According to the newspaper, the library is proposed to provide 24 hours access

during final exam period.

First, according to the passage, the student feels that opening the library all day
would allow student more time to use is resources. However, the male speaker
disagrees with this proposal.

First of all, he feels that the library is encouraging students to stay up all night in this
way. He goes on to say that psychology class tell him that people actual function
better on the full night sleep.

Finally, He mentions that the library shouldn’t offset the increase on operational cost
by shorten hours during (the) period of low demand. He also mentions that a lot of
students, especially graduate students, need library during the vocation and in
between master? That’s basically why the student~

My suggestion
The two people in the conversation are discussing an announcement.
The announcement is about the library is proposed to provide 24
hours access during the final exam period.
The man disagrees with the announcement for several reasons.

First of all, the man points out that health concern.

He says that the professor in his psychology class told him people
actual function better if they get full night sleep.

Second, the man argues the cost.

He says that it is going to increasing the operational cost, and also it’s
not appropriate to offset the cost by shortening the time during the
low-demand period. At that time, there may be some grad student
need to use the library.

Finally, the man believes that to opening the library 24 hours is not a
good idea.
