 days of receipt of the Consultant’s invoice.
3. Payments which are delayed more than 30 days after the payment due date will be
subjected to an interest charge rate of 0.03% per day.

Potential Repair and Ground Improvement Methodologies – Yangon Circular Rail

Myanmar Rail have asked Shwe Taung to provide a construction estimate for the embankment
rehabilitation and ground improvement for the Yangon Circular Railway between Kyite Ka Lae station
(25k+430) and War Bar Gi station (29k+300).

During the brief site visit undertaken on Sunday, it was note that in one section there is water sitting on
both sides of the rail embankment. If the water is at a different level it may be causing a hydraulic
gradient between the two sides and potentially causing piping failures. This is a failure commonly
associated with earth embankments used in earth dams and levees. The higher-level water tries to get
to the same level as on the lower side and as result seeps through the embankment and moves material
with it eroding the embankment. Piping failures can sometimes be confused with animal burrows as
they can initially appear as small holes in the side of an embankment.

It will need to be confirmed on site however if the failures noted are caused by piping, the long term
solution will be to increase the flow path from one side to another by providing an impenetrable core or
cutoff wall to the embankment. This would likely be completed by using some form of impermeable
grouting.

A simpler method may be to widen the embankment and provide additional support by buttressing the
embankment with additional material. This would have the dual effect of increasing the flow path and
providing additional structural support to the embankment.

An additional method maybe to provide a geogrid which has a high tensile strength and will prevent slip
failures. The geogrid is put under the base of the embankment and prevents material placed on soft
soils from moving in a horizontal direction. This method will require additional analysis and may not be
suitable as Myanmar Rail have requested that the lines stay open at all times.

Education of nearby residents about the importance of the bank is something that Myanmar Rail should
consider too. As noted above addition and removal of water in the areas adjacent to the embankment
may be contributing to a piping failure. Adjusting or removing material from the embankment can also
cause structural issues on the embankment.

In summary some of the potential concepts that may be considered during the remedial design phase
are listed below. Please note this is not an exhaustive list. Such solutions may include:

• Foundation improvement, but way of consolidation grouting or other forms of foundation


consolidation (e.g. dewatering);
• Buttressing of reprofiled and rehabilitated embankments to resist lateral sliding;
• Reinforcement of the embankments, when rehabilitated, using geogrids or other ground
improvement products.
• Education of the local people to not adjust the shape of the embankment or increase current
impoundment levels.

As requested we have put together this brief note discussing potential ground improvement
methodologies that may be employed. Please note that the below review is undertaken as advice and
should be treated as such. We have undertaken a brief site visit and have witnessed one borehole log
however will need to complete a far more detailed investigation and study of the ground and site
conditions. The advice provided should not be considered as comprehensive and the final design may
change based on investigations and further information as it becomes available. As per previous
discussions we would like to mobilise our Australian Geotechnical team to assist you further with your
investigations and to help provide a more accurate and site-specific solution.
